Accordingly, the general objective of Plan No. 02 is to organize the implementation of digital transformation quickly, promptly, comprehensively, taking ensuring connectivity and synchronization throughout the entire political system as the highest and consistent goal. At the same time, it meets the urgent requirements of reforming the organizational apparatus and arranging administrative units; ensuring that the apparatus at all levels after reform operates smoothly, interconnectedly, effectively, best serving the people and businesses, creating a solid foundation for modern national governance and sustainable development. This plan is implemented in two phases.
The urgent phase (until June 30, 2025) is to focus on immediately removing institutional, infrastructure, and data bottlenecks to ensure that the two-level local government system after the merger operates smoothly, continuously, and effectively from July 1, 2025. There should be no interruptions or congestion in handling administrative procedures, affecting the normal operations of people and businesses.
The breakthrough phase (until December 31, 2025) is to fundamentally overcome inherent shortcomings and weaknesses in digital transformation throughout the entire political system; perfect shared platforms, standardize and connect important databases, substantially improve the quality of online public services, and create a foundation for the next stage of development.
The plan also clearly identifies specific objectives for each phase. Notably, from July 1, 2025 to the end of 2025, the provision of online public services on the National Public Service Portal will be implemented for all administrative procedures eligible for full-process online public service provision.
In which, it ensures the maintenance and effective provision of 25 integrated online public services on the National Public Service Portal to serve people and businesses; provides 982 online public services with an average number of records of each public service generating at least 1,000 records/year/province; provides online public services for 1,139 administrative procedures with record components replaced by data, reducing paperwork and costs.
At least 80% of administrative procedure records are processed completely online, people only have to enter data once; 100% of records and work documents arising from July 1, 2025 are created and processed in the electronic environment...
To realize the set goals, Plan No. 02 clearly identifies three breakthrough solutions that are leading and consistent throughout the entire implementation process to ensure that digital transformation in the political system is carried out in a synchronous, effective and sustainable manner.
It is to unify the digital experience for people and businesses through establishing a unique two-component interaction model: VNeID is the “digital key” for identification, authentication, providing electronic documents and receiving official notifications from the government; The National Public Service Portal is the only “one-stop shop” to carry out all administrative procedures.
Next is to modernize the method of directing and operating the political system based on digital data and field monitoring capacity. The digital document management system completes a unified interconnected platform, ensuring the sending and receiving of electronic documents (including confidential documents) smoothly, safely and securely between all agencies in the political system.
The plan also mentions specific task groups according to 6 pillars: Institutions, technical infrastructure, data, platforms, human resources and finance with a total of 67 tasks.
Plan No. 02 requires the entire political system to implement it with a spirit of urgency, determination, and synchronization, with specific products and clear progress. All tasks must be linked to the responsibility of the leader, taking real effectiveness and satisfaction of the people and businesses as a measure. Implementation must avoid formality and fragmentation, ensuring smooth connection between levels and sectors...
At the conference, delegates focused on discussing a number of key issues such as: Clearly identifying obstacles in sharing and using data among ministries, branches and localities; proposing solutions to accelerate the implementation of 25 online public services throughout the process, ensuring quality, substance, and no formality, minimizing the components of public service records...
At the same time, it is proposed to have a mechanism to coordinate, inspect, monitor the progress and responsibilities of each agency; consider prioritizing investment in resources to upgrade digital infrastructure; supplementing a mechanism to support digital transformation for disadvantaged groups, the elderly, people with disabilities, and people in remote areas; supporting provinces to cooperate with universities to train in digital transformation...
In his concluding remarks at the conference, comrade Tran Cam Tu requested central ministries, departments, branches and localities to thoroughly grasp and seriously, promptly and effectively implement the contents of Plan No. 02.
He affirmed that the implementation of Plan No. 02 is one of the key tasks to concretize the content of Resolution No. 57 and is also an urgent requirement when implementing the policy of rearranging administrative units and implementing the 2-level local government model.
To successfully implement Plan No. 02, he noted that the implementation process must emphasize the role and responsibility of the leader; each agency and local unit must promptly develop an action plan for their agency, unit, and locality; considering this a key task, the leader must closely follow, be determined, and resolute in implementing it. At the same time, it is necessary to ensure synchronization, connectivity, and unification of the database, and must take people and businesses as the center to serve faster, more economically, more effectively, and more promptly.

He stated that the tasks and workload set for the coming time are very large, so ministries, departments, branches and localities must thoroughly grasp and seriously implement the contents of Plan No. 02 according to the roadmap, contributing to ensuring the smooth operation of the two-level government and the successful implementation of Resolution No. 57, while guiding localities and promptly handling difficulties and shortcomings in the implementation process. Localities must proactively assign tasks and resolve administrative procedures according to the two-level local government model, without interruption.
After the end of the national online conference, at the Bac Giang province bridge, comrade Nguyen Viet Oanh emphasized that in order to effectively implement Plan No. 02 under the direction of the Central Government, units need to publicize their headquarters and addresses for receiving citizens, especially the commune-level one-stop shop so that people and businesses can contact to resolve administrative procedures conveniently starting from July 1, 2025.
At the same time, urgently make a list of cadres from the Party and government sectors for agencies to review, complete official email boxes, and digital signatures to ensure smooth operations.
The province has established commune-level support teams for administrative procedure implementation; trained on plans and scenarios for two-level government in Bac Giang ward, thus requiring communes and wards to develop plans and scenarios for each unit to practice, ensuring effectiveness.
Organize and develop a plan to test the software, promptly report any problems to the Department of Science and Technology for instructions on completion. He also requested the district level to review and promptly resolve the records under its authority from now until July 1; if any records cannot be resolved in time, the district level is required to hand them over to the commune level, without interruption.
