According to Decision No. 209 of the Provincial People's Committee on assigning tasks to strive to achieve the target of double-digit economic growth, by 2025, the province has set a target of having 32 projects in industrial parks put into production and business; 46 key projects needing focused implementation direction and 48 infrastructure investment projects and social housing projects that are behind schedule needing to be accelerated.
In order to carry out the assigned tasks, from the beginning of the year, the Provincial Industrial Parks Management Board has presided over and coordinated with departments, branches, sectors and People's Committees of districts and cities to review and advise the Provincial People's Committee on solutions to remove difficulties and obstacles in investing in construction and completing infrastructure of 8 industrial parks under implementation, including: Song Lo I Industrial Park, Song Lo II Industrial Park, Tam Duong I Industrial Park, Zone II; Tam Duong II Industrial Park, Zone A; Nam Binh Xuyen Industrial Park; Thai Hoa - Lien Son - Lien Hoa Industrial Park; Phuc Yen Industrial Park and Dong Soc Industrial Park, especially in compensation and site clearance.
In April and May 2025, Chairman of the Provincial People's Committee Tran Duy Dong directly inspected the implementation situation and directed the removal of difficulties and obstacles for industrial parks in the districts of Song Lo, Lap Thach, Binh Xuyen, Yen Lac, and Vinh Tuong.
The Chairman of the Provincial People's Committee directed departments, branches, localities, and investors of industrial parks to increase support and create favorable conditions for 32 projects expected to complete factory construction and installation of production lines to put into production and business operations in 2025 in order to actively contribute to the province's economic growth.
For the Department of Construction, based on the assigned tasks, the department has taken the lead in coordinating with departments, branches and localities to focus on removing obstacles, advising and proposing to the Provincial People's Committee specific solutions to handle, resolve and promote the implementation of 48 urban infrastructure investment projects and social housing projects that are behind schedule, slow to deploy and slow to put into land use.
At the same time, advise the Provincial People's Committee to implement solutions to promote the development of social housing, meet the housing needs of people, workers, and laborers, contributing to the recovery and development of the real estate market safely, effectively, and sustainably.
Since the beginning of the year, the province has started construction on 4/6 social housing projects that have been approved for investment, including: Thien Ke Xanh Social Housing Project in Rung Cuong Village, Thien Ke Commune, Binh Xuyen District; Nam Vinh Yen Urban Area Social Housing Project, Vinh Yen City; Kira Home Social Housing Project in Viet Duc Legend City Urban Area, Binh Xuyen District; Phuc Thang Social Housing Project, Phuc Yen City.
According to the report of the Provincial People's Committee, by the end of May, out of 32 projects expected to come into operation in 2025, the province had 9 FDI projects and 2 DDI projects coming into operation on schedule and ahead of schedule; 5 projects are expected to be completed and come into operation in June, July, August; 2 projects requested to extend the schedule to come into operation in 2026, 2027; 2 projects have not been built yet. The remaining projects are continuing to accelerate the construction, installation, and import of machinery systems, committed to come into operation on schedule.
For 46 key projects, including 30 public investment projects (21 transitional projects, 9 new projects) and 16 non-state budget projects, departments, branches and localities continue to focus on removing difficulties and obstacles, especially in compensation and site clearance. However, with many difficulties, it is expected that some projects will have to be extended or request extensions for implementation time.
Specifically, regarding the construction progress of some projects expected to be completed in 2025, such as: The North-South axis road project of Vinh Phuc urban area, the section from National Highway 2 avoiding Vinh Yen city to Ring Road 3 was started in 2019, with a total investment of over 490 billion VND. Up to now, the People's Committee of Vinh Yen city and the People's Committee of Yen Lac district have completed compensation, site clearance and handed over 4.2km/6.1km to the investor; contractors have dug the roadbed, filled the foundation, graded crushed stone for asphalt paving at locations... with the value of completed construction volume reaching 199 billion VND/395.7 billion VND of allocated capital.
There are still 1.9 km of uncleared land, the section through Thanh Tru commune, Vinh Yen city and Binh Dinh commune, Yen Lac district is being continued to be propagated by localities, persuading households to receive compensation according to State regulations and preparing a coercive plan when necessary to hand over the land to the investor for implementation, completing the project by the end of 2025.
Or the Hanoi - Lao Cai railway parallel project, the northern section from National Highway 2C to Hop Thinh - Dao Tu road, with a total investment of more than 300 billion VND, after more than 5 years of implementation, the construction units have completed the main roadbed of 3.75 km/4.12 km; branch line of 0.6 km/0.9 km; the provincial budget has disbursed more than 200 billion VND, reaching more than 85% of the assigned capital plan. With 0.37 km of uncleared land, the section through Hoi Thinh commune of 8 households, Tam Duong district is waiting for the province to announce the land price to calculate the compensation plan, hand over the land to the investor to complete construction in 2025.
For projects expected to be completed in 2026 and 2027, such as the East-West axis road project of Vinh Phuc urban area, from Tan Phong commune, Binh Xuyen district to Trung Nguyen commune, Yen Lac district; Tay Thien - Tam Son road project, from Tay Thien to Hop Ly bridge and from National Highway 2C to Van Truc lake; Infrastructure project connecting the capital region in Vinh Phuc province (Ring Road 5 - Capital and the road section along the foot of Tam Dao mountain, connecting Ring Road 5 with National Highway 2B to Tay Thien, going to National Highway 2C and Tuyen Quang); Project to expand the central axis road of Me Linh New Urban Area... are all facing many difficulties and obstacles in compensation and site clearance. In particular, many locations have been stuck with site clearance for many years without being resolved, causing difficulties for construction units when the project has to be constructed slowly...
Regarding 48 urban infrastructure investment projects, social housing projects that are behind schedule, slow to implement, and slow to put into use in the province, the biggest problem is compensation and site clearance. In addition, the settlement of investment procedures and permission to change land use purposes is still slow; the project must adjust its investment policy...
Faced with these difficulties and shortcomings, the Department of Construction and the Provincial Industrial Park Management Board have proposed that the Provincial People's Committee strengthen direction and remove difficulties and obstacles for projects, focusing on 6 public investment projects and 14 non-state budget projects.
Implementing the direction of Prime Minister Pham Minh Chinh to "only discuss, not retreat" and the goal of bringing the province's GRDP to double digits in 2025, at the meeting to listen to departments, branches and localities report on the progress of implementing the socio-economic development situation and Decision No. 209 of the Provincial People's Committee at the end of May 2025, Chairman of the Provincial People's Committee Tran Duy Dong requested all levels and branches to analyze and clearly assess the causes, clearly identify the growth drivers; regularly grasp the production and business activities of enterprises, especially large enterprises to provide maximum support, create necessary conditions for enterprises to expand their consumption markets, promote production, and create the main driving force for the industry to achieve the set scenario goals.
Along with that, focus on removing difficulties and obstacles, speeding up the implementation of projects in the list of projects assigned in Decision No. 209. Continue to innovate and improve the efficiency of investment promotion activities to attract new projects, creating momentum for economic growth.
