The project to invest in building technical infrastructure around the Re Quat area (Khuong Dinh ward) was approved by the City People's Committee in 2014 and assigned to implement site clearance in 2017. However, up to now, after 10 years, the project has not yet "started", causing waste of resources, directly affecting people's lives.

According to the documents provided by the Investment and Infrastructure Management Board under the People's Committee of Khuong Dinh Ward to reporters of the Hanoi Moi Newspaper, the project has a total land area to be recovered of 15,343.5 square meters, involving 102 households in two wards: Ha Dinh, Thanh Xuan Trung (old); 254 households of Ha Dinh Service Cooperative members and 2 water wells H3, H8 of Ha Dinh Water Plant. The total amount of compensation and resettlement support is expected to reach tens of billions of VND.

Before the implementation of the two-level government, the People's Committee of Thanh Xuan District (old) had only completed compensation for 15/102 households with an area of ​​856.8m² recovered, with compensation payment of more than 3.7 billion VND and 8,085m² of agricultural land of 254 cooperative member households with compensation of more than 13.6 billion VND. The remaining 87/102 households and 2 water wells of Ha Dinh Water Plant have not been completely resolved, causing the project to "stand still".

The cause of the above situation is determined to be from the difficulties in site clearance, especially in determining the origin of the land, making plans for compensation, support, resettlement, etc., although the City People's Committee has repeatedly issued documents directing and urging. Up to now, after nearly a decade of "shelving", the project to invest in building technical infrastructure around the Re Quat area has not only caused a great waste of land resources and budget, but also affected urban order and the lives of people around the area. Many plots of land in the planning area have become wild, overgrown with weeds, causing environmental pollution, as well as potential safety risks. People in the area are upset because they cannot build or repair houses because the land is involved in the planning.

The public is asking: Why has an essential infrastructure project, not of a large scale, been delayed for nearly 10 years and still not completed site clearance? Which level of government and which unit is responsible for this? The delay has left many consequences when the budget is "buried" in the cost of unfinished site clearance, land is abandoned, and people's lives are seriously affected.

Speaking to reporters of Hanoi Moi Newspaper, Vice Chairman of Khuong Dinh Ward People's Committee Luu Dinh Luong said: Because the land origin of the families is very complicated, there are many cases of arbitrary buying and selling and transferring to each other, so the Ward People's Committee must conduct a review and determine the land use origin of the households in the area of ​​land clearance, in order to determine the compensation price, resettlement support and submit it to competent authorities for approval. According to the plan, Khuong Dinh Ward People's Committee will carry out land clearance for the remaining 87 cases in the fourth quarter of 2025, so that the project can be implemented soon, bringing practical benefits to the community, avoiding the current prolonged waste.
