Attending the Conference to promote the disbursement of the 2025 Public Investment Plan were Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee Pham Thanh Ngai, Vice Chairman of the Provincial People's Committee Nguyen Minh Luan and representatives of leaders of a number of provincial departments, branches, and sectors, leaders of districts and cities.

The province's total public investment plan for 2025 (including 2024) is nearly 6,400 billion VND, the Provincial People's Committee has allocated over 6,200 billion VND in detail, equal to 97.6% of the assigned plan. Of which, local budget capital is over 3,300 billion VND; central budget capital is 3,000 billion VND.

Accordingly, as of May 30, the whole province had disbursed nearly VND 1,660 billion, equal to 25.9% of the capital plan (an increase of VND 330 billion compared to the same period in April; an increase of VND 1,300 billion compared to the first quarter of 2025), higher than the estimated disbursement rate of the whole country according to the report of the Ministry of Finance (21.9%) and the same period in 2024. Through review, out of 16 investors in 2025, 11 investors disbursed above the average of the province and 5 investors disbursed below the average of the province.

Chairman of the Provincial People's Committee Pham Thanh Ngai emphasized that it is necessary to raise the spirit, fulfill all responsibilities, strive for the common good, continue to direct the organization to seriously, resolutely, synchronously and effectively implement tasks and solutions.

In particular, the progress of some large and important projects of the province is still slow, some projects have just been given advance contracts at the end of 2024, so there is no volume to disburse, such as: Investment project to build Ca Mau General Hospital with a scale of 1,200 beds; Investment project to upgrade and expand U Minh - Khanh Hoi road; Investment project to build resettlement area Hamlet 6B, Song Doc town, Tran Van Thoi district; Project to build a road from the East - West main road to Cha La market, Dam Doi district...

In addition, because some district and commune headquarters are stopping implementation to wait for further instructions on the policy of abolishing district level and merging communes; the progress of collecting land use fees of some districts and Ca Mau city is still slow, so it is not possible to carry out disbursement procedures to pay for the volume of projects that have been implemented.

At the conference, provincial and local departments, agencies and sectors frankly acknowledged some difficulties in the process of disbursing public investment capital and clarified the causes of limitations and obstacles in the implementation process. Among the causes, there were the scarcity of construction materials, price increases affecting contractors during the construction process, affecting project progress; initial design procedures were stuck; national target program capital was slow due to slow allocation of capital sources, etc.

Mr. Nguyen Van Sol, Director of the Management Board of ODA and NGO Projects of Ca Mau province, shared difficulties and problems in disbursing public investment projects.

Mr. Du Minh Hung, Director of the Department of Construction, talked about the reasons for the delay in progress of some projects.

Chairman of Dam Doi District People's Committee Le Minh Hien reported some difficulties of the district in disbursing public investment.

“In 2025, the province will not have any new breakthrough growth factors. Therefore, to achieve the growth target of 8% or more in 2025 as directed by the Prime Minister , there is no more effective way than to boost public investment disbursement,” emphasized Chairman of the Provincial People's Committee Pham Thanh Ngai.

Accordingly, the Chairman of the Provincial People's Committee requested that provincial departments, branches, and local leaders regularly review, inspect, and urge the implementation and disbursement of investment capital by investors; speed up the progress of documents and procedures for settlement of projects and works in accordance with regulations; consider the disbursement of the 2025 public investment plan as a key political task to focus on in directing and operating, associated with the responsibility of heads of units and be responsible to the Chairman of the Provincial People's Committee for the disbursement results as well as the investment efficiency of projects.

“We must raise our spirits, fulfill our responsibilities, strive for the common good, continue to direct the organization to seriously, resolutely, synchronously and effectively implement tasks and solutions; focus on removing difficulties and obstacles in implementation; assign, delegate responsibilities, and coordinate clearly and specifically between specialized departments of the unit, and resolutely ensure that the disbursement rate of the 2025 Public Investment Plan reaches 100%,” the Chairman of the Provincial People's Committee wished.
