On February 28, 2025, the Politburo issued a decision to exempt all tuition fees for students from kindergarten to high school nationwide, starting from the 2025-2026 school year. This is not only an educational policy but also an important step forward demonstrating the spirit of "taking the people as the root", for the future of children and the sustainable development of the country.
Following that, on June 26, 2025, the National Assembly passed a Resolution on tuition exemption and support, applicable to preschool children, general education students and those studying general education programs in educational institutions within the national education system. The Resolution takes effect from the date of its passage.
The above-mentioned decisions of the Party and State are a continuation of the spirit of the 1946 Constitution, born right after the success of the August Revolution in 1945, and the establishment of the Democratic Republic of Vietnam.

Furthermore, this policy also demonstrates the country’s strategic vision in investing in human resources – the most important factor in building a progressive and civilized society. When every child is educated in the best conditions, the country will have more talents, making Vietnam increasingly developed and strong in the international arena.
Challenges to be addressed
Despite bringing many benefits, implementing a tuition-free policy also poses many challenges, especially the budget to implement this policy in the 2025-2026 school year.
Each year, there are approximately 23 million preschool and primary school students nationwide. According to the Government's estimates, the total budget for implementing the tuition exemption and support policy for students from preschool to grade 12 nationwide is approximately VND30,600 billion. The estimated budget for tuition exemption for 5-year-old preschool children, primary and secondary school students in the 2025-2026 school year is VND22,500 billion.
The public school system needs to be upgraded in terms of facilities, and teachers need to be better trained and compensated to ensure the most effective educational program.
In addition, there should be accompanying policies to support students not only in terms of tuition fees but also in terms of textbooks, learning equipment, as well as creating a modern learning environment that keeps up with international educational trends.

The decision to completely exempt tuition fees for students from kindergarten to high school nationwide will take effect from the 2025-2026 school year. This is very meaningful because at this time, 80 years ago, Uncle Ho sent a letter to students on the first opening day of the Democratic Republic of Vietnam, with heartfelt advice and absolute trust in the young generation: "Whether Vietnam's mountains and rivers become beautiful or not, whether the Vietnamese people can step up to the stage of glory to stand shoulder to shoulder with the world's great powers or not, depends largely on your studies."
