In recent days, a series of shops and kiosks in the city, especially central markets, have suddenly closed, stopped doing business or are operating at a low level. According to research, the main reason is the fear of having goods confiscated and being fined by authorities for goods lacking invoices and documents during the peak period of fighting smuggling, counterfeit goods and commercial fraud.

At the Central Market area (City), hundreds of businesses simultaneously stopped selling, their stalls were closed, and covered with tarpaulins. The initial reason was believed to be that the traders avoided inspection by authorities to check invoices, documents, and origin of goods during peak periods.

According to Mr. Ha Viet Ky, Deputy Manager of the City Market Management Board: The Central Market and Green Market (City) have more than 900 households selling various types of clothing, household goods, medicine, vegetables, dried goods, handicrafts, etc. According to statistics, from the beginning of June until now, about 50% of the households selling clothes in the markets have closed or are only open for business at a limited level. Most of the traders are worried about the peak inspection period by the authorities regarding the origin of goods, documents, etc., so they have temporarily closed.

Having been selling shoes, backpacks and handbags at the Central Market (City) for more than 20 years, Ms. Tran Kim Van worriedly shared: These days, hearing that big markets like Dong Xuan and Ninh Hiep were inspected and fined for goods of unknown origin, many shops in the market have stopped selling. The items I have been selling have been imported from many different sources, mainly popular products, importing a few of each type, and having full documents of origin is very difficult. That is why I am also very confused, most afraid of having my goods confiscated and being handled for violations, so I and many other businesses have also temporarily closed.



Not only Ms. Van, many traders at the market also want specific and detailed instructions to understand clearly what legal goods are and what specific business violations are. Only then will business households feel secure in importing goods and doing business in the long term. Ms. Le Hai Yen, a clothing trader at the City Center Market, said: In addition to those who have stopped selling, some households are still selling goods in moderation, selling while fearing being inspected, so they are always nervous and worried. I do traditional business with clothing products, most of the goods are imported from large sources, through many intermediaries. When importing goods, I only order through acquaintances, so it is difficult to ensure sufficient legal documents, especially for small, traditional traders like us. To feel secure in trading, we hope that the authorities will organize guidance and clearly disseminate policies and guidelines so that we can understand and feel secure to return to normal trading in accordance with legal regulations.

According to the reporter's investigation, not only businesses in the markets, but also some small retail stores in the city, such as shoes and clothes, have closed or temporarily stopped selling. Ms. Trieu Thuy Dung, a children's clothing business in De Tham ward (City) shared: In addition to the inspection issue, many stores have closed because of concerns about information about changes in the new tax policy, so they temporarily closed.

Mr. Nguyen Huu Hoan, Head of the City Market Management Board, said: Given the above situation, the Market Management Board has reported to the City People's Committee and management agencies. At the same time, the Market Management Board has proactively promoted and encouraged business households to resume normal business operations, ensuring the supply of essential goods to serve people's lives in accordance with legal regulations, without affecting the socio -economic development situation. Up to now, some business households have started operating again.

The fact that small traders and businesses in the city have temporarily stopped selling in recent days has affected the psychology of businesses and people. In particular, on many social networking sites, conflicting information has appeared, affecting the business environment and causing confusion among the people. The implementation of the peak period of the fight against smuggling, trade fraud and counterfeit goods is a major, correct and necessary policy, aiming to protect the rights of consumers, while creating a fair business environment for honest businesses.

Commercial business activities reflect the development of each locality.

Therefore, the authorities need to take timely and synchronous measures to help small traders and business households understand that rectifying business activities is to protect their own rights and interests. More importantly, small traders and business households need to improve their responsibility, comply with the law, not trade in counterfeit goods, poor quality goods, goods that infringe intellectual property rights, thereby ensuring consumer rights as well as maintaining commercial order and discipline.
