Building safe vegetable and tree growing areas, increasing competitiveness, aiming for export

After implementing the arrangement of provincial administrative units, Hai Phong city became a large vegetable and fruit granary of the North and the whole country with many key crop groups, bringing high economic value.

Duc Chinh Commune has a 360-hectare vegetable growing area, planned for production in 7 villages, of which 80% of the carrot growing area serves the domestic market and export. Mr. Nguyen Duc Thuat, Chairman of Duc Chinh Agricultural Cooperative, said that in recent years, 100% of the local vegetable growing area has followed the direction of safety, VietGAP standards to meet the requirements of circulation in major markets and for export. Of which, 100 hectares of production area follows VietGAP standards.

In some safe vegetable growing areas in the East of Hai Phong , the city authorities support, plan, and invest in production infrastructure according to VietGAP standards for safe vegetable growing areas in 6 communes and wards, including: An Hung, An Hai, An Phong, Kien Hai, Nguyen Binh Khiem, Thuy Nguyen. Based on safe vegetable growing areas, some farming households have also actively invested in greenhouses and membrane houses applying high technology in production.

Ms. Dong Thi Doanh's leafy vegetable farm in Kien Hai commune has invested nearly 2 billion VND to grow vegetables all year round according to VietGAP standards, organic and hydroponic vegetable production. Ms. Doanh said that only with safe production methods according to VietGAP standards, the farm's products are qualified to easily circulate daily to Aeon Mall supermarket...

According to the report of the Agricultural Extension Center and the Department of Crop Production - Plant Protection of Hai Phong, to help farmers move towards safe production, in recent years, the city has issued a number of mechanisms and policies to support the construction of safe vegetable and tree growing areas; and support funding for procedures to grant VietGAP and organic certificates to production households.

Specifically, in the Eastern Hai Phong area, in addition to 6 concentrated vegetable production areas planned and supported to build safe vegetable areas according to VietGAP standards, every year, the authorities take advantage of projects to support the issuance of Certificates of production according to VietGAP and organic standards for a number of households and cooperatives.

In the West Hai Phong area, each year the authorities support the issuance of VietGAP certification for vegetables grown in communes with an area of ​​over 300 hectares. Currently, in the production areas of the West Hai Phong area, there are 500 hectares of VietGAP certified areas.

There needs to be appropriate incentive and support mechanisms.

After the merger, the city has an area of ​​up to 63,500 hectares of trees and vegetables per year, of which 29,072 hectares are winter crops, the rest are vegetables of all kinds. The West Hai Phong area has the advantage of large-scale vegetable and color production areas.

However, in reality, most farmers only produce in a safe direction. The procedures for granting product certificates according to VietGAP, organic, GlobalGAP standards... are mainly supported by funding from organizations and functional agencies of the city.

Therefore, the certified area accounts for a small amount of the total vegetable cultivation area in the communes. Most farmers have not been proactive in ensuring production according to the above standards due to difficulties in investment costs and infrastructure in the production area to meet the requirements.

Deputy Head of the Hai Phong Department of Cultivation and Plant Protection Le Thai Nghiep said that in the coming time, the administrative apparatus of functional agencies, departments and branches will be completed and put into stable operation. The department will review the mechanisms and policies to support safe vegetable production areas in both the East and West of Hai Phong. From there, advise the city to issue new mechanisms and policies associated with farmers' production practices on the basis of creating favorable conditions for farmers to expand their area and facilitate safe production according to VIetGAP, global GAP and organic standards.

Along with the support of the city's functional agencies, local authorities need to strengthen propaganda and mobilization so that farmers and agricultural cooperatives can take the initiative in producing safe crops and vegetables instead of waiting for support. From there, gradually affirm the strengths of Hai Phong agricultural products, increase competitiveness and income for farmers.

Ms. Cao Thi Hang, Director of Thang Thuy Agricultural Cooperative (Vinh Thinh Commune) said that currently, the cooperative has 3-5 quintals of vegetables and fruits to supply to the city market every day. The cooperative uses its own funds to obtain a VietGAP certificate for its 5-hectare vegetable growing area; implements closed safe production from production to preliminary processing and packaging of products. All members participating in production are trained by the cooperative in safe production techniques according to VietGAP standards; supervise the implementation process...
