Hanoi starts construction of Ring Road 4 expressway worth over 56,000 billion VND

On the morning of September 6, the Hanoi People's Committee officially started the Component Project 3: Investment in the construction of the expressway under the PPP method under the Ring Road 4 Construction Project - Capital Region.

Attending the ceremony were comrade Bui Thi Minh Hoai, Politburo member, Secretary of the Hanoi Party Committee. The ceremony was also attended by leaders of the Central Party Committee, the Government, the National Assembly, central ministries, departments and branches, and leaders of Hanoi city, Hung Yen province, and Bac Ninh province.

At the groundbreaking ceremony, Mr. Le Bao Anh, representative of Construction Corporation No. 1 - JSC (CC1), the general contractor, said: The project is 113.52km long, including 103.82km of the main route and 9.7km of the connecting route towards Noi Bai - Ha Long Expressway. In phase 1, the route is designed with 4 lanes, 17m wide road surface, 17.5m wide bridges, and large bridges over the river are 24.5m wide.

Notably, the majority of the project is elevated with 13 viaducts, 80.98km long (accounting for 71% of the total length of the route). In addition, the project also has 8 interchanges, 7 on- and off-ramps, 3 overpasses, 1 pedestrian bridge and 31 underpasses. The three major bridges crossing the river include Hong Ha, Me So and Hoai Thuong.

According to Decision 6479 of the Hanoi People's Committee, the total investment of the project exceeds VND 56,293 billion, of which capital mobilized under the PPP form accounts for 52.5% and State capital accounts for 47.5%. The project is located in the middle of the parallel road of Ring Road 4, connecting with component project 2.1. The parallel road started construction in June 2023. The starting point of the project is at the Noi Bai - Lao Cai expressway intersection (Kim Anh commune, Hanoi); the end point is at the Noi Bai - Ha Long expressway intersection (Phuong Lieu ward, Chi Lang commune, Bac Ninh). In the phased phase, the road has a 17m wide base, 2 lanes in each direction, and a maximum design speed of 100km/h. The estimated construction time is 30 months.

Speaking at the groundbreaking ceremony on the morning of September 6, Mr. Truong Viet Dong, Chairman of the Board of Directors of Vietnam Expressway Corporation (VEC), affirmed: The groundbreaking of the project will not only create tens of thousands of jobs for workers but also promote the construction materials production industry, thereby making a practical contribution to the GDP growth target of over 8% in 2025.

At the same time, with more than 110 km of new expressway, the project also contributes to realizing the goal of 5,000 km of expressway by 2030 according to the Resolution of the 13th National Party Congress. The Chairman of VEC emphasized that the construction spirit will closely follow the direction of the Prime Minister : "Overcoming the sun, overcoming the rain", "3 shifts, 4 shifts", "eating quickly, sleeping urgently", "through holidays, through Tet, through days off", determined to mobilize all financial resources, equipment, and human resources to bring the project to the finish line ahead of schedule.

Also at the ceremony, talking about the significance of the project, Chairman of Hanoi People's Committee Tran Sy Thanh emphasized: Early investment in the construction of Ring Road 4 is extremely necessary and urgent, aiming to strengthen intra-provincial and inter-provincial traffic connections, ensure national defense and security, and at the same time open up a new corridor for socio-economic development.

According to Mr. Thanh, the project will not only help expand the development space of the capital, attract investment and reduce population density in the central area, but also reduce the load on Ring Road 3, which has been overloaded for many years. When completed, Ring Road 4, together with Ring Road 5, expected to be implemented before 2030, will form a complete transport network system, connecting Hanoi with the provinces in the region, contributing to reducing congestion and lowering transportation costs.

The Chairman of the Hanoi People's Committee said that Component Project 3 is a central item with a very large investment capital scale, implemented for the first time under the PPP form, divided into public investment sub-projects. Although facing many legal difficulties, with the support from the Government and ministries and branches, the project has so far completed the selection of investors, established a BOT project enterprise and is qualified to start construction.

To ensure progress, the Chairman of Hanoi City requested project enterprises and contractors to focus maximum human resources, finance and equipment, deploy urgently, scientifically and safely, and prioritize the projects of overpasses on the Red River, Me So, Hoai Thuong and interconnecting intersections to soon connect the entire route.

Belt Road 4 is expected to become the "new traffic artery" of the Capital Region, directly connecting Hanoi with Hung Yen, Bac Ninh and many other provinces, and connecting with the radial expressway system. When put into operation, the route will create strong development momentum, forming urban, industrial and logistics areas along the route, thereby expanding development space for Hanoi and neighboring provinces.
