According to the Resolution, the Government decided to stop implementing the "one-stop, one-stop" inspection procedure at the Lao Bao (Vietnam) - Densavan (Laos) international border gate pair as stipulated in Part A1 and Attachment No. 1 of the Memorandum of Understanding between the Government of the Socialist Republic of Vietnam and the Government of the Lao People's Democratic Republic on the initial implementation of the Agreement on facilitating the transport of people and goods across borders between the countries of the Greater Mekong Subregion at the Lao Bao and Densavan international border gates signed on March 25, 2005 (referred to as the 2005 Memorandum of Understanding).
The Government assigned the Ministry of Construction to preside over and coordinate with the Ministry of Foreign Affairs, relevant ministries, branches and the People's Committee of Quang Tri province to carry out procedures to amend and supplement the 2005 Memorandum of Understanding in accordance with the procedures prescribed in the 2016 Law on International Treaties, in accordance with bilateral regulations and relevant procedures of the Greater Mekong Subregion framework.
The Ministry of Foreign Affairs presides over and coordinates with relevant ministries and sectors to carry out diplomatic procedures with Laos and relevant partners within the framework of the Agreement on facilitating the transport of people and goods across borders between the Greater Mekong Subregion countries on stopping the implementation of the "one-stop, one-stop" inspection procedure at the Lao Bao (Vietnam) - Densavan (Laos) international border gate pair.
The People's Committee of Quang Tri province shall preside over and coordinate with relevant ministries and agencies, direct functional forces and Savannakhet province, Laos to implement inspection and control procedures at the Lao Bao (Vietnam) - Densavan (Laos) international border gate pair according to the provisions of the Agreement on border management regulations and land border gates between the two governments, signed on March 16, 2016, during the time the two sides carry out legal procedures on amending and supplementing the 2005 Memorandum of Understanding.
The Government requests the Ministers: Ministry of Construction, Ministry of Foreign Affairs and Chairman of the People's Committee of Quang Tri province, Ministers, Heads of relevant agencies to be responsible for implementing this Resolution.
