Developing a high-quality workforce for the new Hai Phong

After the merger, the new Hai Phong city has doubled in area and population compared to before, facing the opportunity for more comprehensive and stronger development.

To effectively exploit this potential, the key issue is to develop appropriate human resources. Currently, the city is actively reviewing and adjusting policies, promoting vocational training linkages, aiming to build a high-quality workforce to meet new development requirements.

Urgent review of policies

The network of vocationaltraining institutions in Hai Phong city is developing towards promoting autonomy and socialization, including 40 vocational training institutions (18 public, 22 private) and 11 enterprises participating in vocational training activities. The enrollment scale of three levels (college, intermediate, elementary) is about 65 thousand people/year.

In Hai Duong , according to the review of the Provincial People's Council, the whole province has nearly 8,700 operating enterprises, employing about 380,000 workers, most of whom are unskilled workers or have been trained for less than three months. The vocational training network currently includes 33 vocational training institutions and enterprises participating in training, with an enrollment scale of about 38,000 students/year.

Regarding vocational training support policies, Hai Phong city has 4 policy groups with 9 supported occupations. Secondary and college students in these 9 occupations receive a 50% reduction in tuition fees according to regulations; secondary and high school graduates who study vocational training are supported with 900,000 VND/month/student; permanent teachers teaching vocational training at schools are supported with 10 million VND/course/person; guest teachers are supported with 3 million VND/person.

Hai Duong province implements 2 groups of policies with 8 occupations: intermediate and college level workers are supported from 5 million to 20 million VND/person; elementary level workers, trained for less than 3 months are supported 2 million VND/person. Among the occupations supported by the two localities, there are 3 overlapping groups (logistics, industrial electronics, information technology) - all are key occupations, spearheads in the industrial orientation of both localities. Similarities in the mechanism for developing human resources through training are the foundation for building a common policy after the merger.

Actively "find common ground"

Hai Phong City and Hai Duong Province are both located in the Red River Delta - one of the regions with the highest demand for human resources in the country, with a developed industrial park system, convenient transportation infrastructure, a positive economic structure shift, a large population, and high education. The two localities always focus on investing in vocational education and developing high-quality human resources.

In Hai Phong, public vocational training institutions are allocated nearly 400 billion VND each year for regular expenses, purchasing and repairing facilities and training equipment. From 2021, the city will allocate more than 375 billion VND to build Hai Phong Technical College (phase 1) according to Resolution 31 of the City People's Council. In 2024, about 13 billion VND will be allocated to compensate for tuition exemption and reduction and support learning costs for learners in the vocational education system, according to Decree 81 of the Government.

In Hai Duong, in May 2025, the Provincial People's Committee allocated nearly 105.9 billion VND from the source of increased revenue and expenditure savings in 2024 to be transferred to 2025 to support teachers at public institutions according to Resolution 24 of the Provincial People's Council. In particular, teachers at public vocational education - continuing education centers that have not yet covered their regular expenses will be supported from 700,000 to 1 million VND/month each.

Along with perfecting the mechanism to support the teaching staff, the organization and arrangement of human resources at vocational training facilities also pose urgent requirements. Director of the Center for Vocational Education - Continuing Education of Ninh Giang District (Hai Duong Province) Nguyen Hong Hai said: The Center currently has 35 staff, assigned to organize 9 classes this year. However, the district still does not have any secondary or college schools to meet the increasing demand for vocational training. Therefore, when Hai Phong and Hai Duong merge, the Center recommends that the city leaders and related departments and branches pay attention to adding teachers to meet the requirements of expanding the scale and improving the quality of training in the coming time.

From another perspective, the two localities are also actively mobilizing social resources to improve the effectiveness of vocational education. According to Dinh Minh Tuan, Deputy Director of the Hai Phong Department of Education and Training, many cooperation models between enterprises and training institutions have been implemented such as: receiving interns and graduates, recruiting after training and coordinating to determine human resource needs. In particular, vocational training institutions in Hai Phong and Hai Duong are gradually forming a mechanism to link with enterprises through the form of "training orders" - contributing to increasing the initiative and connection between schools and the labor market.

Sharing the same will and aspiration for development, recently, the Department of Home Affairs of Hai Phong and the Department of Home Affairs of Hai Duong organized a joint working program; the Departments of Education and Training of the two localities also coordinated to discuss many contents related to the common mechanisms and policies after the merger. In the spirit of proactive coordination, the two localities clearly defined the orientation, closely following the goal of improving the quality and quantity of labor resources for Hai Phong city after the merger, especially in attracting, developing and consolidating the high-quality labor force.
