On the morning of September 6, at Noi Bai Commune (Hanoi City), the Hanoi People's Committee and the Hanoi Traffic Construction Investment Project Management Board in coordination with the Hanoi Ring Road 4 Expressway Joint Stock Company held the groundbreaking ceremony of Component 3: Investment in the construction of the expressway under the public-private partnership (PPP) method under the Ring Road 4 Project - Hanoi Capital Region; with a total investment of VND 56,293 billion.
Component 3 of Ring Road 4 project is invested in the form of public-private partnership (PPP), with Hanoi Ring Road 4 Expressway Joint Stock Company under Construction Corporation No. 1-JSC (CC1) as the representative of the investor consortium.
The construction period according to the signed contract is 30 months, with a length of more than 113.5km; of which, 103.8km is the main route and 9.7km is the connecting section towards Noi Bai - Ha Long expressway.
The entire route has 13 elevated sections with a total length of nearly 81km, accounting for more than 71% of the route length. In addition, the project arranges 3 large bridges across the Red River including Hong Ha, Me So and Hoai Thuong, along with 8 interconnecting intersections and one fully completed intersection.
In phase 1, the project has a scale of 4 lanes, road width of 17m. The route has 3 large bridges over the river: Hong Ha, Me So and Hoai Thuong.
Speaking at the ceremony, Vice Chairman of the National Assembly Vu Hong Thanh emphasized that this is a key national infrastructure project, of key significance in completing the transport network and strengthening regional connectivity.
This expressway will directly connect Hanoi with Hung Yen, Bac Ninh provinces and other localities in the region, and connect with the expressway system and radial axes, forming a synchronous and modern traffic network for the entire Red River Delta.
The investment project to build Ring Road 4 - Hanoi Capital Region was approved by the National Assembly in Resolution No. 56/2022/QH15 dated June 16, 2022 and the Government issued Resolution No. 106/NQ-CP dated August 18, 2022 for implementation.
When put into operation, the project is expected to become a strong driving force for development, attracting investment, promoting the formation of urban, industrial and logistics areas along the route. At the same time, the route will contribute to reducing the load on existing infrastructure, shortening travel time, opening up new development space for Hanoi and neighboring provinces.
Chairman of the Hanoi People's Committee Tran Sy Thanh said that the early investment in the construction of Ring Road 4 is extremely necessary and urgent to enhance the ability to connect intra-provincial and inter-provincial traffic, ensure security and defense, and create a corridor for socio-economic development. At the same time, it expands the development space for Hanoi and neighboring provinces, attracts investment, and creates an attraction to reduce population density in the urban center.
The completed project will divert traffic from a distance, reducing the pressure on inter-provincial traffic passing through the central area of Hanoi, especially the currently overloaded Ring Road 3. At the same time, it will create momentum for urban development, effectively exploit land funds on both sides of the road, and contribute to reducing environmental pollution and traffic congestion.
On the other hand, the early completion of Ring Road 4 along with the early investment in the Ring Road 5 Project passing through 5 provinces and cities before 2030 (currently the Ministry of Construction is implementing the preparation of a Pre-Feasibility Study Report) will form a regional traffic network system of the Capital and the Capital region according to the planning, connecting smoothly and conveniently between localities, preventing congestion, and reducing freight costs.
The investment project to build Ring Road 4 - Hanoi Capital Region with 3 project groups, including 7 component projects in 3 provinces, Hanoi, Hung Yen, Bac Ninh; of which, 3 component projects for site clearance have approved plans and recovered 1,382.16 hectares of land, reaching about 98.53%, striving to complete all site clearance work in 2025 to hand over to the project enterprise to ensure construction progress.
The parallel road construction component projects are implementing embankment, bridge, culvert construction, some sections have been constructed to the asphalt concrete layer, the output has reached about 52.6% of the contract value; of which, Hanoi reached 70%, Hung Yen reached 45%, Bac Ninh reached 34%, expected to be basically completed in 2025 and completely completed in the first quarter of 2026.
This is the first time the PPP model has been applied under the mechanism of splitting into public investment sub-projects, requiring close coordination and high determination from relevant agencies and enterprises. The groundbreaking of the 3 components of the investment project to build the 4th Ring Road - Hanoi Capital Region took place at a time when the whole country is accelerating the implementation of infrastructure development goals according to the Resolution of the 13th National Party Congress and the Government's action programs.
To ensure the overall progress of the entire project, the leaders of the Hanoi People's Committee requested that enterprises and contractors participating in the project need to focus maximum resources, human resources, and equipment to organize urgent, scientific, and safe construction along the entire route. In the immediate future, focus on immediately implementing large bridge projects across the river such as Hong Ha, Me So, Hoai Thuong bridges and interchanges to connect the entire parallel route, increasing investment efficiency; strictly implement in accordance with legal regulations, ensure quality, technique, and aesthetics to complete the project on schedule according to the direction of the National Assembly and the Government.
Representative of the project's general contractor, General Director Le Bao Anh, Construction Corporation No. 1 - JSC (CC1) committed and determined to complete the project, ensuring the quality and safety of the project according to schedule.
The contractor representative hopes that the Government, central ministries and branches, along with local Party committees, authorities and people along the route will soon complete related tasks, ensure stable material sources, and manage reasonable sand prices. These are key factors for the project to successfully complete, creating a great impact on the socio-economic development of the region and the whole country.
Currently, contractors are ready in terms of human resources, equipment and materials to implement on schedule. This event not only affirms the determination to make Ring Road 4 a typical infrastructure project of the whole country, but also clearly demonstrates the effectiveness of the public-private partnership model in strategic transport development.
