
The end of the mission of the non-professional staff at the commune level from August 1, 2025 is a restructuring of the administrative apparatus towards streamlining. For those who have quietly contributed to the operation of the grassroots government, this is an emotional milestone.
Silent contributions
As a purely agricultural highland commune, the work of the grassroots association is very much, especially the tasks of the National Target Program on socio -economic development of ethnic minority and mountainous areas. Therefore, although she is a non-professional staff, Ms. Trieu Thi Thanh, Vice President of the Women's Union of Cao Son Commune (Bach Thong) is often present at the People's Committee of the commune to handle work.

After graduating from the College of Transport in 2019, Mr. Pham Quoc Khanh returned to his hometown to work as a non-professional officer of Phuc Loc Commune (Ba Be), in charge of forestry and broadcasting. By early 2025, Mr. Khanh continued to work in the field of children. Although he is a non-professional officer, he is always dedicated to his work and is trusted by the commune leaders. Recently, violations of the Forestry Law in the area have tended to increase, so Mr. Khanh has continuously coordinated with forest rangers to patrol and handle cases.
“There was an illegal deforestation incident in a highland village, we had to travel for several hours over mountains and forests to get to the scene, it was extremely difficult and tiring. Taking on additional duties in the fields of radio and children, I had to work harder,” said Mr. Khanh.

The role of non-professional cadres at the commune and village levels and village workers is very important. They are the “extended arms” of the local Party Committee and government to the people. Whether the Party and State’s policies, guidelines, and laws are implemented in life depends in part on the connection and implementation of this team.
Many people have been involved in local work for many years, working silently in conditions lacking in terms of benefits, equipment and time. Although not on the payroll, they still carry community responsibility and work alongside local authorities.
The mind of non-professional staff
August 1, 2025 is the end of the activities of the non-professional staff at the commune level. However, in many localities, those who have held these positions still express their desire to continue to contribute to their homeland and locality in more appropriate ways in the new period. For them, leaving their positions is not the end, but a change of role to continue serving and contributing with a different mindset - more flexible, closer to the people.
Ms. Luong Thi Trinh, Vice President of the Vietnam Fatherland Front Committee of Co Linh Commune (Pac Nam) shared: After graduating from the Faculty of Law, Trade Union University, I was fortunate to return to my hometown and become Vice President of the Vietnam Fatherland Front Committee of Co Linh Commune. Although I have only worked for 3 years, I am truly dedicated to my work and to the people here. Now that I have retired from my old position, if the village needs me, I am still ready to take on any role or position. Because I still have the strength and passion, I still want to contribute to building my hometown...

In remote communes and ethnic minority areas, many female cadres, after finishing their duties, still want to continue to accompany their sisters and the community. Ms. Trieu Thi Sinh, Vice President of the Women's Union of Ngoc Phai Commune (Cho Don) shared: I have worked for the Union and am familiar with and understand each family and each sister in difficult circumstances. I personally hope to continue to contribute to the overall development of my hometown. In the future, no matter what position I hold, I will continue to promote my role as a women's union member, mobilizing sisters to maintain hygiene, do business, raise children...
With practical experience and the ability to mobilize the masses, non-professional cadres at the commune level are a suitable source of successor cadres for the village level in the current context.
Bac Kan province currently has 931 non-professional cadres at the commune level, of which 922 are non-professional and 09 are communal cadres and civil servants holding non-professional positions. The termination of this team's activities requires the effective arrangement and use of human resources at the grassroots level, while also opening up opportunities to re-arrange village and residential group cadres in the direction of inheriting experienced, capable and dedicated people.
On the threshold of innovation, many non-professional cadres in the province still want to accompany the local government in community activities. That not only demonstrates a sense of responsibility to the people and the homeland, but also contributes to maintaining stability and cohesion in the political apparatus in the village and hamlet - the place closest to the people.
Having completed their activities according to the Government's policy, the team of non-professional cadres at the commune level deserves to be honored for their silent contributions in the past journey./. (To be continued)
