According to the Provincial People's Committee, in recent times, the state management of minerals in the province has had positive changes. Sectors and levels have promoted their roles and responsibilities, closely coordinated in the state management of minerals, contributing to the protection and effective use of mineral resources in the area.

However, illegal mining still occurs. Some enterprises licensed to mine minerals have not strictly complied with the provisions of the law on minerals and environmental protection. Mineral management and protection in some commune-level areas have not been given due attention…

The cause of the above situations is that some sectors, Party committees and communal authorities have not taken drastic action, have not fully performed their duties and responsibilities, and have not resolutely prevented and handled violations of minerals. Coordination between levels and sectors in state management of minerals is not synchronous and timely...

Accordingly, the Chairman of the Provincial People's Committee requested the Provincial Police to advise the Provincial People's Committee to establish a Steering Committee for the management of mineral exploration, exploitation, business, transportation and consumption activities and an interdisciplinary working group to inspect and handle violations in mineral exploration, exploitation, business, transportation and consumption activities in the province. Resolutely restore order and discipline in mineral exploration, exploitation, business, transportation and consumption activities.

The provincial police proactively grasp the overall situation of crime prevention and control and law violations related to illegal mining, transportation, storage and consumption of minerals in the area and in the field under their responsibility. Concentrate forces, mobilize means to fight, resolutely prevent, strictly handle and eliminate violations with the motto "no forbidden areas, no exceptions".

At the same time, develop and sign coordination regulations between the police of neighboring provinces and cities on the fight against crimes and violations of the law in the illegal exploitation, transportation, storage and consumption of minerals to ensure proactiveness, timeliness, effectiveness and unity in the fight against crimes and violations of the law on mineral resources and environmental protection in neighboring areas.

The Chairman of the Provincial People's Committee requested the Department of Agriculture and Environment to advise the Provincial People's Committee to review, adjust and replace documents regulating state management of minerals that are no longer appropriate; continue to review and advise on granting mineral exploitation licenses according to the direction of the Government and the Prime Minister.

Along with that, it is necessary to urge organizations licensed to exploit minerals to strictly comply with legal regulations in mining activities; install surveillance cameras, positioning devices on mining vehicles, means of transport and transmit information 24/24h to the Provincial Police, provincial departments, branches, People's Committees of relevant communes and wards for monitoring and management; carry out measurements, create maps, cross-section drawings of current status, create records, books, and documents to determine the actual mineral output exploited in accordance with legal regulations.

Strengthen inspection and examination of mineral exploitation activities; promptly detect violations of the law in licensed mineral mines.

The Department of Construction reviews the list of construction material trading stations and yards in the area, and resolutely and strictly handles illegal trading stations and yards that show signs of consuming minerals of illegal origin.

Strengthen the inspection of dredging projects, clear waterways under the authority and strictly handle cases of taking advantage of dredging to illegally exploit minerals, construction not in accordance with design standards and prescribed time. Coordinate with relevant units to inspect the announcement of mineral prices of licensed mineral mines, promptly detect violations of the law and strictly handle according to regulations...
