Implementing the full-term working program, the 12th Conference of the 13th Party Central Committee met from July 18 to July 19, 2025 in Hanoi . General Secretary To Lam chaired and delivered an important speech opening and closing the Conference.
1. The Party Central Committee basically agreed on the contents of the following documents: The direction of personnel work for the 14th National Congress of the Party, including the orientation for allocating the structure and number of official Party Central Committee members for the 14th term; Standards, structure, number and principles for allocating delegates to the 14th National Congress of the Party; giving opinions on additional personnel for the Politburo and Secretariat for the 14th term 2026-2031.
The Party Central Committee unanimously agreed that the direction of personnel work for the 14th Party Congress is an especially important document, deciding all the preparations and elections for the Party Central Committee, Politburo, Secretariat, General Secretary and key leadership positions of the State, contributing to the success of the 14th Party Congress.
The work of preparing personnel for the 14th Party Congress must be carried out in a synchronous, scientific, methodical, strict, democratic, objective and transparent manner; ensuring proper implementation of Party regulations, the principle of democratic centralism and legal regulations; must put national and ethnic interests first and foremost; resolutely not let those who do not meet the standards and conditions, and are not worthy of participating in the 14th Party Central Committee, "slip through".
The Party Central Committee assigned the Politburo to base on the Central Committee's discussion opinions, the Politburo's acceptance and explanation reports to direct the completion and issuance of the above documents and organize their implementation.
2. The Party Central Committee agreed to the policy of merging 3 Reports including: Political Report, Socio-Economic Report, Report on Party building summary and implementation of the Party Charter (Party building work content); approved the basic content of the draft documents submitted to the 14th National Congress of the Party as follows:
2.1. On the Draft Political Report to be submitted to the 14th National Congress of the Party
The Party Central Committee unanimously assessed that the consolidation of the Reports is a new and innovative way of thinking, demonstrating a creative approach, avoiding duplication and inconsistency between the Reports, properly demonstrating the stature of the Political Report, clearly stating viewpoints, policies, strategic orientations, specificity on key tasks, and strategic breakthroughs with high actionability and consistency.
Along with the new Political Report is a common and unified Action Program to successfully implement the Resolution of the 14th National Party Congress.
The Party Central Committee requested that the new Political Report be completed in a way that ensures continuity and innovation, accurately reflecting the country's development reality; clearly defining the goals of the 14th Congress term and the vision to 2045, 2050 and beyond, associated with two goals: 100 years under the leadership of the Party, 100 years of the Socialist Republic of Vietnam; emphasizing new development drivers, including science and technology, innovation, digital transformation, development of high-quality human resources, and effectively exploiting the advantages of deep international integration; affirming the key role of Party building and rectification, anti-corruption, waste, and negativity; fighting against individualism, group interests, ideological, moral, and lifestyle degradation; strengthening control over power; improving the leadership, governing capacity, and fighting strength of the Party; Improve national governance capacity and operational management of organizations and apparatus in the political system.
2.2. On the Draft Report summarizing a number of theoretical and practical issues on the socialist-oriented renovation process over the past 40 years in Vietnam
The Party Central Committee unanimously assessed that the Draft Report had been reviewed, supplemented, updated, completed, and ensured consistency between reports.
The Party Central Committee contributed many profound, intellectual and responsible opinions to continue perfecting the draft Report, focusing on researching and objectively assessing the world, regional and domestic contexts affecting Vietnam over 40 years of renovation; the development of the Party's theoretical awareness over 40 years of renovation; achievements, limitations and lessons learned in the practice of building socialism in Vietnam; forecasting the situation, viewpoints and orientations and solutions to continue to comprehensively and synchronously promote the renovation, construction, development and protection of the Fatherland in the new period.
2.3. On the Draft Report summarizing the implementation of the Party Charter
The Party Central Committee unanimously assessed that the draft Report focused on clarifying the dissemination, concretization, implementation, inspection and supervision of the implementation of the Party Charter, regulations and instructions of the Central Committee on the implementation of the Party Charter; objectively, comprehensively and deeply assessed the results achieved, limitations, difficulties, obstacles and inadequacies in each content.
Regarding the supplementation and amendment of the Party Charter, the Party Central Committee unanimously reported to the 14th National Congress of the Party to assign the 14th Party Central Committee to lead and direct the research and summary of practices to propose amendments and supplements to the Party Charter and the Political Platform for national construction during the transition period to socialism to be submitted to the 15th Party Congress on the occasion of the 100th anniversary of the Party's founding (1930-2030); orient the content and assign the Politburo to direct the competent agencies to conduct research and summarize the implementation practices of the Party Charter right from the beginning of the term to report to competent authorities for consideration and proposal for supplementation and amendment of the Party Charter.
The Party Central Committee assigned the Politburo to base on the Central Committee's discussion opinions, the Politburo's acceptance and explanation reports to direct the Documents Subcommittee, the Socio-Economic Subcommittee and the Party Charter Subcommittee to accept and complete the draft documents above to send for comments to the Party Congresses at all levels for the 2025-2030 term according to regulations.
