On May 21, 2025, the People's Petition and Supervision Committee issued Official Letter No. 602/BDN to the Ministry of Health regarding the response to voters' petitions sent before the 9th Session of the 15th National Assembly, including a number of petitions from voters in Ho Chi Minh City (including petitions from voters in Binh Duong and Ba Ria-Vung Tau provinces before). Accordingly, voters are concerned about how the merger and abolition of district level will affect the health system at the district level such as Con Dao? What policies will be issued to ensure the maintenance of medical staff, facilities, resources and especially the health insurance benefits of the people are not interrupted or disadvantaged after the merger?

In Official Dispatch No. 4794/BYT-VPB dated July 21, 2025 sent to the Ho Chi Minh City National Assembly Delegation, based on the synthesis of recommendations from city voters before the 9th Session of the 15th National Assembly, the Ministry of Health stated: the consistent principle is not to eliminate or interrupt the operation of the grassroots health system, but to rearrange it in accordance with the two-level local government organization model, ensuring that people continue to have convenient and fair access to health services.

Previously, on April 12, 2025, the Ministry of Health issued Official Dispatch No. 2147/BYT-TCCB guiding the orientation of reorganizing medical facilities in administrative units after the merger. On June 23, 2025, Circular No. 20/2025/TT-BYT was issued, clearly defining the functions, tasks, and powers of medical agencies under the People's Committees at the provincial and commune levels, creating a legal basis for maintaining the medical system at the district level in the context of administrative boundary rearrangement.

Notably, people's health insurance benefits are not affected by changes in their place of residence or administrative boundaries. According to the provisions of Clause 1 and Clause 3, Article 22 of the amended Law on Health Insurance (Law No. 51/2024/QH15, effective from July 1, 2025), people with health insurance cards are still entitled to full benefits of medical examination and treatment at the new registered place, or to be transferred to the right medical facility according to regulations, in case of changes in place of residence or administrative boundaries.

The Ministry of Health is currently coordinating with Vietnam Social Security to update and adjust information on the list of medical examination and treatment facilities in the management data system, to ensure that health insurance benefits are not interrupted due to the administrative merger process.

Regarding medical resources and personnel in localities after the rearrangement, the Ministry of Health is implementing the Project to improve the grassroots medical network in the period of 2025-2030, with the focus on maintaining the payroll and stabilizing the team of doctors and medical staff in special areas such as remote areas, islands, and at the same time issuing policies to attract and retain quality medical personnel.

This is implemented synchronously according to Decree No. 76/2019/ND-CP dated October 8, 2019 on policies for cadres, civil servants and public employees working in areas with especially difficult conditions, along with Project 585 - sending young volunteer doctors to work in difficult areas, remote areas and island districts.

For special areas such as Con Dao, the Ministry of Health said that local authorities can propose special mechanisms to ensure adequate conditions in terms of human resources, finance and medical infrastructure. Policies to support health insurance premiums for people in disadvantaged areas will continue to be maintained according to current regulations.

In addition to human resources, the system of medical facilities and equipment continues to be invested in accordance with the approved medium-term plan, without interruption due to administrative mergers. The Ministry of Health affirmed that investment in medical infrastructure will still be ensured on schedule, in accordance with the practical needs of each locality, including island districts or remote areas.

In the coming time, the Ministry of Health will continue to closely coordinate with ministries, branches and localities to monitor, guide and ensure that the administrative reorganization process does not negatively affect the grassroots health system. The common goal is to ensure the stability of people's lives, maintain the right to medical examination and treatment, and move towards equity in health care for all people./.
