Supply cannot meet demand
The Tan An Bridge and National Highway 18 Construction Project in Chi Linh City has a total length of nearly 3.5 km, passing through Chi Linh City and Nam Sach District, with a total investment of 600 billion VND. The project is invested by the Provincial Construction Investment Project Management Board and started in December 2024. The construction unit includes a consortium of Investment and Construction Joint Stock Company No. 18, Viet Hoa Construction and Trading Joint Stock Company, Ninh Binh Construction and Trading Co., Ltd., Electricity Construction Joint Stock Company and Viet A Industrial Development Consulting.
Although the site clearance work has been basically completed, for more than two weeks, contractors have had to work at a slow pace due to a lack of materials. Mr. Ta Huu Quyet, a technical officer of Ninh Binh Construction and Trading Company Limited, the unit in charge of the road part of the project, said: "The price of construction materials has increased, especially sand, but there is no supply to buy. In addition to sand, hill soil, iron and steel are also scarce, causing serious impact on work progress."

At the bridge construction package, Mr. Tran Van Tuan, Team Leader of Construction Team of Investment and Construction Joint Stock Company No. 18 also shared: “Steel, sand, stone, cement, and ready-mixed concrete have all increased in price. Currently, the supply only meets about 60% of the demand, causing the project progress to be significantly delayed. The unit has only completed about 20% of the work volume.”
A similar situation is occurring at the Provincial Road 396 extension project (the section connecting Provincial Road 391 to Provincial Road 390) in Thanh Ha and Tu Ky districts. Every day, Khang Nguyen Infrastructure Construction Investment Joint Stock Company - the unit in charge of constructing the Thai Binh River overpass - needs about 250 m³ of concrete and 15-20 tons of steel. However, the current supply only meets about 70% of the demand. The unit has to look for materials from distant provinces, leading to high transportation costs.
Mr. Pham Quy Nghi, Commander of Khang Nguyen Infrastructure Investment and Construction Joint Stock Company, said the main reason is that many mineral mines in the area have exhausted their reserves. Some new mining projects do not meet the conditions for auction and licensing, causing a shortage of raw materials for concrete production. The current increase in public investment in many localities has also significantly increased the pressure on supply.

According to some contractors, the price of construction sand has increased from 250,000 VND/m³ to about 380,000 VND/m³; yellow sand from 500,000 VND to 900,000 VND/m³; brick price from 900 VND to 1,800 VND/piece; iron and steel from 9,500 VND to about 10,500 VND/kg... This not only increases costs but also prolongs construction time.
Faced with the above difficulties, many contractors have proactively changed construction methods, increased construction efforts when materials are available, and even imported reserve goods earlier than planned.
Mr. Tran Van Tuan, Construction Team Leader of Investment and Construction Joint Stock Company No. 18 shared: "Many items have not yet reached the construction time, but we still take the opportunity to import materials in reserve to be ready for construction when needed."
The project to build an interchange connecting National Highway 17B with National Highway 5 through Kim Xuyen Commune (Kim Thanh) started in early December 2024 and is expected to be completed by the end of December 2025. To date, contractors have completed about 40% of the construction and installation value and are striving to complete it 1 month ahead of schedule. However, the shortage of materials is still a major obstacle.
Mr. Dang The Long, Commander of Thinh Vuong TVT Joint Stock Company said: “Currently, we have to use reserve materials from other units. If this situation continues, it will be difficult to complete the project on schedule.”

Mr. Tran Ngoc Duong, representative of the contractor constructing the extended provincial road 396 project, added: "To ensure progress, we have to mobilize materials from many localities such as Thanh Hoa, Da Nang ... If necessary, we have to arrange people to wait at the factory to import goods as soon as they are available."
Not only in Hai Duong, neighboring localities such as Hai Phong and Quang Ninh are also in a similar situation. Facing the risk of material shortage, many contractors are considering importing sand from Cambodia or using artificial sand, but these are costly solutions, significantly increasing construction costs.
The shortage of construction materials and the sudden increase in prices are causing many contractors to face difficulties due to high costs and long construction times. Contractors have proposed that investors and authorities consider allowing the use of many other material suppliers outside the list of signed contracts. There should be a mechanism to support or adjust estimates in accordance with fluctuations in material prices...
Early solutions will help ensure projects' progress, quality and efficiency of public investment in the current context.
