The province currently has 5 telephone service providers and 5 Internet service providers. The providers have focused on investing in service quality with 3,150 BTS stations, 3G and 4G mobile coverage in the province reaching 100%, and 100 5G stations of Viettel, VNPT and MobiFone have been commercially broadcast.
The province currently has more than 1.3 million mobile phone subscribers, 298,000 fixed broadband Internet subscribers and more than 1.1 million mobile broadband Internet subscribers. In the first 5 months of the year, the total revenue of telecommunications enterprises is estimated at 850 billion VND.
In recent years, the province's network infrastructure and telecommunications services have continued to be invested in and upgraded to serve the direction, management, and settlement of administrative procedures (AP) in connection with the national database and central ministries and branches.
In particular, the province's integrated data sharing platform continues to operate smoothly and effectively, currently connecting to the province's shared applications. The province's administrative procedure settlement information system has connected and shared data with the national population database system to serve the settlement of procedures for citizens conveniently and accurately.
The system currently has 643 administrative procedures synchronized to the National Public Service Portal. The document management software is being deployed in 100% of departments, branches, and local People's Committees and is being linked with central ministries and branches, with a digital signature rate of 99.8%.
Information security monitoring is performed continuously, so no serious information security incidents have occurred.
In addition, the Vinh Phuc Open Data Portal is operated at https://opendata.vinhphuc.gov.vn/ including 206 data of 14 fields, such as:Education , information and communication, health, transportation... Thereby, ensuring smooth communication, effectively serving the direction and operation of Party committees and authorities at all levels.
However, the development of telecommunications infrastructure in the province in recent times still has some limitations, directly affecting the construction and development of mobile information transmission and reception stations (BTS stations), especially when renting and installing BTS stations on public land in areas such as: Parks, public squares, school areas, hospitals, train stations and other public welfare works...
To overcome limitations and promote the development of telecommunications infrastructure, especially 5G mobile network infrastructure, the Provincial People's Committee issued Document No. 4687 on implementing a number of solutions to remove difficulties and support telecommunications enterprises in deploying infrastructure for digital transformation. In particular, the province requires heads of departments, branches, sectors, localities, and related units to allow telecommunications works to be built and installed on working headquarters, public service facilities, and infrastructure assets serving national interests and public interests in accordance with the law.
Support mobile telecommunications businesses to deploy and install additional infrastructure to serve the development of 5G networks. Focus on removing difficulties and obstacles, supporting local telecommunications businesses to invest in 5G deployment, and develop 5G applications to serve industries and fields.
Local authorities and authorities closely coordinate with enterprises to deploy the construction of telecommunications network infrastructure in the area in accordance with relevant laws, creating maximum conditions for telecommunications enterprises to deploy infrastructure on public land, especially in convenient locations such as: Headquarters of state administrative agencies, parks, public squares, hospitals, train stations and other public welfare works.
The Department of Science and Technology directs telecommunications enterprises in the province to promote investment in building fixed broadband and mobile broadband infrastructure (4G, 5G), especially in areas where signal quality is not guaranteed (wave dips). The Department of Construction guides the licensing of telecommunications infrastructure construction projects.
The Provincial Industrial Park Management Board directs investors in industrial park infrastructure to create favorable conditions in the process of implementing investment in developing telecommunications infrastructure in industrial parks in the province.
The Department of Agriculture and Environment advises on resolving issues related to land for construction of telecommunications infrastructure works; creating favorable conditions for telecommunications enterprises to promote investment in developing telecommunications infrastructure.
Along with that, telecommunications businesses conduct a review of areas, residential areas, villages and hamlets that are not yet covered by mobile broadband, fixed broadband or have low quality to focus on investing in developing, upgrading and expanding network infrastructure, especially developing 4G and 5G mobile networks.
Focus on expanding coverage and quality of 5G mobile network services in key areas such as: Public administrative areas, historical and cultural relics, scenic spots, key tourist areas, medical facilities... building an advanced, modern, and synchronous digital infrastructure system, promoting the digital transformation process and socio-economic development of the province.
