Nearly 9,000 candidates failed the 2025 high school graduation exam

About 0.79% of more than 1.12 million 12th graders will fail the 2025 high school graduation exam, equivalent to more than 8,800 students.

The above information was announced by Prof. Dr. Huynh Van Chuong, Director of the Department of Quality Management, Ministry of Education and Training .

Specifically, 99.21% of more than 1.12 million 12th graders passed the high school graduation exam. Thus, the remaining 0.79%, equivalent to more than 8,800 candidates, failed to graduate. Compared to last year, the graduation rate decreased slightly from 99.4% to 99.21%.

This year, the whole country has more than 1.16 million candidates taking the high school graduation exam. Of these, more than 1.12 million are 12th graders, the rest are independent candidates.

According to regulations of the Ministry of Education and Training, candidates who fail the exam will not have a diploma and will not be eligible for university admission, but will still be granted a certificate of completion of general education .

The certificate of completion of general education program is used to register for the high school graduation exam when the learner has a need or to study vocational education and is used in specific cases according to the provisions of law.

The 2025 high school graduation exam is the first exam under the new general education program. According to statistics from the Ministry of Education and Training, nationwide, 936 candidates received failing scores (1 or lower), of which 777 were in Math. This year, there were 4 subjects with no failing scores: Information Technology, Economics and Law, Agricultural and Industrial Technology.

According to the 2025 high school graduation exam regulations, the formula for calculating graduation recognition scores includes the scores of the subjects the candidate takes the exam for (accounting for 50%); the average score (GPA) of grades 10, 11 and 12 (accounting for 50%) and priority and incentive points.

The Ministry of Education and Training explained that the increase in the rate of using transcripts from 30% to 50% is to more closely assess learners' abilities according to the new 2018 general education program, including many other abilities that the graduation exam does not fully assess.

Also from 2025, the Ministry will eliminate the addition of points for vocational certificates for all candidates; eliminate the addition of points for IT certificates, foreign languages, and intermediate vocational degrees for candidates in the regular education system.

Candidates who are eligible to take the exam, have not been disciplined to the extent of having their results revoked, and have achieved more than 1 point in all subjects, will be considered for graduation. If the score considered according to the above formula is 5 or higher, the student will be recognized as graduating from high school.
