Guidance on the number, structure and age of personnel of the inspection committee for the new term

Permanent Deputy Head of the Central Inspection Commission Tran Van Ron has just signed and issued Instruction No. 10 on personnel work of the Inspection Commission (IC) at Party congresses at all levels for the 2025-2030 term towards the 14th National Party Congress.

The Inspection Committee of the provincial and municipal Party Committees directly under the Central Government has no more than 11 members.

According to the guidelines, the Inspection Commission of the provincial and municipal Party Committees directly under the Central Government has 9-11 members, including 2 part-time members. The Inspection Commission of the Hanoi Party Committee and the Ho Chi Minh City Party Committee has 13-15 members; the Inspection Commission of the Thanh Hoa Provincial Party Committee and the Nghe An Provincial Party Committee has 11-13 members.

Full-time members include: Chairman is a member of the Standing Committee, has 2-3 Vice Chairmen (the permanent Vice Chairmen are members of the Committee) and a number of members. The Inspection Commission of the Hanoi Party Committee and the Ho Chi Minh City Party Committee has no more than 5 Vice Chairmen; the Inspection Commission of the Thanh Hoa Provincial Party Committee and the Nghe An Provincial Party Committee has no more than 4 Vice Chairmen.

The Central Inspection Commission also guides the number of Central Military Commission Inspection Commissions; Central Public Security Party Commission Inspection Commissions; Central Party Commissions directly under the Central Committee; Inspection Commissions of Party Committees directly under provincial and municipal Party Committees; Inspection Commissions of Party Committees at higher levels; Inspection Commissions of grassroots Party Committees; Party Committees of departments and Party cells.

Do not let spouses or relatives take advantage of their positions for personal gain.

Regarding the standards for members of the Inspection Committee at all levels, the instructions of the Central Inspection Committee state that, based on the standards for members of the same level, some standards are emphasized, such as:

Have strong political will; resolutely fight to protect the Party's ideological foundation, the Constitution and the State's laws; be honest, upright, fair, just, dedicated, responsible, have opinions, have the courage and fortitude to fight;

Have moral qualities, exemplary and pure lifestyle; strictly follow Party regulations; have a sense of organization and discipline and a high sense of responsibility in work; not opportunistic, ambitious for power, localism, factionalism, corruption, negativity, "group interests"... do not let spouse, children, relatives take advantage of position and authority for personal gain.

These people must also have innovative thinking, vision, scientific and effective working methods; practice what they preach, be dynamic, creative, dare to think, dare to speak, dare to do, and dare to take responsibility.

Regarding age, the Central Inspection Commission stated that personnel recommended for election to the Party Committee's Inspection Commission (higher positions) must generally have held the current position (adjacent) or equivalent position for at least 2 years (24 months).

Personnel participating in the Inspection Committee for the first time must meet the same age requirements as those participating in the Party Committee of the same level for the first time according to Directive No. 35 of the Politburo and Instruction No. 27 of the Central Organizing Committee. Personnel expected to be recommended for re-election as Chairman and Permanent Vice Chairman of the new Party Committee must also meet the same age requirements as the Party Committee, according to the provisions of Directive No. 35 and Instruction No. 27 of the Central Organizing Committee.

For vice chairmen who are no longer old enough to join the new Party Committee and members of the Inspection Commission who are still old enough to work for 24 months or more, according to the instructions of the Central Inspection Commission, the time to calculate the age to join the Inspection Commission at all levels is: Grassroots level in April 2025; district level and equivalent in June 2025; and central level in September 2025.
