Removing the 'bottleneck' of relocating Hoang Dieu Port

The project to relocate Hoang Dieu Port, hand over the construction site for Nguyen Trai Bridge and renovate the surrounding urban area is entering the final stage. However, the railway project and many related assets in the port area are still 'bottlenecks'.

In Hoang Dieu Port area, there are still 8 railways that have not been dismantled, affecting the progress of port relocation and implementation of Nguyen Trai bridge items.

Railway infrastructure not yet handed over

According to the report of the Management Board of Investment and Construction Projects for Traffic and Agricultural Works of the City, in the Hoang Dieu Port area, there are still 8 railway lines that have not been dismantled or moved. This directly affects the construction of the Nguyen Trai Bridge items, because 10 piers of the ramp bridge, the bridge retaining wall, the approach road and the connecting intersection from Le Thanh Tong Street cross the railway lines... In particular, the railway section located from bridge 1 to bridge 3 of Hoang Dieu Port still has about 110 m of railway that has not been dismantled due to problems in the management and transfer of assets between Hai Phong Port Joint Stock Company and Vietnam Railway Corporation .

The handover of Hoang Dieu Port site for the construction of Nguyen Trai Bridge is entering the final stage with a large amount of work, from relocating railway infrastructure, warehouses, factories to handling underground and above-ground works. To remove obstacles, the Ministry of Construction , the City People's Committee, Vietnam Railways Corporation and other functional units have issued many documents and recommendations to speed up the relocation of Hoang Dieu Port.

Specifically, from the end of 2023, the Ministry of Transport (now the Ministry of Construction) assigned the Vietnam Railway Authority to coordinate with the Hai Phong Transport Project Management Board to develop a project to dismantle the railway and railway station at Hoang Dieu Port. By December 2024, the City People's Committee continued to recommend the ministry to direct the railway industry to urgently implement it. In 2025, a series of other documents were issued, from unifying the process of transferring assets, dismantling railway infrastructure to assigning specific responsibilities to each agency and unit.

Reporting at the working session and inspection of the Standing Vice Chairman of the City People's Committee Le Anh Quan with the People's Committee of Ngo Quyen Ward on the dismantling of works related to Nguyen Trai Bridge, Mr. Dao Sy Ngoc, General Director of the City's Traffic and Agricultural Construction Investment Project Management Board, said: The Board has a document requesting the Department of Construction to report to the City People's Committee to recommend the Vietnam Railway Corporation and the Vietnam Railway Administration to soon hand over related items.

According to the plan, phase 1 focuses on dismantling and handing over 2 railway lines from Hoang Dieu port gate to berths 1 and 3 (96 m long), along with 3 railway lines in Hoang Dieu station (100 m long). Phase 2 will continue to dismantle the remaining 5 railway lines at Hoang Dieu port and related infrastructure, striving to complete before September 15. In addition, there are 2 bunkers and shelters managed by the City Military Command, along with a number of items managed by the Border Guard, which are also subject to handover.

Remove procedures, speed up progress

Authorities and leaders of Ngo Quyen ward inspected the scene and discussed solutions to remove difficulties in moving Hoang Dieu port to serve the construction of Nguyen Trai bridge.

Chairman of Ngo Quyen Ward People's Committee Nguyen Quoc Thai said: "Currently, the project site is still stuck with the railway system, the railway station in Hoang Dieu port area managed by Vietnam Railway Corporation has not been dismantled, mainly due to procedural problems. This area is directly related to many construction items of Nguyen Trai bridge, if the relocation is delayed, it will affect the overall progress of the entire project."

In fact, the main problem in relocating the railway infrastructure at Hoang Dieu port lies in the asset handover procedures. Many items are from decades ago, the paperwork is not synchronized, making it difficult to clearly identify the owner to complete the legal process. Vietnam Railway Corporation is coordinating with the Ministry of Construction and the City People's Committee to soon resolve these difficulties.

According to the Project Management Board, after completing the site clearance, the Nguyen Trai Bridge construction project and the urban beautification of the surrounding area will create a new urban space, connecting with the North Cam River urban area. This is not only a traffic infrastructure project, but is also expected to create a "push" to change the appearance of Hai Phong urban area, expand development space and improve the quality of life of the people.

At a recent working session and project inspection, Comrade Le Anh Quan, Permanent Vice Chairman of the City People's Committee, emphasized that the relocation of Hoang Dieu Port is an important political task, associated with the commitment of the city's leaders to the Government. Therefore, the Hai Phong Transport and Agriculture Project Management Board drafted a document for the City People's Committee to propose the Vietnam Maritime Administration to direct Hai Phong Port Joint Stock Company to promptly hand over the site; at the same time, send a document to the Vietnam Railway Corporation to promptly hand over the railway infrastructure under its management.

Resolving the difficulties in relocating Hoang Dieu Port and handing over the site to the investor and the construction unit requires the synchronous coordination of relevant agencies and units. This is an urgent requirement to ensure the progress of Nguyen Trai Bridge construction and the plan for disbursing public investment capital.
