Hanoi: Will merging wards and communes disrupt primary school enrollment?

Since July 1, Hanoi has operated a two-level local government with 126 communes and wards. In particular, the abolition of the district level has eliminated the Department of Education and Training, the professional management unit at the grassroots level.

Many parents in Hanoi are concerned about how the reorganization of local governments will affect enrollment at the beginning of the next school year (2025-2026), including preschool, primary, and secondary schools.

Mr. Tran Van Hoang in Ha Dong Ward (Hanoi) shared that up to this point, the information is still unclear, merging many old wards into a new ward, will students have the right to choose schools in the new ward or not?

At this time, schools are enrolling students online.

Ms. Luu Thi Hong Hanh, Principal of Hoang Dieu Primary School, said that the school used to be located in Cong Vi ward, Ba Dinh district (old). From July 1, the school will be located in Ngoc Ha ward.

At this time, the school is recruiting online for grade 1 with 280 targets for children born in 2019 residing in 13 groups of Cong Vi ward.

The school's enrollment quota and route were assigned early by the Department of Education and Training, before rearranging the wards to ensure enrollment progress.

From July 1-3, parents are notified to register for admission online; from July 12-18, register directly at the school.

According to Ms. Hanh, during the enrollment process, some parents came to the Board of Directors to ask: From July 1, if families in the new Ngoc Ha ward want to register their children for grade 1 at the school, is that possible?

“With this content, we have also discussed with parents that the admission for the next school year will be carried out according to the admission route, the admission quota has been assigned before the operation of the 2-level government. Therefore, the school will have to recruit all students according to the assigned route. After July 18, if there are still admission quotas, we will ask for the opinion of the Department of Education and Training to accept students near the school or born in the same ward (new) to create favorable conditions for parents and students,” said Ms. Hanh.

However, according to Ms. Hanh, every year, before assigning enrollment quotas, the police and the Ward People's Committee have reviewed the number of school-age students to allocate appropriate enrollment areas, so there are not many surplus enrollment quotas. In some cases, students studying at private schools or for some reason not registering to study at the school as assigned, the school has surplus enrollment quotas.

This afternoon, the school will review and contact each student in the admission line to grasp the needs.

No disruption to primary school admissions

In March 2025, the Hanoi Department of Education and Training issued a plan for preschool, grade 1, and grade 6 enrollment for the 2025-2026 school year. It requires schools to coordinate with the People's Committees of wards, communes, and towns to investigate the number of school-age children in the area to allocate enrollment routes.

At that time, based on the number of students and facilities of the schools, the Department of Education and Training will divide the enrollment and assign appropriate quotas, ensuring enough places for the children.

Before the enrollment period, schools must publicly announce enrollment targets, enrollment routes, and enrollment times so that parents can be informed. The Hanoi Department of Education and Training directs and restricts enrollment outside of enrollment routes.

According to the leader of the Hanoi Department of Education and Training, the enrollment plan was developed early, schools still enroll students according to the previous route, maintaining stable enrollment time and enrollment methods to ensure the right progress in preparation for the new school year. The operation of the 2-level government from July 1 does not affect or impact enrollment at the beginning of kindergarten, grade 1, and grade 6 this year.

In the next school year, 2026-2027, Hanoi will calculate to deploy a digital map system for enrollment.

Mr. Tran The Cuong, Director of the Hanoi Department of Education and Training, said that the unit is calculating digital transformation and deploying a Geographic Information System (GIS). When applied, the map will determine the distance from home to school to divide enrollment routes instead of dividing enrollment routes by ward as in recent years.

Next school year, the city will enroll about 95,000 new children in daycare centers; about 52,000 new children in kindergartens; about 155,000 students in grade 1; and about 161,000 students in grade 6.

In the 2025-2026 school year, Hanoi will maintain stable online and in-person enrollment.

From July 1-3, online enrollment for grade 1; From July 4-6, online enrollment for preschool; from July 7-9, online enrollment for grade 6.

Parents access the Hanoi City Primary School Admissions Portal at: https://tsdaucap.hanoi.gov.vn/, follow the steps as instructed.

Parents of students who have not registered for online admission can register directly at the school from July 12-18.