3. The Party Central Committee agreed with the Government Party Committee's proposals on a number of amendments and supplements to the Central Committee's resolutions and conclusions.
3.1. Regarding Resolution No. 18-NQ/TW, dated June 16, 2022 of the 13th Party Central Committee on continuing to innovate and perfect institutions and policies, improving the effectiveness and efficiency of land management and use, creating momentum to turn our country into a high-income developed country.
The Party Central Committee unanimously assessed that after 3 years of implementation, Resolution No. 18-NQ/TW has achieved many important results.
The innovative viewpoints and contents of the Resolution have been institutionalized and implemented synchronously and promptly, and have initially been proven correct and appropriate in practice, contributing to liberating land resources to meet the country's development requirements.
The Party Central Committee agreed to continue to be steadfast and consistent in perceiving and implementing the viewpoints, goals, tasks and solutions of the Resolution.
However, the implementation process still has some difficulties and problems that reduce the effectiveness and efficiency of state management and have not fully exploited the potential of land resources to serve the socio-economic development of the country.
On the other hand, in the context of the rapidly changing, complex and unpredictable international and regional situation, our Party and State have issued many major guidelines and policies to create a political and legal basis for the country to develop rapidly and sustainably in the new era, requiring a number of viewpoints, tasks and solutions of Resolution No. 18-NQ/TW to be adjusted and supplemented to suit the requirements of national development in the new situation.
The Party Central Committee discussed and agreed to supplement the guiding viewpoints of Resolution No. 18-NQ/TW to suit the new context; amend the objectives of Resolution No. 18-NQ/TW to suit the situation and implementation capacity in practice; adjust and supplement a number of tasks and solutions of Resolution No. 18-NQ/TW.
3.2. Regarding Resolution No. 27-NQ/TW dated November 9, 2022 of the 13th Party Central Committee on continuing to build and perfect the socialist rule-of-law state of Vietnam in the new period
The Party Central Committee unanimously assessed that the implementation of Resolution No. 27-NQ/TW over the past time has achieved many positive results. The thinking and theoretical awareness of the socialist rule of law state have been constantly improved. The legal system has been formed and improved in a relatively synchronous, public, transparent, and accessible manner, basically regulating all areas of social life; creating a legal foundation for socio-economic development, ensuring national defense, security, and international integration.
However, the work of law making still exists and is limited.
The thinking of law-making in some fields is still biased towards management, limiting innovation, unlocking resources, and creating new growth drivers.
There is no clear and reasonable distinction between legislative and regulatory authority. The requirement to develop laws with specific content and direct effect in some cases leads to a lack of flexibility, requiring frequent amendments and supplements to meet practical requirements, and does not ensure stability and longevity.
In order to overcome the above limitations and shortcomings, the Party Central Committee agreed to amend and supplement the content "Strengthening the development of laws with specific content and direct effect" in Section IV.3.
Resolution No. 27-NQ/TW aims to strongly shift from a “management” mindset to a “development-creating” mindset, emphasizing timeliness and flexibility in law-making to meet the requirements of rapid and sustainable development, removing institutional bottlenecks and obstacles, and at the same time clearly and reasonably defining legislative and regulatory authority, ensuring that legal provisions must be stable and have long-term value.
3.3. Regarding Resolution No. 29-NQ/TW, dated November 4, 2013 of the 11th Party Central Committee on fundamental and comprehensive innovation of education and training, meeting the requirements of industrialization and modernization in the conditions of a socialist-oriented market economy and international integration
The Party Central Committee discussed and agreed that after more than 10 years of implementing Resolution No. 29-NQ/TW, the education and training sector has achieved many important results.
The whole country has completed universal preschool education for 5-year-old children; firmly maintained and gradually improved the quality of universal primary and secondary education; the quality of general and key general education has been increasingly improved; continuing education has developed diversely in content and form; vocational education has grown strongly in quantity and focused on improving quality step by step to better meet the needs of the labor market; higher education has continued to innovate, associated with increased autonomy, creating strong changes in quality and efficiency in human resource training and scientific research; a number of higher education institutions and training groups are highly ranked in the region and the world.
However, the implementation of Resolution No. 29-NQ/TW still faces some difficulties and obstacles. The internal management apparatus and system in higher education and vocational training institutions are still cumbersome and overlapping; the school council has some roles that overlap with the Party organization, leading to the Party organization not being able to fully promote its leadership role, causing difficulties for the operation of educational institutions.
The promotion of financial autonomy and socialization of education combined with state budget cuts has affected the development of public education, especially in higher education and vocational education.
Determining the level of autonomy of educational and training institutions based solely on the level of financial autonomy hinders the assignment and implementation of autonomy of educational and training institutions, affecting the quality of training and scientific research.
The Party Central Committee discussed and agreed to amend and supplement Resolution No. 29-NQ/TW to remove difficulties and obstacles caused by some contents of this Resolution.
