The Central Youth Union's plan to implement Resolution No. 68-NQ/TW sets out many specific targets such as: Every year, 100% of provincial, municipal and affiliated youth unions organize at least one activity to honor young entrepreneurs, young entrepreneurs, and effective and sustainable businesses; support at least 2,000 young entrepreneurs, including at least 150 innovative startups with specific projects, focusing on high-tech agriculture, e-commerce, digital technology, and green economy ; at least 10,000 youth-owned businesses receive consulting and development support; strive to establish 50 youth-owned cooperatives in rural areas...

Regarding solutions to implement the above targets, in parallel with propaganda work, the plan mentions the development of a mechanism to support young start-ups and young entrepreneurs after being recognized through specialized training, management consulting, investment connection and trade promotion, aiming to form a network of typical young start-up entrepreneurs; innovate the form of organizing awards of the Union and Association to spread the image of private enterprises developing sustainably, with ethics and social responsibility.

Preliminary statistics show that in the period of 2021-2025, nearly 2,000 OCOP products owned by young people have been supported to participate in e-commerce platforms; in which, local Youth Union organizations have constantly innovated their methods, created a development environment, connected supply and demand..., typically the youth of the capital with the digitalization movement, bringing technology closer to young entrepreneurs; Dong Nai youth organized training courses on online marketing, market development; Quang Nam youth (old), now Da Nang city, with a series of OCOP products recognized from 3 stars or higher...

However, accelerating the development of the private economy among young people to fully exploit the specific advantages for young businesses according to the content of Resolution No. 68-NQ/TW requires the Youth Union to simultaneously innovate existing "playgrounds" for startups and businesses while strengthening connections to form networks, chains of programs and activities to support young people who want to get rich legitimately, business owners, cooperatives and investment models that are young people.

According to some experts, the Youth Union and Association at all levels can implement investment promotion journeys suitable to specific factors and conditions of each region to expand the market for young OCOP enterprises; connect young entrepreneurs with venture capital funds and strategic investors through some branded programs such as the National Innovation and Startup Festival - TECHFEST or the Vietnam Young Leaders Forum.

In mid-July 2025, the 6th Global Vietnamese Young Intellectuals Forum took place with the participation of more than 200 official delegates and about 300 observers from around the world. This is a source of quality human resources, an important premise for forming a network of experts in science-technology, business, startups, digital transformation, etc. Not only providing technical support, expertise, and investment trends, the young intellectuals at the forum are also an important link between young entrepreneurs and reputable, successful businesses with investment resources from many countries and territories.

The concretization of Resolution No. 68-NQ/TW is not only a political task, but also a concrete action from the Youth Union and Association to build a generation of economically independent, creative-thinking, and resilient young people in integration. It can be believed that with specific linkage models, programs to increase investment for young entrepreneurs, expand product consumption markets, improve the network of consultants and support experts, etc., the plan to implement Resolution No. 68-NQ/TW will create a solid driving force for the community of young entrepreneurs and businessmen to "take off" strongly in the era of national development.
