The Hanoi People's Committee said on the morning of August 23 that this policy aims to facilitate travel to historical sites, participate in welcoming events, and contribute to reducing congestion and pollution. The two urban railway lines Cat Linh - Ha Dong, Nhon - Cau Giay and 128 subsidized bus routes will be free of charge for all one-way tickets. Passengers will still be issued tickets at the face value of the route but do not have to pay.
To serve the travel needs, the train lines will adjust their operating hours. On August 21, 24, 27 and 29, they will run from 5:30 a.m. to 12 a.m.; on August 30, from 5:00 a.m. to 10 p.m.; and on September 1, from 5:30 a.m. to 12 a.m. On September 2, the train will run continuously from 12 p.m. to 10 p.m., with a 6-minute interval between trips during peak hours and 10 minutes between trips during normal hours, with only an 80-minute stop for technical services.
Some bus routes through the center include 09A from Bo Ho to Nguyen Hoang Ton, 22A from Gia Lam to Kim Ma, E09 from Smart City to West Lake, route 32 from Giap Bat to Nhon, and BRT route Yen Nghia - Kim Ma. For personal vehicles, the city assigns communes and wards to arrange agency headquarters, educational institutions, and stadiums as parking lots.
On August 20, the city announced the free distribution of drinking water, dry food, and instant cakes; arranged shelters from the rain and sun; and provided free buses to transport people, especially the elderly, from other localities to Hanoi to attend the ceremony. On the streets where the parades and marches pass, the authorities will ensure security and order, giving priority to veterans, the elderly, women, and children.
The Department of Construction is assigned to take the lead in implementing the plan, coordinating with propaganda units, traffic information, bus stops, bus operations and connection networks to tourist attractions and events.
As planned, the joint training, preliminary rehearsal and final rehearsal will take place on August 21, 24, 27 and 30, before the official celebration, parade and march will be held at 6:30 a.m. on September 2 in Hanoi.