3.4. On the Conclusion of the 6th Conference of the 13th Party Central Committee on "Orientation of the National Master Plan for the period 2021-2030, with a vision to 2050"
The Party Central Committee discussed and agreed that the adjustment of the national master plan for the 2021-2030 period, with a vision to 2050, is necessary and urgent to identify comprehensive, comprehensive, and breakthrough solutions to concretize the Party's policies and guidelines; maximize the country's potential and advantages; create a basis for adjusting other national plans, regional plans, and provincial plans, ensuring consistency, unity, and creating a foundation for building plans for the next period.
The Party Central Committee unanimously agreed to review and adjust the growth target, ensuring it is consistent with the double-digit growth scenario; adjust the zoning and regional linkage plan; review and adjust the direction of organizing the socio-economic space and development orientation for each socio-economic region; review and adjust the development orientation of the country's dynamic regions, growth poles and economic corridors; review, adjust and supplement new updates to the infrastructure system, focusing on transport infrastructure, energy infrastructure and important national social infrastructures (healthcare, education, culture, science, technology and innovation...) to ensure it is consistent with the orientation of organizing the new socio-economic space after the arrangement of provincial-level administrative units.
The Party Central Committee assigned the Politburo to base on the Central Committee's discussion opinions and the Politburo's acceptance and explanation reports to complete the amendment and supplementation of the contents of the above resolutions and conclusions. If necessary, to proactively and promptly resolve arising problems, the Politburo shall decide on a number of new contents under the Central Committee's decision-making authority or different from the contents of the Central Committee's resolutions and conclusions in the spirit of ensuring stability, national development and serving the people, and report to the Central Committee at the nearest conference.
4. Regarding the Party Congresses at all levels, the Party Central Committee determined that: The Party Congresses at all levels for the 2025-2030 term are of special importance, not only as a large-scale political activity for the entire Party and people, but also as a premise for the successful organization of the 14th National Congress of the Party. The Party Central Committee requested the Central Organizing Committee, provincial Party Committees, municipal Party Committees, and affiliated Party Committees to urgently implement plans for organizing congresses at all levels, promptly handle arising problems, and avoid being passive, delayed, or allowing internal disunity to occur.
5. The Party Central Committee has taken disciplinary action by removing from all Party positions the following comrades: Nguyen Xuan Phuc, former Politburo member, former President; Vo Van Thuong, former Politburo member, former President; Vuong Dinh Hue, former Politburo member, former Chairman of the National Assembly; Le Minh Khai, former Secretary of the Party Central Committee, former Deputy Prime Minister; and expelling from the Party comrade Nguyen Thi Kim Tien, former Central Committee member, former Minister of Health.
6. The Party Central Committee agreed to let comrade Do Duc Duy, member of the Party Central Committee, Minister of Agriculture and Environment, cease to hold the position of member of the Party Central Committee, 13th tenure, and comrade Vo Chi Cong, alternate member of the Party Central Committee, former member of the Standing Committee of the City Party Committee, former Head of the Propaganda and Mass Mobilization Commission of the Can Tho City Party Committee, cease to hold the position of alternate member of the Party Central Committee, 13th tenure.
7. The Party Central Committee gave opinions on personnel for the Politburo to decide to introduce to the 15th National Assembly for approval to hold the position of Minister of Agriculture and Environment for the 2021-2026 term.
8. Regarding the operation of the two-level local government model, the Party Central Committee unanimously assessed that the initial implementation of the two-level local government model in 34 provinces and cities, with 3,321 communes, wards and special economic zones, preliminary results showed that the basic apparatus operated well, without major problems, civil servants initially adapted; the work processing process was relatively smooth, public services were resolved faster; the people expressed their agreement and expected the new model to be more effective.
The Party Central Committee noted the need to continue to improve guiding regulations, develop interconnected business processes; promptly adjust shortcomings in the assignment and decentralization of tasks; improve the quality of retraining and fostering of cadres, especially at the commune level; strengthen monitoring, inspection, and periodic assessment of the operational effectiveness of the model.
The Party Central Committee assigned the Government Party Committee, Party Committees of Central Party Agencies; Party Committees of the Fatherland Front and Central mass organizations, Party Committees of provinces and cities to continue to closely monitor the situation, conduct a comprehensive review after 6 months to propose adjustments suitable to reality.
9. The Party Central Committee reviewed and commented on the Reports on the implementation results of Resolution No. 18-NQ/TW, dated October 25, 2017 of the 12th Party Central Committee from November 2024 to July 2025; the situation of the country in the first 6 months of 2025; on the important tasks that the Politburo has resolved from the 11th Central Conference to the 12th Central Conference and a number of key tasks up to the 13th Central Conference of the 13th tenure; on new developments in the world and regional situation since the 11th Central Conference and our viewpoints and policies.
The Central Executive Committee calls on the entire Party, people and army to join hands, unite and strive to overcome difficulties and challenges, ensure smooth, effective and efficient operations of the two-level local government model, successfully complete the socio-economic development tasks in 2025 and successfully organize party congresses at all levels towards the 14th National Party Congress.
