On June 10, a working delegation from the Ministry of Education and Training led by Deputy Minister Pham Ngoc Thuong inspected preparations for the 2025 high school graduation exam in Ho Chi Minh City.
Director of the Ho Chi Minh City Department of Education and Training Nguyen Van Hieu said that the difficulties in forecasting the situation this year were predicted from the beginning, especially with the 2018 GeneralEducation Program and the complexity of elective subjects.

According to regulations, students can choose 2 out of 9 subjects. Mr. Hieu assessed that this is a very flexible choice but also creates difficulties in exam supervision, printing exam papers, and requires high accuracy.
He expressed his hope that the Department of Quality Management will advise, direct and guide this work to ensure accuracy.
The Director of the Department shared that if the regulation requires the full calculation of the number of exam papers in the exam room to correspond to the number of candidates, it will create a lot of pressure on management. If there is a shortage of exam papers, it will be very difficult to handle.
Therefore, he recommended that the Ministry of Education and Training consider the number of subjects in each examination room and provide enough exam codes to ensure that each exam has enough content to meet the requirements.
Deputy Director of the Department of Quality Management Le My Phong identified the printing work as a key task this year, if not done well it will create confusion. He said that the Ministry of Education and Training has just issued a confidential document to provide detailed instructions on printing work, the Department of Education and Training of Ho Chi Minh City after receiving the document will implement and give advice (if necessary) accordingly.

Mr. Phong also emphasized that the exam invigilation work needs to be focused on more, and the staff needs to be trained well. The lesson is the case of a candidate who complained that he lost 20 minutes in the 2024 exam in Ho Chi Minh City because the exam invigilators did not handle it well.
Speaking at the meeting, Deputy Minister Pham Ngoc Thuong said that the 2025 high school graduation exam has unique characteristics because it is the first exam according to the 2018 General Education Program and there are still candidates taking the exam according to the 2006 General Education Program. Therefore, the Steering Committee must organize two councils to print and copy the exam questions.
In addition, the exam also took place in the context of the whole country drastically implementing the arrangement of organization and management apparatus, the inspection of ministries and branches was transferred to the Government Inspectorate , the district and county police were transferred to the commune police... The above changes greatly affected the direction of the exam.
The Deputy Minister requested that the exam must take place safely, smoothly, seriously, objectively, concisely and effectively; with close coordination between departments and branches.
Regarding the difficulties in supervising elective exams, he suggested that Ho Chi Minh City should select teachers with the best professional expertise, courage, and good situation handling skills to be put into the lottery to supervise complex exam rooms when there are candidates taking multiple exams.

Regarding the printing of copies of exam papers, Mr. Thuong emphasized that the Department of Education and Training of Ho Chi Minh City will study the latest document guiding the printing of copies. In case Ho Chi Minh City has a more suitable implementation plan for its area, it can send a document to the Department of Quality Management to allow the implementation mechanism if Ho Chi Minh City finds it effective and the City will take responsibility.
The Deputy Minister emphasized that the communication work for the exam also needs to be focused on, so that candidates, parents, and exam invigilators can clearly understand.
"If the exam questions are leaked while the candidates are still taking the test, it is a violation of regulations, revealing state secrets, and can result in criminal prosecution," said Deputy Minister Pham Ngoc Thuong.

In addition, the Deputy Minister requested that the graduation exam organization process must comply with regulations, procedures, and assigned responsibilities. Do not arbitrarily handle unusual situations because the risks are very high, and collective opinions must be sought.
Ms. Tran Thi Dieu Thuy, Vice Chairwoman of the Ho Chi Minh City People's Committee, affirmed to continue monitoring, thoroughly grasping and forecasting situations that may arise during this exam.
“The city will promptly discuss professional issues with the Ministry of Education and Training to coordinate in resolving any situations that arise during the preparation and organization of the exam (if any),” Ms. Tran Thi Dieu Thuy emphasized.
The 2025 high school graduation exam in Ho Chi Minh City is the second largest in the country, with 99,578 candidates registered to take the exam, an increase of 8,891 candidates compared to last year.

Mr. Nguyen Bao Quoc, Deputy Director of the Department of Education and Training of Ho Chi Minh City, said that of the total number of candidates taking the exam, there were 97,940 candidates taking the exam under the 2018 general education program and 1,638 candidates taking the exam under the 2006 general education program.
To meet this scale, the city has arranged 171 examination sites with a total of 4,242 examination rooms reasonably distributed throughout the area.
Specifically, 168 examination sites with 4,180 examination rooms for candidates under the 2018 program and 3 examination sites with 62 examination rooms for candidates under the 2006 program. Each examination site is arranged with 3 spare rooms to handle arising situations.
There are 2 exams, double the exam code
The 2025 high school graduation exam will be held for two groups of candidates, corresponding to two general education programs: the new program (2018) and the old program (2006).
The highlight is that the number of exam codes for each subject will double compared to previous years. Each subject has 48 exam codes, including 24 exam codes for session 1 and 24 exam codes for session 2. In previous years, the exam for each subject had 24 codes (except for the essay-based literature subject, which had 1 exam).
The exam is designed to assess capacity, with new subjects according to the 2018 General Education Program, and the literature subject can use materials other than textbooks.
Nationwide, there are a total of 1,165,289 candidates registered for the 2025 high school graduation exam, of which 1,122,507 are 12th graders studying the 2018 general education program, accounting for 96.33%.
There are 42,782 independent candidates, accounting for 3.67%, including candidates registering for the exam under the 2006 general education program and the 2018 general education program.
