The Government has just issued a resolution, in which the Ministry of Home Affairs is assigned to develop a salary and allowance project, report to competent authorities for decision to apply it generally and consistently throughout the political system.
It is expected that in the near future, the Government will also issue documents amending and supplementing regulations on organizational structure, payroll, and recruitment according to new regulations.
The Ministry of Home Affairs is also assigned to submit to the Government for promulgation of regulations on criteria and procedures for arranging villages and residential groups; and guidance on the arrangement of non-professional workers for localities to implement.

In addition, the Ministry of Home Affairs also presided over and coordinated with relevant agencies to urgently advise and submit to the Government for promulgation of guiding documents on title standards and job positions, thereby serving as a basis for determining the appropriate number of staff.
The Government also requested ministries, branches and localities to urgently fill the positions of missing officials, learn from experience while working, and propose solutions to improve the effectiveness of personnel work, ensuring the apparatus operates smoothly and effectively.
At the recent meeting, Minister of Home Affairs Pham Thi Thanh Tra said that this September, the Ministry of Home Affairs will report to the Politburo 5 basic contents and 2 submissions on implementing decentralization and authority assignment after 2 months of operating the 2-level local government.
It is expected that in the coming time, the Minister of Home Affairs will work with relevant units on the issue of cadres, civil servants, job positions, classification of administrative unit standards; agree on outlines, reports, and procedures related to decentralization, delegation of authority, and determination of authority.
In addition, the commander of the internal affairs sector is expected to work with units to report to the Politburo on the issue of salaries and allowances.
As of August 19, nationwide, 94,402 people had decided to quit their jobs; the total number of people submitting to competent authorities for approval of funding and the number of people whose funding has been approved by competent authorities is 81,410 people; of which 75,710 people have had their funding resolved according to regulations.
