Determined to speed up the disbursement of public investment capital, implement key projects and eliminate temporary and dilapidated houses.

On the morning of June 22, Prime Minister Pham Minh Chinh chaired the 5th meeting of the Central Steering Committee to implement the elimination of temporary and dilapidated houses nationwide; the 18th meeting of the State Steering Committee for important national works and projects, key to the transport sector; and the 2nd conference to promote the disbursement of public investment capital in 2025.

Also attending were: Do Van Chien, Politburo member, Secretary of the Party Central Committee, Chairman of the Central Committee of the Vietnam Fatherland Front; Party Central Committee members, Deputy Prime Ministers Tran Hong Ha, Bui Thanh Son, Ho Duc Phoc and Mai Van Chinh; leaders of central departments, ministries, branches and agencies. The meeting was broadcast live to the People's Committees of provinces and centrally run cities.

In his opening remarks at the meetings, Prime Minister Pham Minh Chinh stated that, with the spirit of determination, urgency, streamlining, and rearranging provincial and communal administrative units and the two-level local government apparatus officially operating from July 1, 2025, the Government and the Steering Committees agreed to simultaneously meet on the three important related contents mentioned above.

The Prime Minister stated that in 2025, we will set an economic growth target of 8% or more, creating momentum, creating force, creating momentum for double-digit growth in the following years, achieving two 100-year development goals, so there is a lot of work to be done, so the Prime Minister hopes that local leaders who have already made a high determination will be even more determined, and will make even more efforts. We must review the work, strengthen decentralization, and promote regular tasks, while running and lining up.

Regarding the elimination of temporary and dilapidated houses, the Prime Minister said that the initial plan was expected to be completed by 2030. However, in reality, ministries, branches and localities have shown high awareness and performed very well, especially in the context of the 80th anniversary of the founding of the country, so we are determined to shorten the completion time of this program. The Prime Minister assessed that ministries, branches, localities and enterprises have actively implemented the movement to eliminate temporary and dilapidated houses nationwide.

In that spirit, the Steering Committee agreed to shorten the deadline for completing the elimination of temporary and dilapidated houses nationwide by October 31, 2025; then, the Steering Committee is determined to complete this goal before September 2, 2025. For those who have contributed to the revolution, by July 27, we will eliminate all temporary houses for those who have contributed to the revolution, families of war invalids and martyrs. This movement is very meaningful and humane.

Regarding public investment, the Prime Minister stated that this is very important, creating jobs, creating new development space, creating activities for about 40 other industries, contributing to growth very clearly. The Prime Minister emphasized the issue that every year the Government gives strong directions but the progress of disbursement of public investment capital is still slow. Therefore, delegates need to analyze and discuss to make public investment more and more effective, in which it is necessary to consider removing bottlenecks and obstacles, have mechanisms and policies to promote public investment, and draw lessons in implementation. The Prime Minister hopes that delegates will clarify subjective causes and propose solutions to overcome them.

Regarding key national projects in the transport sector, the Prime Minister emphasized that this is also an issue related to public investment and development; stating that by the end of this year, we must complete the target of 3,000km of expressways, including the expressway from Cao Bang to Ca Mau to celebrate the country's important anniversaries.

The Prime Minister requested that in the coming time, ministries, branches and localities must better organize the above-mentioned tasks; hoping that ministries, branches and localities, after each meeting, will have progress and results to strengthen people's trust in the spirit of saying is doing, committing is doing, doing is doing, doing is doing, having done, having done must have specific results. "The Party has directed, the Government has agreed, the National Assembly agrees, the people support, the Fatherland expects, then only discuss doing, not backtracking".

Concluding the meetings, Prime Minister Pham Minh Chinh requested Ministers, Provincial Party Secretaries, and Chairmen of People's Committees of provinces and cities to thoroughly grasp the spirit of not allowing the implementation of the revolution in organizational apparatus and the implementation of the 2-level local government model to affect the above-mentioned work.

The Prime Minister criticized some localities for not being serious in reporting the implementation results to the Standing Office of the Central Steering Committee on eliminating temporary and dilapidated houses; requested that agencies and localities that have not performed well need to learn from experience, review individual and collective responsibilities for unfinished tasks; learn from experience to perform better and more resolutely...

