Reporter: The opening ceremony of the new school year 2025-2026 will be deployed simultaneously across the country for the first time, from the central bridge in Hanoi, it will be connected to educational institutions across the country. So, could you please tell us what is the significance of this "special" opening ceremony?
Minister Nguyen Kim Son: The opening ceremony of the 2025-2026 school year takes place in a special context: The whole country celebrates the 80th anniversary of the successful August Revolution and National Day September 2; carrying out the "rearrangement of the country"; organizing Party Congresses at all levels, towards the 14th National Congress of the Party... For the education sector, it is the 80th anniversary of the establishment of the Ministry of National Education, now the Ministry of Education and Training . This is not only an opportunity for us to look back on the 80-year journey of education to develop the country, but also an opportunity to be more aware of our mission and responsibility in creating people, building the country, and striving to integrate in the new era.
The meaning of the opening ceremony is even more profound when 52,000 educational institutions across the country connect to the opening ceremony online (broadcast live), with the presence of the highest leaders of the Party and State, to create a joyful, healthy, and exciting atmosphere, while spreading the belief, spirit and determination of education to develop with the country in the new era.
Reporter: What is the Minister's view on the Politburo's recent issuance of Resolution 71-NQ/TW on breakthroughs in education and training development right before the new school year?
Minister Nguyen Kim Son: Resolution 71-NQ/TW was issued on the occasion of the 80th anniversary of National Day, 80 years of tradition of the Education sector, 80 years of establishment of the Ministry of National Education (now the Ministry of Education and Training) demonstrating the Party's special attention to Education and Training; affirming that education is always an element closely linked to and deciding the development of the country; showing the consistency of the viewpoint that education and training is the top national policy, deciding the future of the nation.
The Resolution also demonstrates the Party's new vision and strategy for the future education system, when the world context is undergoing profound and comprehensive changes, especially digital technology and artificial intelligence are reshaping education on a global scale. In addition, the Resolution has identified major goals along with tasks and solutions of a strong breakthrough nature to innovate and improve Vietnamese education.
For the entire education sector, this is a great opportunity to make a breakthrough, to affirm the decisive position of education in the country's development. Aware of this, the Ministry of Education and Training is urgently developing and submitting to the Government a draft of the Government's Action Program to implement Resolution 71 and will concretize it with the Ministry of Education and Training's Action Plan to implement it right from the beginning of this school year.
Reporter: Conclusion No. 91-KL/TW dated August 12, 2024 of the Politburo on continuing to implement fundamental and comprehensive innovation in education and training also sets out the requirement to "Focus on reviewing, amending, supplementing, and perfecting mechanisms, policies, and laws on education and training". Thus, perfecting institutions is the top priority task of the Ministry of Education and Training in the past school years. How will this task continue to be implemented in the coming school year?
Minister Nguyen Kim Son: Faced with new opportunities and new requirements, the Ministry of Education and Training has determined that it must focus on advising and creating a legal basis for education and training to make a breakthrough, otherwise it will not fulfill its responsibility to the country and the people. The key, overarching, and ultimate goal is to improve the quality of education throughout the system. All adjustments and amendments to the law at this time are aimed at the quality of education.
We are preparing to operate the entire education system based on four new laws, expected to take effect from January 1, 2026, including the Law on Teachers that has just been passed; the Law amending and supplementing a number of articles of the Law on Education; the revised Law on Higher Education and the revised Law on Vocational Education, expected to be passed at the National Assembly session next October. After that, a series of new decrees and circulars will be issued. If we wait for the documents to be issued before studying and implementing them, we will be passive. Therefore, the education sector as well as localities need to proactively grasp and participate deeply in the process of drafting sub-law documents.
In addition, it is expected that the National Target Program on Education and Training Development will also be considered and approved by the National Assembly at the upcoming October session. The education sector needs to be well prepared to receive and transform these resources effectively. Another key task is to innovate educational management according to the two-level local government model, strongly shifting from administrative management to development creation, promoting the initiative and creativity of localities and educational institutions, and strengthening post-inspection work of higher-level management agencies. Regularly monitor, grasp the situation and promptly support local authorities at the commune level to effectively implement state management of education.
In this new school year, the Ministry of Education and Training will also implement a series of new policies such as: exempting tuition fees; organizing lunch for some subjects; building a school system in border areas; consolidating schools; organizing teaching and learning two sessions/day; implementing new educational models (vocational high schools parallel to high schools); evaluating a cycle of innovation in programs and textbooks...
I call on the entire industry, from managers to teachers, staff, and all students to prepare the best mindset, spirit and conditions, to unite and join forces, so that the new school year becomes a busy but joyful and successful year.

Reporter: Resolution 57-NQ/TW of the Politburo identifies science and technology, innovation and digital transformation as important driving forces for national development, in which training high-quality human resources plays a key role. Could you please tell us how the Ministry of Education and Training will implement this Resolution in the 2025-2026 school year?
Minister Nguyen Kim Son: Recognizing this requirement, the Ministry of Education and Training has been implementing many solutions to prepare human resources for the new period. Firstly, in general education, the new program aims to develop comprehensive capacity, especially digital capacity, critical thinking, creativity and problem solving. In higher education, focus on expanding training in key fields such as artificial intelligence, data science, semiconductor technology, biotechnology, new energy, and cyber security; at the same time, promote research and innovation in schools; upgrade national universities, regional universities and key facilities according to regional and international standards.
The Ministry of Education and Training has been implementing many major projects on developing high-tech human resources such as the STEM human resources project for the period 2025-2035; the program "Developing human resources for the semiconductor industry to 2030, with a vision to 2050"; the project "Training and fostering human resources to serve nuclear power development to 2035"; the project "Developing a system of excellent training centers and talents in technology 4.0 to 2030" and AI training centers at many universities...
Second, to promote the “3 Houses” cooperation model (State-School-Enterprise), the Ministry of Education and Training has advised and issued many mechanisms and policies to encourage training institutions to cooperate with enterprises in developing programs, organizing internships and practices, and developing research and innovation centers right in schools. This helps create a closed value chain, contributing to the supply of high-quality human resources for industrialization, modernization and national digital transformation.
Third, the Ministry of Education and Training focuses on developing a team of lecturers and scientists through training and improving qualifications; encouraging research and international publications; expanding international cooperation; and at the same time, having policies to attract Vietnamese intellectuals abroad to participate in teaching and research.
In the coming time, the Ministry of Education and Training will continue to standardize, modernize and internationalize training programs; build a national human resources database associated with demand forecasting; expand international cooperation to make Vietnam a high-tech human resources center of the region.
Reporter: On the occasion of the new school year, what message would the Minister like to send to all managers, teachers, staff and students in the industry?
Minister Nguyen Kim Son: The 2025-2026 school year is a very important school year, with many important tasks to be done and many opportunities for innovation and breakthroughs. The keyword of this school year is "implementation". That is to focus on implementing well the Party's guidelines and policies, the State's laws on education as well as the 10 key tasks and solutions for the 2025-2026 school year of the education sector. That is the way for the whole sector to inherit and promote the achievements of the past 80 years; overcome existing shortcomings and limitations and open up new paths for Vietnamese education in the coming time.
Education is a career of a hundred years, requiring vision, perseverance, a sense of fairness and the highest responsibility.
