Encourage lifelong learning
Resolution 71-NQ/TW recently issued by the Politburo has created a new vitality for the education sector, especially with breakthrough orientations on developing open and interdisciplinary education and promoting the role and rights of teachers.
From the perspective of vocational education , Mr. Tran Anh Tuan, Vice President of the Ho Chi Minh City Vocational Education Association, expressed special interest in the new fundamental points in Resolution 71-NQ/TW.
He emphasized that affirming "open education, connectivity, lifelong learning" along with specific policies for vocational education (VET) will open up great opportunities to develop highly skilled human resources.
Mr. Tuan analyzed: "This orientation allows for the legalization of credits, recognition of skills, creating conditions for vocational education to become an application satellite, training practical engineers for research and business production ecosystems."
To realize these goals, Mr. Tuan proposed a roadmap of 10 key solutions, focusing on digital transformation and connecting the labor market. Notable among them are the development of digital vocational skill standards for trending industries (AI, electric cars, cybersecurity, etc.); the implementation of digital competency profiles for learners to link data with recruitment; and the piloting of a mechanism for ordering skills directly from businesses.
In particular, Mr. Tuan emphasized the need to build a digital career guidance ecosystem and a unified and public labor market information forecasting system. “Information on labor needs to be integrated into the national population database so that the connection between supply and demand is truly effective,” Mr. Tuan said.

Putting teachers at the "heart" of education
Mr. Tran Anh Tuan especially emphasized the preferential treatment policy for teachers in Resolution 71-NQ/TW. He said that increasing the preferential allowance by 100% is a strategic direction. However, he expressed his wish to soon have specific guidance documents on the subjects, benefits and application time to ensure fairness and feasibility.
"At the same time, it is necessary to build a clear career ladder and regulations to protect the mental health and occupational safety of teachers, especially in practical and internship activities," said Mr. Tuan.
Sharing the same view on the importance of the teaching staff, Mr. Mai Hoang Loc, Vice Principal of Nguyen Tat Thanh Secondary School, affirmed that Resolution 71-NQ/TW is a strategic step, placing teachers in the right role as the “heart” of education. Any reform, no matter how large or modern, must start with people – first and foremost, the teaching staff.
According to Mr. Loc, the Resolution placing teachers' interests at the center is a positive signal, reflecting the aspirations of millions of teachers and will be a key driving force to solve the brain drain, while at the same time stimulating enthusiasm and creativity.

The resolution not only mentions material benefits but also emphasizes the status and social prestige of the teaching profession - a breakthrough with long-term significance. When teachers are respected by society, are given professional autonomy and work in a humane pedagogical environment, the quality of education will certainly be improved in a sustainable way.
Besides, training institutions need to be responsible in realizing the spirit of the Resolution.
"Schools should not just wait for policies from higher levels but need to proactively build a fair working environment, encourage innovation and closely link teachers' rights with students' learning outcomes as well as the overall development of the school. Only then will the breakthrough spirit of the Resolution truly spread and enter life," Mr. Mai Hoang Loc emphasized.
