Promoting the role of enterprises in implementing Resolution 57

On June 22, in Hanoi, the Vietnam Union of Science and Technology Associations held a scientific workshop with the theme "Promoting the role of enterprises in implementing the goals of Resolution No. 57-NQ/TW on scientific and technological breakthroughs, innovation and digital transformation".

The event attracted many experts, scientists , representatives of businesses and management agencies to discuss solutions to promote the proactive and positive role of the business sector in implementing the Resolution.

Speaking at the opening of the workshop, Associate Professor, Dr. Pham Ngoc Linh, Vice President of the Vietnam Union of Science and Technology Associations, emphasized that Resolution No. 57-NQ/TW of the Politburo is highly appreciated by the business community, considering it an important fulcrum in the process of investing in science, technology and innovation. Enterprises are not only the main driving force of the market economy, but also an important bridge to bring science and technology into production and business practices.

Associate Professor Pham Ngoc Linh said that enterprises are the direct force in implementing and spreading scientific and technological achievements in the community. To realize the goals of Resolution No. 57, it is necessary to strongly promote cooperation between enterprises and experts, scientists and research organizations. At the same time, build an effective connection model between enterprises and training facilities and research institutes to maximize the exploitation of intellectual resources.

Associate Professor Pham Ngoc Linh also proposed that the State should have more open policies to support businesses to invest in research and development and actively participate in the innovation process, contributing to improving national competitiveness.

According to Associate Professor, Dr. Hoang Huu Hanh, Chairman of the Scientific Council, Institute of Innovation and Digital Transformation (VIDTI), the rapid development of artificial intelligence (AI) in the world is posing an urgent requirement for Vietnam in building a comprehensive national strategy. Associate Professor Hoang Huu Hanh cited that currently, up to 65% of global organizations have applied the new generation of AI, especially Generative AI, to their operations, and this rate is continuing to increase strongly.

AI today is no longer just a supporting technology, but is becoming the core foundation in state management, industrial production and people's lives. In that context, if Vietnam fails to keep up with the trend, it will face the risk of falling behind both in data, which is the essential "input material" of AI, and in technological infrastructure to deploy AI applications.

Based on that reality, Associate Professor Hoang Huu Hanh proposed that in order to promote AI development, Vietnam needs to soon complete the appropriate institutional system and legal corridor, and at the same time build high-performance computing centers and national databases with the ability to share and connect. Along with that, popularizing AI knowledge, training high-quality human resources and promoting public-private cooperation will be important pillars contributing to realizing the national AI strategy in the coming time.

Sharing at the workshop, representative of Fenikaa-X Group, Director of Science and Technology Le Quang Hiep said that the model of developing a science, technology and innovation ecosystem in enterprises is built on three pillars: Production - Research - Training. Research institutes, scientific centers and universities within the group play a core role in research and technology transfer activities.

From this ecosystem, many companies have been established based on the research results of the group, then separated to operate independently as a separate enterprise to develop and apply technology into practical applications, including Fenikaa-X, a company specializing in autonomous technology, robots and artificial intelligence. Research projects here are systematically implemented with the participation of a team of experts, engineers and scientific lecturers. The system of facilities serving experimental research has been thoroughly invested, allowing testing and operating technologies in real environments. The group's representative emphasized that the technology products developed here all come from practical needs, from industrial logistics to automation in agriculture . Promoting research, mastering core technology and applying it to life, according to the representative of Fenikaa-X Group, is a key factor to develop science and technology in enterprises in a sustainable and effective way.

At the workshop, delegates focused on discussing the role of enterprises in the ecosystem of science, technology and innovation; mechanisms to promote cooperation between enterprises and research institutes and universities; as well as policies to support investment in research and development. Many opinions proposed to improve the legal corridor, create a favorable environment for enterprises to proactively participate in the process of technology transfer, application of artificial intelligence, digital transformation, thereby contributing to effectively implementing the goals of Resolution No. 57-NQ/TW, promoting the development of the knowledge economy and enhancing national competitiveness.
