Criteria for high-quality human resources in the digital technology industry

DNVN - In the context of the 4.0 industrial revolution having a profound impact, developing and attracting high-quality human resources in the digital technology industry is an important factor to help Vietnam improve its national competitiveness. The Ministry of Science and Technology has issued detailed criteria to identify this special group of human resources.

The Ministry of Science and Technology has set out many criteria to identify human resources for the digital technology industry.

Personnel working at digital technology enterprises and organizations

This group of personnel is recognized as high quality when it meets at least one of the following criteria:

Regarding income : Their annual income from work in the digital technology field is at least 10 times higher than the average national income of Vietnam, according to officially published data.

Position : Those who hold key leadership positions (Chairman, General Director, CEO or equivalent titles) at digital technology organizations and enterprises. These enterprises must be in the list of 100 enterprises with the largest capitalization in Vietnam (according to the rankings of prestigious domestic organizations) or 500 largest enterprises in the world (according to the announcement from prestigious international organizations).

For engineers/experts : Senior engineers or technical experts with at least 5 years of experience working at leading international technology companies, holding key roles (Department Head, Deputy Department Head, Project Head or equivalent title) in designing or implementing digital technology solutions in strategic technologies such as AI, big data, cybersecurity, IoT, blockchain, or other important digital technology fields.

People studying, teaching or researching at universities or research organizations

People in this group will be recognized as high-quality human resources when they meet at least one of the following criteria:

About qualifications : Graduated from university or higher in digital technology within the past 5 years from universities in the top 100 in the world (according to prestigious international rankings published in the last 3 years) and have achievements in scientific research or participation in projects in the field of digital technology and innovation.

About achievements : Graduated with honors in digital technology from universities and have outstanding research achievements or national or international awards in the field of digital technology.

For lecturers/researchers : Lecturers and researchers with a doctorate degree or higher, currently working at higher education institutions or research organizations in the top 500 universities in the world (according to prestigious international rankings in the last 3 years). They must also have at least one scientific article published in prestigious international journals in the last 5 years or preside over at least one national or international research topic or project in the field of digital technology.

Officials, civil servants, and public employees at state agencies

Cadres, civil servants and public employees are recognized as high-quality human resources when they meet at least one of the following criteria:

Regarding position: Holding the position of Department Head, Bureau Head or equivalent positions at state agencies with the function of building, managing and implementing policies and strategies for developing the digital technology industry.

Regarding position and contribution : Being a person with a job position of senior specialist in digital technology management or higher, within 5 years has chaired or participated in the development of at least one legal document at the decree level or higher or a national program or plan in the field of digital technology industry, and has been commended or highly appreciated by competent authorities.

Regarding position and experience : Being a person with a job position of digital technology management specialist or higher with at least 10 years of experience in the field of digital technology industry, in the past 5 years has chaired or directly participated in drafting at least one legal document at the decree level or higher or a national program or plan in the field of digital technology industry, and has been commended or highly appreciated by competent authorities.

Expert, founder, engineer, scientist or other individual with outstanding contributions

These individuals are recognized as high-quality human resources when they meet at least one of the following criteria:

Awards: Awarded international awards in the field of digital technology.

Patents : Has inventions in the field of digital technology that have been commercialized.

Successful startup founder : A founder or founding member of a digital technology startup that has received investment capital from a venture capital fund, participated in a prestigious incubation program, or won awards in national or international innovation competitions recognized by the Ministry of Science and Technology.

Special expertise: Have special expertise in some specific areas of the digital technology industry that are currently lacking domestically.

These criteria help create a clear legal framework to identify and evaluate high-quality digital technology human resources. This not only supports the development of the digital technology industry but also contributes significantly to building a strong digital economy for Vietnam.
