Latest regulations on tuition fees from the 2025 - 2026 school year

Decree No. 238/2025/ND-CP takes effect on September 3, 2025, replacing Decree No. 81/2021/ND-CP and Decree No. 97/2023/ND-CP of the Government, which stipulates the tuition fee framework for general and university education levels from the 2025-2026 school year onwards.

Latest regulations on tuition fees from the 2025 school year.

Specifically, Article 8 of Decree 238/2025/ND-CP stipulates tuition fees for preschool and general education as follows:

The tuition fee framework is the basis for determining the tuition support level for preschool children, general education students, and students of general education programs at private and non-public educational institutions, and the level of state budget compensation for public educational institutions when implementing the tuition exemption policy for preschool children, general education students, and students of general education programs.

Tuition fee framework from the 2025-2026 school year onwards for public preschool and general education institutions that are not self-sufficient in regular expenditures is as follows:

For the 2025 - 2026 School Year (floor - ceiling):

From the 2026-2027 school year, preschool and general education tuition fees will increase by no more than 7.5% each year.

From the 2026-2027 school year to the 2035-2036 school year, the tuition fee ceiling will be adjusted at a rate appropriate to the local socio-economic conditions, the consumer price index growth rate, and the annual economic growth rate, but not exceeding 7.5%/year;

From the 2036-2037 school year onwards, the tuition fee ceiling will be adjusted in accordance with the socio-economic conditions of each locality, but must not exceed the consumer price index growth rate at the time of determining the tuition fee compared to the same period last year as announced by the competent state agency.

The ceiling of tuition fees for public preschool and general education institutions that self-finance regular expenses: maximum is 2 times the tuition fee ceiling prescribed in the table above.

The ceiling of tuition fees for public preschool and general education institutions that self-finance regular and investment expenses: maximum is 2.5 times the tuition fee ceiling prescribed in the table above.

In case of online learning, the People's Committee of the province or centrally-run city shall submit to the People's Council of the same level for specific regulations on tuition fees for public educational institutions according to the management hierarchy based on reasonable actual costs incurred, up to the maximum tuition fee level of the educational institution that has been promulgated.

Based on the socio-economic development policy and the ability to balance the budget, the People's Committee of the province or centrally-run city shall submit to the People's Council of the same level for consideration and decision on the tuition fee framework or tuition fee levels for public preschool and general education institutions (including preschool and general education institutions established by universities, colleges and research institutes according to regulations) on the basis of economic-technical norms or cost norms issued by competent authorities, ensuring that the tuition fee level is commensurate with the quality of educational services; at the same time, it must ensure the implementation of compulsory educational goals according to the provisions of the Law on Education and implementing documents.

Based on the tuition fee framework prescribed above, the People's Committee of the province or centrally-run city shall submit to the People's Council of the same level for decision on tuition fees for public educational institutions and tuition support levels for children and students of non-public and private schools, but not exceeding the tuition fees of non-public and private educational institutions.

The People's Council of a province or centrally-run city decides on the arrangement and classification of regions in the area to decide on tuition fees and tuition support for preschool children, general education students, and students of general education programs in educational institutions in the area under its management.

Tuition fees for higher education

Article 10 of Decree 238/2025/ND-CP stipulates tuition fees for higher education, in which the tuition fee ceiling for public higher education institutions that are not self-sufficient in regular expenditure from the 2025-2026 school year onwards is as follows:

From the 2027-2028 school year onwards, the tuition fee ceiling will be adjusted in accordance with people's ability to pay and socio-economic conditions, but must not exceed the consumer price index growth rate at the time of determining the tuition fee compared to the same period last year as announced by the competent state agency.

For public higher education institutions that self-finance regular expenses, the tuition fee is determined to be a maximum of 2 times the tuition fee ceiling mentioned above, corresponding to each major and each school year.

In case a public university self-insures its regular and investment expenses, the tuition fee is determined to be a maximum of 2.5 times the tuition fee ceiling mentioned above, corresponding to each major and each school year.

For training programs of public higher education institutions that meet the quality accreditation level of training programs according to the standards prescribed by the Ministry of Education and Training or meet the quality accreditation level of training programs according to international standards or equivalent, higher education institutions shall base on the economic-technical norms or cost norms of each training industry and profession issued by the educational institution to decide on tuition fees; and shall make this public to learners and society.

The tuition fee ceiling for master's and doctoral training at public higher education institutions is determined by multiplying the university tuition fee ceiling specified in Clause 1 and Clause 2 of this Article by a coefficient of 1.5 for master's training and by a coefficient of 2.5 for doctoral training corresponding to each training sector of each academic year according to the levels of autonomy.

Tuition fees for part-time training and distance learning are determined based on actual reasonable costs with fees not exceeding 150% of the tuition fees for the corresponding regular training system.

In the case of online learning, the higher education institution determines the tuition fee based on actual reasonable costs incurred, up to the maximum tuition fee of the higher education institution corresponding to each field of study.

Tuition fees for continuing education programs, short-term training and development services appropriate to each institution's training sector and field as prescribed by law are proactively calculated by educational institutions, and collection levels are determined according to economic-technical norms or cost norms issued by educational institutions, ensuring publicity, transparency and accountability to learners and society.

Total tuition fee per credit of the training program is at most equal to the total tuition fee calculated per academic year.

Regarding university training tuition fees calculated by credits and modules, the tuition fee for a credit or module is determined based on the total tuition fee for the entire course by training group, profession and the total number of credits and modules for the entire course according to the following formula:

Total tuition fee for the entire course = tuition fee per student/month x 10 months x number of school years, ensuring the principle that the total tuition fee according to credits of the training program is at most equal to the total tuition fee calculated by school year.

In case of studying beyond the prescribed time limit of the training program, the credit tuition fee applied from the time of overdue will be re-determined based on the actual study time on the principle of cost compensation and will be implemented publicly and explained to the learner. In case of training for a second university degree, the person paying the tuition fee for the credits actually studied according to the training program.

Public educational institutions shall base on the tuition fee ceiling in this Article and the economic-technical norms or cost norms of each major and training program issued by the educational institution to decide on specific tuition fees for each school year, major, and training program under their management authority.

For higher education institutions directly managed by economic organizations and state-owned enterprises: Heads of educational institutions shall base on the above tuition ceiling and the economic-technical norms or cost norms of each training sector and profession issued by the educational institution to decide on specific tuition fees for each school year, training sector and profession under their management authority, but not exceeding the tuition ceiling as prescribed.

Public higher education institutions are allowed to set tuition fees for re-study cases. The maximum re-study tuition fee shall not exceed the ceiling tuition fee prescribed in this Decree, suitable for each type of unit. In case of separate study organization according to the needs of the learner, the fee shall be agreed upon between the learner and the public higher education institution on the basis of fully covering the costs.

Foreign undergraduate, graduate and doctoral students studying at public higher education institutions pay tuition fees according to the rates set by the higher education institution or according to agreements or cooperation agreements with foreign parties.
