Taxpayers adapt to new tax policies

From July 1, 2025, a series of tax policies related to value added tax (VAT); tax management in e-commerce, business households, individuals; electronic invoices... will take effect. After more than 1 month of implementation, taxpayers have actively learned, adapted and complied.

Policies such as: Law on VAT 2024; regulations on personal identification numbers used instead of tax codes; regulations on tax management in e-commerce; policies on reducing VAT rates... are studied and applied by enterprises according to regulations, especially in cases where business households and individuals apply electronic invoices from cash registers connected to tax authorities, declare taxes on e-commerce trading floors...

Update information on tax policies

From July 1, 2025, the personal identification number issued under the 2023 Law on Identification will be used instead of the tax code of Vietnamese individuals according to the provisions of the Law on Tax Administration No. 38/2019/QH14 of the National Assembly and Circular 86/2024/TT-BTC dated December 23, 2024 of the Ministry of Finance regulating tax registration officially takes effect. Accordingly, the personal identification number of the representative of a household, representative of a business household, or individual business will be used instead of the tax code of that household, business household, or individual business.

To comply with the legal regulations on electronic identification on the VNeID application for businesses, many business owners have updated information on the system. Ms. Nguyen Thi Kieu Oanh (Director of GT Company Limited, Tan Trieu Ward) said: She has complied with the new regulations and at the same time instructed some friends who are doing business to register identification for their businesses. Ms. Oanh shared: “Recently, many tax regulations related to businesses have been issued and come into effect. It shows that tax management is being seriously implemented and increasingly tightened. Therefore, when requests are made by state agencies, businesses, especially small businesses, need to proactively implement them. According to regulations, when registering for electronic identification for businesses, businesses will be able to use electronic services, quickly grasp relevant information on the infrastructure.

In addition, regulations on the use of personal identification numbers instead of tax codes for Vietnamese individuals or regulations on new tax policies are also of interest to taxpayers. Some regulations even attract special attention such as the application of electronic invoices from cash registers connected to tax authorities.

Ms. Tran Thi Huong, owner of Mai Xuan Grocery Store (Tran Bien Ward) shared: When she heard the information that stores had to use electronic invoices from cash registers and connected to the tax authorities, she was very confused because she had not used technology for a long time. However, after a period of research, with the support of the solution provider, Ms. Huong gradually got used to it and was basically able to issue invoices to customers. However, during the process of use, Ms. Huong was still confused every time the device was affected by the network connection or pressed the wrong button during the operation.

Support taxpayers to promptly grasp policies

In recent times, understanding the advantages and difficulties of taxpayers when implementing tax regulations, the tax authority has organized training and guidance for taxpayers from business households to domestic enterprises as well as foreign-invested enterprises in Dong Nai.

According to Dong Nai Provincial Tax Department, in order to create favorable conditions for enterprises to implement tax policies, the tax sector has implemented key tasks and solutions to improve the business environment, enhance competitiveness for enterprises, and at the same time develop action plans to implement the directions of the Provincial People's Committee and the Tax Department. Dong Nai Provincial Tax Department thoroughly disseminates to units throughout the sector to implement, focusing on drastically reforming tax administrative procedures and always taking enterprises and enterprises as the center and driving force in implementing reforms. The tax sector regularly maintains strict control of administrative procedures, ensuring that the results of administrative procedure settlement always achieve the highest efficiency.

According to statistics from Dong Nai Provincial Tax Department, by June 30, 2025, the entire industry had deployed to more than 3,000 businesses registered to use electronic invoices with tax authority codes generated from cash registers, reaching 106% of the plan. Of which, there were over 1,800 businesses and over 1,200 business households.

Regarding propaganda work for taxpayers, Head of Dong Nai Province Tax Department Nguyen Toan Thang said: In the coming time, the tax sector will continue to promote propaganda work, support taxpayers, and manage electronic invoices. Accordingly, promptly and effectively deploy solutions on extension, exemption and reduction of taxes, fees, and land rents that have been issued to support businesses and people. Focus on promoting information and propaganda work at all stages, departments, and fields. Innovate methods, diversify forms of propaganda. Timely post the content of new tax policies and tax administrative procedures so that taxpayers can grasp them promptly.

To increase interaction with taxpayers, the tax sector will organize dialogue conferences with taxpayers to resolve and remove difficulties and obstacles in tax policies and administrative procedures. In the process of implementing tax policies, it will regularly review, propagate, encourage and request businesses and business households to apply electronic invoices generated from cash registers, especially focusing on direct retail sectors to consumers under the direction of the Government and the Prime Minister such as: restaurants, hotels, catering services, transportation, petrol, shopping malls, entertainment services, beauty services, and pharmaceutical retail.
