On the afternoon of September 10, the Department of Education and Training of Ho Chi Minh City officially issued a document guiding teaching 2 sessions/day at each level.
In the document guiding teaching 2 sessions/day, the Department of Education and Training of Ho Chi Minh City requires that when organizing 2 sessions/day, schools must effectively implement the goals of the General Education Program, ensure the duration of teaching subjects and organize educational activities; not cause overload, and be suitable for students' psychology, physiology and health.
Ensure the rights, meet the needs and aspirations of students, in accordance with the actual conditions of the school and locality; prioritize budget allocation to organize 2-session teaching/day, effectively implement the policy of socializing education to ensure the principles of voluntariness, publicity, transparency, and compliance with the provisions of law.
Teaching time for session 1 and session 2 of the week is flexible in arrangement; session 1 is not fixed in the morning and session 2 is in the afternoon.
Do not use the time allocated for teaching and educational activities in the second session to teach the content of compulsory and optional subjects and educational activities, study topics of the General Education Program as well as to test and evaluate students.
Detailed instructions for each level are as follows:
For elementary level
Conduct 2 sessions/day, each day arranging no more than 7 periods, each period 35 minutes; implement a teaching plan of at least 9 sessions/week (equivalent to 32 periods/week).

- Session 1: Organizing teaching of the content of the General Education Program of subjects and educational activities issued with Circular No. 32/2018 of the Ministry of Education and Training
- Session 2: Organize consolidation activities for students to complete learning content, educational activities on culture, arts, STEM/STEAM education, reading culture education, school culture, moral education, life skills education, financial education, education on knowledge of traffic safety and order; education on digital skills, artificial intelligence (AI), foreign languages, sports , activities to learn about nature, society, culture, history, local traditions and other educational content according to regulations, meeting the needs, interests, talents of students, ...
- Diversify teaching and learning methods: self-study with teacher guidance, group learning, experiential learning, club activities
For secondary school level
Implement 2-session teaching/day according to the roadmap; organize and implement 2-session teaching/day in schools with adequate facilities and teaching staff; arrange time and study schedule for at least 5 days/week, maximum 11 sessions/week, no more than 7 periods per day, each period 45 minutes.
Teaching content and form
- Session 1: Organizing teaching of the content of the General Education Program of subjects and educational activities issued with Circular No. 32/2018 of the Ministry of Education and Training.
Session 2: Organize review and tutoring for students who have not met the requirements of the General Education Program; foster excellent students; organize review for students to take the entrance exam to grade 10; organize scientific and technical research activities, career education, experiential activities, STEM/STEAM education; education on reading culture, ethics education, school culture, life skills education, financial education, education on knowledge of traffic safety and order; education on digital skills, artificial intelligence (AI), foreign languages, sports, culture, arts and other educational content according to regulations, meeting the needs, interests, talents of students, ...
- Diversify teaching and learning organization forms: study in groups of students with the same level and ability or according to hobby clubs; guide students to self-study, combine learning in the classroom and educational activities outside the classroom, multi-purpose hall, library, playground, etc.
For high school level
Implement 2-session teaching/day according to the roadmap; organize and implement 2-session teaching/day in schools with adequate facilities and teaching staff; arrange time and study schedule for at least 5 days/week, maximum 11 sessions/week, no more than 7 periods per day, each period 45 minutes.

- Session 1: Organize teaching of compulsory and optional subjects, educational activities, and study topics issued with Circular No. 32/2018 of the Ministry of Education and Training. Circular No. 13/2022 of the Ministry of Education and Training.
- Session 2: Organize review and tutoring for students who have not met the requirements of the General Education Program; foster excellent students; review for high school graduation exams; organize scientific and technical research activities, career education, experiential activities, STEM/STEAM education, reading culture education, school culture, career counseling, volunteer activities; moral education, life skills education, financial education, education on knowledge of traffic safety and order; education on digital skills, artificial intelligence (AI), foreign languages, sports, culture, arts and other educational content according to regulations, meeting the needs, interests, talents of students, ...
- Diversify forms of teaching organization: study in groups of students with the same level and interests; organize clubs, guide students to self-study, combine classroom learning with educational activities outside the classroom and outside the school; coordinate with universities, research institutions, vocational education institutions, businesses, organizations, and individuals to participate in appropriate educational activities to support the organization of teaching 2 sessions/day.

When developing a plan for teaching 2 sessions/day, the HCM City Department of Education and Training noted: School principals are responsible for researching the legal documents of units wishing to coordinate and cooperate in organizing activities.
School leaders, professional groups, and teachers grasp students' requirements (through assessment, surveys, discussions, interviews, etc.) and regulations to determine appropriate teaching content, educational activities, duration, and form.
- Consolidate so that students can complete their learning content; review and tutor students whose learning results for the previous semester's final subject are not satisfactory (no more than 2 periods/subject/week; the first grade classes will implement from the second semester of the school year; the remaining grades will implement from the beginning of the school year).
- Nurturing excellent students by subject (no more than 2 periods/subject/week; implemented from the beginning of the school year until students take the exam).
- Review for 10th grade entrance exam, review for high school graduation exam (no more than 6 periods/week; implemented from the beginning of the school year).
- Career guidance activities, experiences, STEM/STEAM, life skills, digital skills, AI, foreign languages, sports, culture, arts and career counseling...
- Activities and learning content to organize and implement projects and plans of the City and the Department of Education and Training.
Duration: Organizing session 1, session 2, the number of periods for session 1 and the number of periods for session 2 in a day and week are flexibly arranged according to the prescribed duration, suitable and convenient for the implementation conditions of the school, students and parents.
Implementation form: Organize diverse, rich, suitable and effective teaching forms (group study, self-study, club; combination in/out of class; direct, online or coordinated; coordination between school teachers and experts from social organizations, universities, businesses; ...).
After determining the teaching content, educational activities, duration, and implementation methods, school leaders develop appropriate plans:
Teaching plan and educational activities in session 1: Arrange the number of session 1 in the total number of sessions/week to ensure enough periods/week of compulsory subjects and educational activities, electives, and specialized topics according to the regulations in the General Education Program.
Teaching plans and educational activities in session 2 are implemented from the budget.
The content of the plan must comply with regulations, be scientific, reasonable, and effective; must specifically and clearly define the purpose, requirements, content, time, and location: Consolidate so that students can complete the learning content; review and tutor students whose learning results for the previous semester's final subject are not at the required level.
- Nurturing excellent students by subject. Reviewing for the 10th grade entrance exam, reviewing for the high school graduation exam. Professional activities are converted into teaching hours according to Circular 05/2025 of the Ministry of Education and Training.
In particular, do not use the time allocated for teaching and educational activities in the second session to teach the content of compulsory and optional subjects and educational activities, study topics of the General Education Program, as well as to test and evaluate students.
The teaching plan and educational activities in the second session are implemented socially. Ensure voluntary participation of students, consent of parents and are suitable for the school's implementation conditions (evidence).
