Prime Minister strengthens the Advisory Council for Administrative Procedure Reform

Prime Minister Pham Minh Chinh has just signed Decision No. 1682/QD-TTg on December 26, 2023 to complete the Advisory Council for Administrative Procedure Reform under the authority of the Prime Minister.

This Decision takes effect from the date of signing and replaces many previous decisions, including Decision No. 415/QD-TTg dated April 4, 2017, Decision No. 1463/QD-TTg dated September 29, 2017, Decision No. 603/QD-TTg dated May 28, 2018 and Decision No. 1118/QD-TTg dated September 22, 2022 of the Prime Minister .

According to this decision, the Chairman of the Council will be the Minister, Head of the Government Office. The Vice Chairmen of the Council include chairmen representing organizations such as the Vietnam Federation of Commerce and Industry, the Vietnam Association of Small and Medium Enterprises, the Founding Council of the Vietnam Software and Information Technology Services Association, and the Director of the Department of Administrative Procedure Control, Government Office - Permanent Vice Chairman and General Secretary of the Council.

The list of Council members also includes representatives of leaders of many different organizations, businesses and associations, from the Central Committee of the Vietnam Fatherland Front, the Vietnam Lawyers Association, the Central Institute for Economic Management, to the Banking Association, the Vietnam Businesswomen Association, the Vietnam Real Estate Association, the Vietnam Leather, Footwear and Handbag Association, the Vietnam Textile and Apparel Association, the Vietnam Association of Seafood Processors and Exporters; the Vietnam Digital Agriculture Association and many other organizations.

The Council's functions and tasks include advising and proposing reform initiatives on mechanisms, policies, and administrative procedures related to production, business activities, and people's lives. The Council is also responsible for monitoring and evaluating the implementation of administrative procedure reform at ministries, branches, and localities.

The Council is also responsible for contributing opinions on administrative procedures and regulations related to business activities expected to be issued in projects, draft legal documents and plans for reduction and simplification.

The Council will periodically or suddenly organize working sessions with the business community and relevant agencies, individuals and organizations to listen to and grasp difficulties and problems regarding mechanisms, policies and administrative procedures related to the production and business activities of enterprises and the lives of people.

During these meetings, the Council will summarize the situation and results from reports by the Prime Minister and the Head of the Prime Minister's Administrative Procedure Reform Working Group. At the same time, the Council will evaluate the implementation of administrative procedure reform in ministries, branches, and localities, and perform other tasks assigned by the Prime Minister.

The purpose of consulting and organizing work with the business community is to promptly reflect and resolve specific difficulties and propose measures to improve administrative mechanisms, policies and procedures. This is to ensure that administrative regulations are not only reasonable but also friendly and supportive to business activities and people's lives.

The Government Office acts as the standing body of the Council, supporting the coordination and ensuring the working conditions of the Council. In addition, the Department of Administrative Procedure Control, Government Office is the assisting body of the Council, performing the duties of the Council's secretary./.