The Prime Minister noted that the preparation of projects needs to be improved; regular inspection and supervision are needed in the implementation; when projects are completed, it is necessary to promptly settle accounts according to the provisions of law; thoroughly grasp and seriously implement the instructions of all levels, especially the higher levels, and effectively organize implementation; strengthen leadership, direction, decentralization, and delegation of authority along with resource allocation, and improve implementation capacity with a spirit of high determination, great effort, and drastic action, and complete each task.

Regarding tasks and solutions in the coming time, to promote the disbursement of public investment capital, the Prime Minister requested Ministers, Heads of sectors, Secretaries, and Chairmen of provincial People's Committees to uphold their sense of responsibility, promote the role of leaders in leadership, direction and implementation; "only discuss, not discuss backward"; regularly review, urge, promptly detect and remove difficulties and problems arising in each project, especially key projects; individualize individual responsibilities; consider this one of the important bases for assessing the level of completion of annual tasks of organizations and individuals.

Ministries, central and local agencies strictly implement the Government's Resolutions, Directives, Official Dispatches of the Prime Minister and directives of the Government leaders on urging the allocation and disbursement of public investment capital in 2025 - determined to disburse 100% of the plan assigned by the Prime Minister. Urgently review and evaluate the disbursement situation for each project; localities must proactively discuss with the Ministries of Finance, Construction and relevant agencies to clearly understand specific instructions. Promote discipline, order, strengthen inspection and supervision; strictly handle investors, project management boards, contractors who intentionally cause difficulties, obstruct and slow down the progress of capital allocation and disbursement; review and promptly handle weak and negative officials who do not complete assigned tasks.

The Ministry of Construction, the Ministry of Agriculture and Environment, together with the People's Committees of provinces and cities, focus on removing difficulties and obstacles, ensuring the supply of common construction materials (sand, soil for embankment) for projects. Continue to maintain the operation of 7 Working Groups of the Prime Minister and 26 Working Groups of Government Members to inspect, urge, remove difficulties and obstacles, and promote the disbursement of public investment capital.

Regarding the implementation of important national projects and works, the Prime Minister requested the Ministry of Finance to direct the Vietnam Expressway Corporation (VEC) to accelerate the preparation of the Feasibility Study Report for the Ho Chi Minh City-Long Thanh Expressway expansion project, to be approved in July 2025; the Ministry of Construction to complete the procedures to start the Dau Giay-Tan Phu Expressway project in August 2025. Hanoi City to complete the procedures to start the Component 3 project of the Hanoi Capital Ring Road 4 Project in July 2025; Ho Chi Minh City and Tay Ninh Province to accelerate the preparation and approval of the Feasibility Study Report for the Ho Chi Minh City-Moc Bai Expressway project, to be completed in June 2025.

Regarding site clearance, the provinces of Dong Nai, Lang Son, Kien Giang, Tuyen Quang, Quang Ngai, Quang Binh, Quang Tri, Khanh Hoa, Ninh Thuan, and Binh Thuan must thoroughly resolve existing problems and obstacles to hand over the entire remaining site of projects scheduled to be completed in 2025...

Regarding construction materials in the Mekong Delta, Tien Giang and Ben Tre provinces urgently complete procedures to grant remaining mines for projects; Vinh Long, Tien Giang and Ben Tre provinces consider increasing mine capacity to meet the 2025 demand for the Ho Chi Minh City Ring Road 3 project.

Regarding construction implementation, the Ministry of Construction directed investors and contractors to organize "3 shifts, 4 teams" to speed up the construction progress of the remaining component projects of the North-South Expressway phase 2021-2025, Hoa Lien-Tuy Loan, Bien Hoa-Vung Tau component 2 project, ensuring completion in 2025; strengthen monitoring and supervision of the implementation of projects managed by localities. Regarding the Long Thanh International Airport Project, the Ministry of Finance and Construction directed ACV and relevant agencies to strictly control quality, labor safety, organize construction reasonably, overcome adverse weather conditions to basically complete the project in 2025...

The Prime Minister requested ministries, branches, localities and the entire political system to be determined to complete the set goals, focusing on completing the goal of eliminating temporary and dilapidated houses before August 31, 2025; including housing support for relatives of martyrs and people with revolutionary contributions to be completed before July 27 in the spirit of "A warm home built, a love left behind, the path to hunger eradication and poverty reduction opens"; the people are grateful for "national love, compatriotism", that is the most noble reward for us...
