Implementing the resolution
According to the Department of Agriculture and Environment, up to now, the number of establishments subject to relocation under Article 3 of Resolution No. 30/2020/NQ-HDND is 8,510 establishments. Of which, the number of livestock establishments in existing residential areas; public works such as clinics, schools, headquarters, cultural houses, and polluting establishments subject to priority relocation support is 2,336 establishments.
In 2021, the industry will focus on propaganda and mobilization work; identify areas where livestock farming is not allowed; notify livestock facilities; mobilize and receive relocation registrations; establish appraisal teams; and carry out relocation support procedures.
In 2022, relocation support will be provided and disbursed to 19 households, with a total cost of VND 526 million. In 2023, disbursed to 521 households, with a total cost of VND 17.718 billion. In 2024, disbursed to 906 households, with a total cost of VND 27.76 billion.
In 2025, an additional VND 38,117 billion was provided to districts and cities to disburse funds for priority livestock facilities that had registered to relocate in 2024 but did not have enough funds, which were 863 facilities.
In general, out of a total of 8,510 establishments subject to relocation under Resolution No. 30/2020/NQ-HDND, of which 2,309 establishments are subject to priority relocation support, disbursement funds have been provided to a total of 2,309 households subject to priority support with a total budget of VND 84.121 billion; of which, the provincial budget is VND 81.398 billion, the rest is the counterpart fund of the People's Committees of districts and cities. The remaining 6,201 establishments are subject to relocation under Resolution No. 30/2020/NQ-HDND but are not subject to priority support.
Impact and effectiveness of policy
Resolution No. 30/2020/NQ-HDND is the legal basis for People's Committees at all levels to manage livestock, poultry and other livestock development activities in accordance with the Provincial Development Plan for the period 2021 - 2030, with a vision to 2050, the local socio -economic development plan, and gradually relocate livestock facilities out of areas where livestock farming is not allowed, in order to help the livestock industry develop sustainably, build a civilized and modern urban province with a good living environment.
Gradually form concentrated livestock farming areas according to planning, form disease-free livestock farming facilities, build the livestock industry towards increasing added value; at the same time, contribute to converting small-scale livestock farming to large-scale concentrated livestock farming.
Supporting the relocation of livestock farms out of areas where livestock farming is not allowed creates conditions for livestock farms to switch to concentrated livestock farming, disease-free livestock farming... helping to reduce costs, increase the value of livestock products; contributing to changing occupations, creating new suitable livelihoods for owners who no longer continue to raise livestock.
Funds have been disbursed to 2,309 priority households with a total amount of VND 84.121 billion. Of which, the provincial budget is VND 81.398 billion, the rest is the counterpart fund of the People's Committees of districts and cities.
According to the assessment of Deputy Director of the Department of Agriculture and Environment Nguyen Van Buoi, Resolution No. 30/2020/NQ-HDND is the legal basis for implementing the Law on Livestock, developing provincial policies and guidelines in accordance with the local livestock situation; is the legal basis for People's Committees at all levels to manage livestock, poultry and other livestock development activities in accordance with the local socio-economic planning, gradually relocating livestock facilities out of areas where livestock farming is not allowed, in order to help the livestock industry develop sustainably; build a civilized, modern urban area with good living environment quality. With the consensus of the people and in line with the orientation of sustainable livestock development, adjusting the scale of small-scale livestock farming to concentrated, shifting out of the inner city of cities, towns, residential areas to rural areas.
