Implementing the Resolution, Quang Ninh has made breakthroughs in mobilizing, allocating and using financial resources effectively to protect the environment. Policies have been concretized, with increased budget collection from taxes and fees on natural resources and the environment, applying the principle that "Agencies, organizations, communities, households and individuals who benefit from the environment have the obligation to contribute financially to environmental protection activities".
In the period of 2022-2024, the total provincial budget for environmental protection (EP) and climate change response is an impressive figure: 2,231.262 billion VND of public investment capital and 281,695 billion VND of public investment capital to carry out tasks and projects on EP and climate change response. In particular, solutions have been implemented to attract non-budgetary investment resources to promote environmental goals, in line with the viewpoints and orientations of the Party and State on the use of resources for EP. In the period of 2022-2024, the province has issued investment promotion lists; approved the reception of 6 projects sponsored by international organizations, especially attracting 5 investment projects on EP and climate change response with a total capital of: 48,038.85 billion VND. At the same time, Quang Ninh also promotes the mobilization of resources from non-state economic sectors, social organizations and communities to participate in socio-economic models integrating environmental protection, biodiversity conservation and climate change response. The provincial state budget has a separate expenditure item for environmental protection activities and strives to gradually increase the expenditure level through the stages from 2016 to 2024, in accordance with the province's capacity. Every year, the province has allocated environmental career funding of no less than 2% of the province's total budget expenditure, exceeding the norm prescribed by the Central Government of no less than 1%.
The allocation of resources from the state budget is carried out in accordance with the principle of using public investment to lead private investment. Specifically, from the investment capital, the province has reviewed, developed plans, balanced and arranged public investment capital for environmental protection, reasonably prioritizing public investment resources focusing on solid waste treatment projects, centralized collection and treatment of domestic wastewater. The majority of the public budget is spent on activities such as collection, transportation and treatment of domestic waste, a small part is spent on maintaining regular operations of agencies and units; and research activities to develop policy mechanisms.
Socialized capital is allocated by business and production establishments to carry out environmental protection activities according to environmental licenses approved by competent authorities and to respond to environmental protection campaigns, movements and activities launched by the province at agencies, units and areas of operation.
A typical example is the Northeast Corporation (now Army Corps 19). In the first 6 months of 2025, the unit spent 12,500 million VND on environmental protection and plans to spend 29,050 million VND on disaster prevention, mitigation, and climate change response in the whole year of 2025.
The sense of responsibility for the environment is also demonstrated by the Vietnam National Coal - Mineral Industries Group through specific activities: From 2022 to present, TKV has allocated 1,183.45 billion VND for investment in works, projects and environmental protection activities. In particular, TKV has planted 515 hectares of acacia, ironwood, lat, casuarina..., doubling the planting area to restore the environment compared to the period 2015-2021.
Reality shows that environmental protection is always an urgent task in the process of implementing growth goals for sustainable development; it requires a large amount of funding, especially for developing countries. While local budgets are limited, it is necessary to exploit various investment sources in a socialized manner for this work, and at the same time it is a responsibility and opportunity for businesses and organizations to promote sustainable development. "Green" capital flows from both the state budget and the private sector are creating a strong driving force, promoting important projects and improving the quality of life for people.
