The 2nd People's Foreign Affairs Conference - 2025: Proactive, flexible, creative for national and ethnic interests

On August 5, the Ministry of Foreign Affairs held the 2nd People's Foreign Affairs Conference - 2025, chaired by Deputy Minister of Foreign Affairs Ngo Le Van, representatives of leaders and officials in charge of foreign affairs of the Central Fatherland Front, socio- political organizations, people's organizations in the Central, representatives of functional units of the Ministry of Foreign Affairs and related ministries and branches.

In his opening speech, Deputy Minister Ngo Le Van emphasized that the international context is evolving in a complex manner with major power competition, prolonged conflicts, and intertwined traditional and non-traditional security, affecting people's foreign affairs. In the country, the process of restructuring the apparatus of political-social organizations and mass organizations assigned by the Party and State is being implemented in a streamlined and effective manner.

The Deputy Minister suggested that organizations need to continue to raise awareness, innovate thinking, promote the spirit of initiative, flexibility, creativity and efficiency to meet increasing demands. The Deputy Minister emphasized the pivotal role of people's diplomacy in protecting and developing the country and suggested strengthening coordination between the pillar of people's diplomacy and the two pillars of Party diplomacy and State diplomacy.

The combined power of foreign affairs

The report at the conference showed that in the first 7 months of 2025, people's diplomacy continued to affirm its role as one of the three pillars of Vietnam's diplomacy. Closely following the Party's foreign policy and guidelines and the guidance and coordination of the Ministry of Foreign Affairs , people's organizations have carried out many practical activities in line with the foreign policy orientation of the Party and State, contributing to consolidating the social foundation to strengthen friendly relations with partners, protect national interests, promote international integration and mobilize external resources for development, strengthen foreign communication work, make practical contributions to the cause of development and enhance the position and prestige of the country.

Speaking at the Conference, representatives of many people's organizations shared the outstanding results in people's foreign affairs work in recent times, and made recommendations and proposals for many orientations and long-term and specific measures to further promote the strengths of people's foreign affairs forces, contributing to further spreading the cultural values and soft power of Vietnam, while affirming the role of active, proactive and responsible members of Vietnamese people's organizations in the common work of the international community.

Comprehensive innovation in both content and form

The 2nd Conference on People's Foreign Affairs Work - 2025 took place in the context of the entire political system continuing to streamline the apparatus towards efficiency, effectiveness and effectiveness.

Faced with changes in organization, personnel and coordination mechanisms, Deputy Foreign Minister Ngo Le Van acknowledged the efforts of people's organizations in maintaining the progress and quality of activities, affirming the role of people's diplomacy as an important channel connecting the Vietnamese people with international friends and a pioneering force contributing to protecting the Fatherland early and from afar.

Regarding the orientation in the coming time, Deputy Minister Ngo Le Van emphasized the need to continue to fully and deeply understand the role and position of the pillar of people-to-people diplomacy in order to create a foundation of social friendship in relations between Vietnam and other countries, support Party foreign affairs and State diplomacy, promote the pioneering role in mobilizing resources for development, protect national interests, contribute to enhancing the position and prestige of the country, and contribute to the common cause of progressive people in the world.

Especially in the current context, people's organizations need to actively implement many flexible and creative activities to contribute to the effective implementation of the "four pillars" resolutions - including Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation; Resolution No. 59-NQ/TW dated January 24, 2025 of the Politburo on "International integration in the new situation"; Resolution No. 68-NQ/TW dated May 4, 2025 of the Politburo on private economic development and Resolution No. 66-NQ/TW on innovation in law-making and enforcement to meet the requirements of national development in the new era, creating momentum and strength to bring the country into the era of national development.

On the basis of closely following the Party and State's policies, guidelines and major foreign affairs orientations, including the foreign affairs policy of the 13th National Congress, Resolution 59 of the Politburo on International Integration in the New Situation, Directive 12 of the Secretariat on people's foreign affairs, people's organizations need to further promote their proactiveness and take stronger measures to comprehensively innovate people's foreign affairs activities in both content and methods, focusing on strategic, long-term and substantive effectiveness, especially strengthening practical and effective cooperation projects, expanding and deepening the existing network of partners, especially with important partners, while paying attention to ensuring relevant legal regulations.
