This is the policy that the Ministry of Industry and Trade has just proposed in the draft decision of the Prime Minister on the support policy for households to install solar power (SPP) for self-production, self-consumption and storage of electricity, applicable to households installing for self-use needs in individual houses and not connected to the grid system.

Support and encourage rooftop solar installation

Mr. Quang Thuan (Binh Dong ward, Ho Chi Minh City) said that every month his family has to pay 2 - 3 million VND for electricity, because they use additional devices that "consume" a lot of electricity such as air conditioners, refrigerators...

Therefore, installing a solar power system will help your family take the initiative in power sources, reduce electricity bills and ensure efficient use of high-capacity devices.

Therefore, when hearing about the support policy offered by the Ministry of Industry and Trade, Mr. Thuan said it was very useful for people to install rooftop solar power.

According to Mr. Thuan, the cost of installing a rooftop solar system with battery storage is around 15 - 17 million VND/kWp. Although the support money is not much, it is an incentive to motivate people to use rooftop solar.

"Even without support, my family still installed rooftop solar panels to save on electricity bills. The government's support policies are mainly to encourage and support people to install them, because the support amount is not much.

What we care more about is how to make the installation procedure and support quick and easy, can be done online and ensure the equipment is used safely and effectively," said Mr. Thuan.

Although she wants to install rooftop solar power, after researching, Ms. Mai Anh (Ha Dong ward, Hanoi ) said she is still considering because the amount of money to invest in the system, including storage batteries, is up to 75 million VND, a large amount compared to her family's ability to pay, while her family's monthly electricity bill is about 1 - 2 million VND.

Meanwhile, according to Ms. Mai Anh, commercial banks do not have a policy to support interest rates for the installation of rooftop solar systems, but apply general consumer loan interest rates, which are too high.

Therefore, if banks have preferential interest rate loan packages for people who want to invest in rooftop solar power systems as proposed by the Ministry of Industry and Trade, she will consider borrowing to invest.

"Spending hundreds of millions of dong to install a rooftop solar system is "too much", so if I can get 50% support for the installation cost with a suitable interest rate, I will invest immediately.

In my opinion, preferential loan packages with preferential interest rates, only from 3 - 5% or lower, will certainly encourage people to actively invest in rooftop solar power, especially for families with average incomes like mine," Ms. Mai Anh affirmed.

Ms. Le Thi Thanh Huyen (owner of Pho Trinh brand in Hanoi) said that with monthly electricity costs of up to 4 - 6 million VND, even up to 7 million VND during peak months, not to mention the increasing trend of electricity prices, her family has planned to install a rooftop solar system.

Therefore, according to Ms. Huyen, the State's support policies will be a timely "push" for her family to quickly promote investment in this system.

Must ensure product quality and performance

However, in addition to support policies, many people believe that equipment quality, performance and efficiency must be given top priority.

In fact, there are many brands and companies providing installation services, offering different prices. However, according to Ms. Huyen, this is an electrical system directly connected to daily consumption, it needs to be safe, so she said she prioritizes choosing reputable installation units.

"Installed equipment must have labels and certificates to ensure they meet standards, especially battery systems and circuit breakers when there is a high risk of fire or explosion.

Therefore, in my opinion, in addition to support policies, relevant authorities need to focus more on ensuring product quality and safety on the market, supporting the installation, operation and long-term use process," Ms. Huyen suggested.

As a unit specializing in installing rooftop solar systems for households and factories across the country, Mr. Ngo Quang Hai, CEO of Focus Solar Company, also affirmed that people who need to install rooftop solar systems including storage batteries are often more concerned about the quality and efficiency of the product instead of the price.

Therefore, the maximum support amount of 2.5 million VND/system is mainly for encouragement, not decisive for the installation of this system.

"Most households installing rooftop solar panels with storage batteries are willing to pay the costs, so the top requirements are product quality, safety and convenience of use," said Mr. Hai, suggesting that there should be a policy to control the installation process and ensure the quality of equipment to ensure safety.

According to Mr. Hai, people often consult and compare prices at many different units, but not everyone really understands the quality of these products.

