From the support of National Target Programs, the traffic system of Lac Sy commune (Yen Thuy) has been invested in upgrading, creating favorable conditions for local economic development.
Comrade Bui Van Hong, Head of the Department of Ethnic Minorities and Religions of Yen Thuy district, said: Ethnic minorities in Yen Thuy district are hard-working and diligent. However, people do not have many opportunities to access science and technology, so they have not been able to implement many effective economic models. Based on that reality, the district has identified propaganda and mobilization work as an important and key task to successfully implement the goals and targets of the National Target Programs in the area. The district has completed the Steering Committee for the National Target Programs and assigned specific tasks to each member. At the same time, the role of Party committees, heads of Party committees, and socio- political organizations has been promoted to promote propaganda, mobilization and supervision of the implementation of the National Target Programs.
Along with propaganda and mobilization work to help people raise awareness, Yen Thuy district has coordinated to organize many activities to propagate, disseminate,educate the law, provide career guidance, and provide vocational training for people in ethnic minority and mountainous areas. In the period of 2021 - 2025, the Department of Ethnic Minorities and Religions has coordinated with the People's Committees of communes and towns to organize nearly 20 conferences to propagate, disseminate, and educate the law in ethnic minority areas such as the Laws: Marriage and Family; Prevention of domestic violence; Protection of mothers and children; Prevention of child marriage, incestuous marriage and laws on crime prevention and ensuring security and order. The District People's Committee allocates career funds to communes to organize many vocational training classes for rural workers. The main occupations are livestock and poultry farming, agricultural machinery repair, cooking, reception... After vocational training courses, ethnic minorities in the area gradually changed their thinking and working methods, no longer having the mentality of waiting and relying on the State and the support of local authorities.
According to Decision No. 861/QD-TTg dated June 4, 2021 of the Prime Minister approving the list of communes in regions III, II, I in ethnic minority and mountainous areas for the period 2021-2025, Yen Thuy district has 5 communes in region III, 5 communes and Hang Tram town in region I. The whole district has 69.3% of ethnic minorities living, of which the poverty rate accounts for 5.84% of the total number of poor households in the district. In addition, ethnic minority households mainly live in remote areas and are at high risk of being affected by natural disasters. In order to stabilize and improve the quality of life for people, the People's Committee of Yen Thuy district has focused resources on investing in rural infrastructure. In the period of 2022-2024, from the source of the National Target Program for Socio-Economic Development of Ethnic Minorities and Mountainous Areas, Yen Thuy district has invested in over 40 projects, of which 27 projects were invested in 2024 alone. In 2025, the district was assigned an investment capital of over 31 billion VND, of which more than 5 billion VND was transferred from 2024. The district has invested in 23 projects, of which 21 projects have been completed and put into use, and 3 projects are under construction. The district People's Committee also supported 33 ethnic minority households with housing difficulties to build new houses. Currently, 28 houses continue to be built, contributing to eliminating temporary and dilapidated houses for poor households and households with difficulties in the district.
Continuing to implement ethnic policies, taking care of the lives of ethnic minorities and mountainous areas, in the coming time, the People's Committee of Yen Thuy district will focus on effectively exploiting potentials and advantages to develop the economy - society quickly and sustainably, ensure social security, well implement ethnic policies, sustainably reduce poverty, and increase income. Consolidate and strengthen the great solidarity of ethnic groups, enhance the trust of ethnic minorities in the Party and the State. Strive for the average income of ethnic minorities to reach over 80 million VND/person/year; the poverty rate to decrease by an average of 1%/year; over 95% of ethnic minorities to participate in health insurance...
