Lieutenant Colonel Nguyen Van Hung, Political Commissar of Border Guard Squadron 2, said: The province's sea area is wide, has many channels, and is close to the border with China, so criminals often take advantage of bad weather, rough seas, and fog to commit illegal acts.
The tricks of the subjects are also increasingly sophisticated and daring. They thoroughly take advantage of the bordering waters to illegally transfer goods from foreign ships. In the province's waters, the subjects take advantage of loopholes in economic development policies, trade, import and export, temporary import, re-export, and transit of goods to commit commercial fraud, tax evasion, overloading, and circulating value-added tax invoices. Smuggled goods are also very diverse, from consumer goods, food such as seafood, breeding animals, to high-value items such as minerals (coal, sand), and gasoline.
In that situation, the Party Committee and the Command of Squadron 2 have thoroughly grasped the resolutions and directives of the superiors, and at the same time developed specialized plans and combat plans suitable to the characteristics of the local situation. The unit regularly maintains strict combat readiness, arranges forces and means to patrol and control in key areas and localities of the province. Since the beginning of the year, the unit has organized the control of 841 means of transport with 3,622 crew members and 859,000 tons of goods of all kinds (with full domestic transportation procedures and documents); 864 fishing boats with 2,490 crew members and fishermen engaged in seafood fishing...

Along with patrolling and controlling, Squadron 2 pays special attention to propaganda and mobilizing the masses. Through meetings and direct conversations with fishermen, officers and soldiers of the unit disseminated legal regulations on maritime borders and on illegal fishing, and at the same time encouraged people not to participate in or assist in illegal activities. Thanks to that, fishermen's awareness of law enforcement has been increasingly enhanced, creating a solid "eye and ear" at sea, helping authorities promptly detect and handle cases.
With great efforts and determination, since the beginning of the year, Border Guard Squadron 2 has achieved remarkable results. The unit has organized dozens of ships and boats with hundreds of officers and soldiers participating in patrolling and controlling at sea. Thereby, it has discovered, arrested and handled 10 cases, 11 vehicles with acts of BLGLTM and other violations. The total amount of administrative fines amounted to over 70 million VND, confiscating many exhibits.
It is forecasted that in the last months of 2025, the situation of illegal fishing at sea in the province will still have potential for complicated developments. Subjects may use high-capacity means and operate more sophisticatedly to deceive the authorities. In this context, Squadron 2 determined to continue to strengthen the work of grasping the situation, closely coordinating with relevant forces to improve the effectiveness of the fight. The unit will continue to step up patrols and controls, especially in key areas, resolutely not allowing the formation of illegal fishing hotspots in the assigned sea areas.
In addition to the direct combat mission, Squadron 2 will continue to do a good job of mass mobilization work, building a solid people's border defense posture. Thereby, continuing to mobilize people to participate in the fight against domestic violence.