With the product market having many different types of goods, designs and qualities, the requirement of quality control, having standard installation and operating procedures is considered necessary.

In fact, up to now there is no specific process for technical criteria of solar panels, nor is there an installation standard to standardize this work.

In reality, issues of product quality, battery information, manufacturing status, structure and installation, and maintenance to limit risks are still not really clear and people are still very concerned.

"Along with building technical standards, equipment quality..., there needs to be a tax policy to reduce the cost of importing components and accessories to reduce prices for consumers," Mr. Hai suggested.

Need to expand incentives for systems without battery storage

Mr. Le Quang Vinh, sales representative of solar energy products of Baywa RE Solar Systems Co., Ltd. (Vietnam), said that along with technical factors and ensuring safety, most people with average income, consuming electricity from 1 - 3 million VND/month, are very concerned about installation costs.

Therefore, if the policy only applies to households using self-produced and self-consumed electricity with installed storage systems, it will not be for the majority of consumers but only for those with "better conditions".

In fact, whether there is a support policy or not, families with good economic conditions and needs will still install systems with battery storage.

Meanwhile, the installation needs of the majority of people for a system of 3 - 5kWp excluding storage, the cost of 30 - 50 million VND is considered appropriate.

In case additional storage is required, the cost can be one and a half or double, and people will have to consider installing it because it is beyond their ability to pay.

While the electricity system sold to the grid is limited to only 20%, the electricity produced during the day from solar power is in excess due to low demand and is in shortage at night when demand is higher.

"Therefore, if we expand the sale of electricity to the grid, or support those who do not install battery storage, it will be more encouraging, to reduce the pressure of initial investment costs for people," Mr. Vinh proposed.

Only encourage households to install for their own consumption.

According to the Ministry of Industry and Trade, according to Decree 58 and Decree 135 of the Government guiding the implementation of the Electricity Law, rooftop solar power systems that produce and consume electricity themselves and are connected to the national grid will be allowed to sell surplus electricity to the grid at 20% of the total installed capacity, at market prices.

Therefore, this draft decision aims to specify the provisions of the law and decree to support and guide people in installing rooftop solar power systems to ensure efficiency and safe use.

These policies also aim to encourage households to install for the main purpose of self-production and self-consumption, with storage to use electricity effectively and economically, not for business or commercial purposes.

To support people in installing rooftop solar power systems, Vietnam Electricity Group has also provided specific instructions on registering to develop this power source.

In particular, for systems not connected to the national grid, households only need to notify the local electricity authority and receive confirmation of the notification to put into use.

For grid-connected rooftop solar power systems, households provide information and documents according to the prescribed form as a basis for the electricity authority to inspect, accept the connection of the electrical system and put it into use.

If selling surplus electricity to the grid, in addition to providing documents, the electricity unit will check and accept, the household will sign an electricity purchase and sale contract and carry out the consumption and sale of electricity to the grid.

Supported up to 2.5 million VND, with preferential loan interest rates

According to the draft, households installing solar power for self-production and self-consumption purposes, with a battery storage system installed, will receive investment support with a maximum of VND 500,000 per 1kWp, but not exceeding VND 2.5 million per household.

Households are also supported with commercial loan interest rates for investment, such as applying short-term loan interest rates, maximum support period of three years and maximum interest-supported loan amount of 7 million VND for 1kWp, but not exceeding 35 million VND/system.

In addition, household solar power systems are provided with technical support during the investment, installation and operation process when requested by the household owner.

In case the household owner needs to sell the surplus electricity output of the household solar power system to the grid, the local electricity authority is responsible for coordinating the installation or replacement of a two-way electricity metering system suitable for the connection capacity of the household solar power system to the grid; providing guidance on procedures and related regulations to sign a contract to buy and sell surplus electricity output with the household owner...

To receive support, households must meet the following conditions: have an application, have completed all procedures for development, investment, installation, connection, acceptance and commissioning; and meet the requirements and procedures for borrowing capital according to regulations.

Local electricity is responsible for providing guidance on technical requirements according to regulations such as: connection, control, monitoring, protection; and providing guidance on installation work to ensure electrical safety.
