In 2025, the Ministry of Education and Training celebrated 80 years of tradition in the education sector with many remarkable achievements. In the field of quality management, the Department of Quality Management has advised the Minister and the sector to successfully organize many key tasks. Notably, the 2025 High School Graduation Exam - the first exam under the 2018 General Education Program - was organized professionally, safely, seriously and objectively.
The quality of key education continues to be affirmed through national, international and regional examinations. Vietnam has committed to and continues to participate in many large-scale assessment programs of prestigious international organizations such as OECD, SEAMEO and always achieves high rankings. Regarding university rankings, although participating voluntarily, nearly 20 Vietnamese higher education institutions have been ranked in prestigious international rankings.
Spearhead education continues to affirm its international position
In 2025, Vietnam will have 7 student delegations participating in regional and international Olympics with 37/37 contestants winning medals, including 13 Gold medals, 16 Silver medals and 8 Bronze medals.
All teams are in the top 10 countries in terms of the number of Gold medals; every participating team won a Gold medal. Compared to 2024 (12 Gold medals, 15 Silver medals, 10 Bronze medals and 1 Certificate of Merit), the 2025 achievement increased by 1 Gold medal.
In the coming time, Prof. Dr. Huynh Van Chuong said that the exam to select excellent students will be adjusted to create opportunities for many students to participate, regardless of whether they are from specialized or non-specialized schools; the exam content closely follows the current general education program.

PISA results and broad-based assessment - A step towards integration
The Department of Quality Management is the focal point for advising and organizing students nationwide to participate in many large-scale assessment programs conducted by prestigious international organizations such as OECD and SEAMEO, in accordance with the integration commitments of the Government and the Ministry of Education and Training. The results achieved in these programs are all quite high, contributing to affirming the quality of education in Vietnam.
The PISA 2022 results are a typical example. This is considered one of Vietnam's bright spots in the eyes of the international community, demonstrating outstanding educational efficiency compared to investment resources.
Besides PISA, at the primary level, Vietnam participated in SEA-PLM for the first time in 2019 and excelled in all 3 areas: Reading, Writing and Mathematics among 6 participating ASEAN countries. In 2024, Vietnam will continue to participate and the preliminary results show that it will maintain its leading position in all 3 areas, the official results will be announced in the near future.
In parallel, Vietnam is also implementing a large-scale assessment program for students in grades 5, 9, and 11 on Teaching and Learning (TALIS) organized by OECD.
“To achieve these results, the Department of Quality Management respectfully acknowledges the efforts of teachers and students. Clearly defining its responsibility as the focal agency assigned by the Minister, the Department continues to promote training activities so that teachers can master and apply assessment methods according to regional and international standards; guide students to practice competency assessment exercises to stimulate intelligence and maximize creativity,” shared Prof. Dr. Huynh Van Chuong.
The implementation of large-scale assessment programs provides important information about teaching and learning activities and related conditions of general education, thereby providing policy recommendations on teaching, testing and assessment, contributing to improving the quality of education, aiming at developing students' capacity.
In particular, the results of the large-scale assessment show that Vietnam is moving rapidly towards fulfilling its commitment to Sustainable Development Goal No. 4 - SDG4: "Ensure inclusive and equitable quality education and promote lifelong learning opportunities for all", while contributing important data to national and international student assessment programs.
Higher Education - Improving quality, international integration
From the first “faces” in 2018, Hanoi National University and Ho Chi Minh City National University, to date, nearly 20 Vietnamese higher education institutions have been ranked in prestigious international rankings such as QS World Rankings and THE (Times Higher Education) World University Rankings.
Specifically, 9 institutions were ranked according to the THE table, in which Ho Chi Minh City University of Economics, participating for the first time, achieved a high ranking (top 501-600) in the world in 2025. In the QS table, 9 Vietnamese higher education institutions were ranked in 25 subjects, with 3 institutions having subjects in the top 100 in the world: Petroleum Engineering (Ho Chi Minh City National University), Hospitality (Duy Tan University) and Performing Arts (Van Lang University).
17 Vietnamese universities are ranked in QS World Rankings, including schools in the world's top 200 such as Duy Tan University, Hanoi National University, Ho Chi Minh City National University, Ton Duc Thang University, Nguyen Tat Thanh University.
The Ministry of Education and Training considers improving the quality of higher education to be a top priority, with the motto “real learning, real exams, real quality”. Participation in international rankings is necessary but completely voluntary; information provided for rankings must be accurate, complete, timely and consistent with quality assessment results.
