Resolution No. 59-NQ/TW: A historic turning point in the international integration process

(Chinhphu.vn) - Party Central Committee Secretary, Acting Minister of Foreign Affairs Le Hoai Trung affirmed that the birth of Resolution No. 59 is an important decision, marking a historic turning point in the country's international integration process, identifying integration as a strategic driving force for Vietnam to firmly enter the new era.

At the National Conference to disseminate and implement the 4 Resolutions of the Politburo , Secretary of the Party Central Committee, Acting Minister of Foreign Affairs Le Hoai Trung delivered a presentation on the topic "Key and core contents of Resolution No. 59-NQ/TW, dated January 24, 2025 of the Politburo on international integration in the new situation and the Action Program to implement Resolution No. 59-NQ/TW".

International integration has achieved many outstanding achievements.

According to Acting Minister of Foreign Affairs Le Hoai Trung, after nearly 40 years of innovation and international integration, our country has achieved many outstanding and quite comprehensive achievements, contributing to increasing the nation's overall strength, firmly protecting independence, sovereignty, unity, territorial integrity and national and ethnic interests, maintaining a peaceful and stable environment; enhancing the country's potential, position and prestige and has shifted from international economic integration to deep and comprehensive international integration; actively contributing to the common efforts of the international community in responding to global challenges and promoting cooperation for the development of friendship and relations between countries.

Accordingly, international integration has achieved many outstanding results and achievements. Specifically, international integration has contributed to expanding and deepening, enhancing Vietnam's relations with partners, contributing to creating a favorable strategic situation, contributing to consolidating and creating a peaceful and stable environment, maintaining independence, sovereignty, unity and territorial integrity.

Vietnam currently has diplomatic relations with 194 countries; has relations and partnership frameworks with 38 countries (including Comprehensive Partnership, Strategic Partnership, Comprehensive Strategic Partnership), and is a member of over 70 regional and international organizations. The Communist Party of Vietnam has relations with 259 political parties and 119 countries around the world.

International integration in national defense and security not only serves the goal of building and protecting the Fatherland but also actively contributes to peace and stability in the region and the world.

"One of the directions of Resolution No. 59 this time is to strive to make international integration in defense and security one of the pillars of international integration, especially in relations with important partners. This is a very important content," said Acting Foreign Minister Le Hoai Trung.

International integration has truly become an important driving force to enhance internal strength, effectively serving the country's development, including the development of science and technology, education and training, and healthcare; making the Vietnamese economy strong and deeply integrated with the world.

From a backward economy, Vietnam has become one of the 32 largest economies in the world, with an economic scale that has increased nearly 100 times compared to 1986, with per capita income increasing from less than 100 USD to nearly 5,000 USD; having economic and trade relations with 230 countries and territories, accounting for nearly 90% of the world's GDP and a network of 20 free trade agreements (FTAs)...

International integration must be synchronous, comprehensive and extensive.

Reporting on the main contents of Resolution No. 59-NQ/TW, Acting Minister of Foreign Affairs Le Hoai Trung said that the Resolution sets out five guiding viewpoints on international integration. These viewpoints have been mentioned in previous resolutions, but in Resolution No. 59-NQ/TW, some viewpoints are reaffirmed to show that these are the consistent viewpoints of the Party in the process of innovation and integration.

Specifically, the Resolution emphasizes the viewpoint: Along with strengthening national defense and security, promoting foreign affairs and international integration is a regular and important task and must promote the pioneering role of foreign affairs, combined with national defense and security in protecting the Fatherland early and from afar.

International integration is the cause of all people, of the entire political system, under the absolute, direct and comprehensive leadership of the Party, the unified management of the State, in which people and enterprises are the center, the subject, the driving force, the main force and the main beneficiaries of the benefits of international integration.

International integration must be based on the decisive role of internal strength and development, maximizing internal strength, combined with effectively utilizing external strength is important; maximizing external resources, combined with supplementing internal strength.

International integration is a process of both cooperation and struggle; cooperation to struggle and struggle to promote cooperation. In integration, we must demonstrate the true spirit of being an active and responsible partner and our mindset must shift from accepting, joining and participating to proactively contributing and building, shaping and being ready to contribute responsibly to the common work of the international community.

International integration must be synchronous, comprehensive, and extensive; in which, the fields must be closely linked and complement each other in an overall strategy with focus and key points.

Key tasks

Regarding the goal of international integration, Resolution No. 59-NQ/TW sets out the general goal of contributing to maintaining a peaceful and stable environment, making practical contributions to developing and protecting the country early and from afar; maximizing external resources and favorable conditions to build an independent, self-reliant, self-reliant, self-reliant, rapidly and sustainably developing economy; strengthening the nation's overall strength, enhancing the role, position and international prestige of Vietnam to strive to become a developed, high-income country with a socialist orientation by the middle of the 21st century...

Regarding the tasks and solutions for implementing the Resolution, these are also the tasks and solutions that have been specified in the Government's Action Program. In order to fully and seriously institutionalize and implement the viewpoints, goals, tasks and solutions set out in Resolution No. 59-NQ/TW, Party Central Committee Secretary, Acting Minister of Foreign Affairs Le Hoai Trung said that the Government has issued Resolution No. 153/NQ-CP dated May 31, 2025, promulgating the Government's Action Program to implement Resolution No. 59-NQ/TW.

The implementation motto of the Action Program is to focus on implementing the Resolution with high determination, great efforts, drastic actions and clearly defining the focus and key points and assigning tasks to ensure specificity and clarity for ministries, branches and localities.

In order to achieve the goals set out in Resolution No. 59-NQ/TW, in the coming time, in addition to regular tasks, the Government requires ministries, ministerial-level agencies, government agencies, and People's Committees of provinces and centrally-run cities to specify and organize the implementation of 7 groups of tasks: Strengthening the Party's leadership, innovating thinking, awareness and action in international integration in the new situation.

Improve the effectiveness of international economic integration to serve the building of an independent, autonomous, self-reliant and self-reliant economy, promote economic restructuring, innovate growth models and promote digital transformation.

International integration in politics, defense and security is deeper, more comprehensive and more effective, contributing to maintaining a peaceful and stable environment, promoting socio-economic development, protecting the Fatherland early and from afar, enhancing the country's potential and international position.

Promote international integration in science, technology and innovation, contributing to improving national competitiveness, expanding space for sustainable development and modernizing the country.

Promote international integration in culture, society, tourism, environment, education - training, health and other fields.

Enhance the capacity to implement international commitments and agreements in conjunction with strengthening inspection and supervision of implementation and promoting the improvement of domestic institutions, policies and laws.

Improve the effectiveness and efficiency of directing and coordinating international integration work; promote the active and proactive role of localities.

The program also sets out 117 specific tasks for ministries, branches and localities and sets out a number of specific targets by 2030.

Emphasizing the importance of Resolution No. 59-NQ/TW, Party Central Committee Secretary and Acting Minister of Foreign Affairs Le Hoai Trung affirmed that through the process of international integration, we have the conditions to achieve new and breakthrough achievements, bringing the country forward steadily, entering a new era for our country to stand shoulder to shoulder with the world powers as President Ho Chi Minh always wished.
