The Prime Minister has just signed an official dispatch regarding the fire at the parking lot under Vinh Tuy bridge, Hanoi city.

Specifically, in Official Dispatch No. 157/CD-TTg on the fire at the parking lot under Vinh Tuy Bridge, Hanoi City, the Prime Minister telegraphed: Ministers of the Ministries of Public Security and Construction; Chairmen of People's Committees of provinces and centrally run cities.

The dispatch stated: At 1:00 p.m. on August 30, 2025, a fire broke out at the parking lot under Vinh Tuy bridge on the road leading to the bridge in Hong Ha ward, Hanoi city. The initial consequences were that over 500 motorbikes caught fire and there was a risk of affecting the structure of Vinh Tuy bridge.

To clarify the cause, responsibility and promptly overcome the consequences of the above fire, and at the same time prevent similar incidents, the Prime Minister requests:

The Chairman of the Hanoi People's Committee shall immediately review the licensing and management of parking lots in the above fire; clarify the cause of the fire; take measures to strictly handle the responsibilities of organizations and individuals who violated the law (if any) related to licensing, management, measures to ensure fire prevention and fighting of parking lots under bridges and roads, and measures to ensure the safety of bridge works in accordance with the provisions of law.

Direct the city's professional agencies, together with the Ministry of Construction , to inspect, evaluate, and clarify the impact of the above fire on the quality and operational capacity of Vinh Tuy Bridge; immediate protective solutions must be taken to ensure the absolute safety of Vinh Tuy Bridge.

Direct the inspection of all parking lots in the city, especially parking lots under bridges and roads, to take timely corrective measures in accordance with legal regulations, to prevent similar incidents like the above fire from happening again.

The Ministry of Public Security has directed the Hanoi City Police and relevant units to investigate the cause of the fire, including clarifying fire prevention and fighting plans to handle the responsibility of violating groups and individuals in accordance with the law.

The Ministry of Construction shall preside over and coordinate with the Hanoi People's Committee and relevant units to clarify the compliance with legal regulations regarding the operation of the above-mentioned parking lot; organize inspection and assessment of the impact of the fire on the quality and operational capacity of Vinh Tuy Bridge, and report to the Prime Minister the implementation results before September 15, 2025.

The Chairmen of the People's Committees of provinces and centrally-run cities shall direct the review of all parking lots under bridges and roads in the area, take measures to rectify and strictly handle violations (if any) in accordance with the provisions of law; take full responsibility if there are illegal parking activities under bridges and roads that threaten the safety of road and bridge works in the area, and report to the Ministry of Construction the results of the review for synthesis and reporting to the Prime Minister before September 30, 2025.
