To achieve the State budget collection target, tax and customs units are making efforts to review revenue sources, ensuring correct and sufficient collection of State budget revenues. At the same time, they are focusing on implementing new policies and regulations related to the tax sector, reviewing revenue sources arising for the State budget.
Positive growth indicators
According to the Department of Finance, in the first 5 months of the year, the province's domestic revenue reached over 23.3 trillion VND, reaching 58% of the estimate and increasing by 26% over the same period; revenue from import and export activities was over 8.4 trillion VND, reaching 42% of the estimate, increasing by 5% over the same period in 2025.
Deputy Head of the Tax Department of Region XV Nguyen Toan Thang said that since the beginning of the year, some key industries in Dong Nai province have had a production index that has increased quite a bit compared to the same period, such as: food processing, tobacco production, leather production and related products... In addition, the economic situation continues to have a positive and stable development trend.
Recently, the central authorities and the provincial People's Committee held a meeting to find ways to remove difficulties for 121 real estate projects in the province, in order to promote implementation progress. When the projects are cleared, they will contribute to Dong Nai's double-digit economic growth target in 2025.
To complete the assigned political tasks, from the beginning of the year, the tax sector has implemented many solutions in the management of state budget collection in the province such as: implementing policies to support enterprises to recover and develop production and business; increasing inspection and examination in the area, promptly detecting and strictly handling violations. In addition, the tax sector focuses on urging tax debts that can be collected into the state budget. Strengthening inspection and supervision of value-added tax refunds, especially for enterprises with signs of high risk, to ensure tax refunds for taxpayers in accordance with the law...
Some areas with increased revenue in recent times include: contractor tax collection from component projects in the Long Thanh International Airport Project; corporate income tax from real estate transfer, capital transfer and revenue sources after inspection and examination...
Regarding the import and export sector, according to the Customs Sub-Department of Region XVIII, revenue increased in some groups of imported goods such as metals, plastics, chemicals... when taxes increased from 12-50% compared to the same period in 2024.
Sticking to the 2025 growth target
To complete the state budget revenue target in 2025, Director of the Department of Finance Truong Thi Huong Binh said that Dong Nai has had many solutions to develop the economy in various fields. In particular, Dong Nai expects that in 2025, the state budget revenue will reach 68.5 trillion VND (exceeding the assigned plan). To achieve the above target, the Department of Finance advised the Provincial People's Committee to direct provincial and local departments, branches and sectors to study a 30-50% reduction in the time to handle administrative procedures; not to conduct inspections and examinations of enterprises from now until September 2025 (except for enterprises with signs of criminal violations).
In addition, the Department of Finance has also coordinated with the tax and customs authorities of the region to develop a detailed plan on budget collection to monitor the progress of collection, carry out quick tax refund procedures and shorten the time to process tax refund dossiers to create favorable conditions for enterprises to maintain and develop production and business. In addition, the Department of Finance requested the Customs Sub-Department of Region XVIII to arrange officers and civil servants to work on Saturdays, Sundays and holidays to process export dossiers for enterprises, and at the same time requested enterprises to promptly contact the customs authority when they need to export information for service. The customs sector works with enterprises and recommends that they carry out customs procedures in Dong Nai to ensure that they strive to complete the State budget collection target.
At the Conference on the socio-economic situation in the first 5 months of this year, Chairman of the Provincial People's Committee Vo Tan Duc requested the tax and customs agencies to develop a detailed budget collection plan for the remaining months of 2025, ensuring that the revenue exceeds the estimate. The Chairman of the Provincial People's Committee also requested units to study solutions to invite enterprises headquartered in Dong Nai to pay taxes in the province. Recently, Dong Nai has registered to work with the Ministry of Finance and the Tax Department to handle the problem of value-added tax refunds for enterprises in the province.
