(PLVN) - Dong Nai holds the top position in the country in new rural construction and sustainable poverty reduction, with many indicators exceeding targets, rural income and social security clearly improving.

On the afternoon of June 22, Prime Minister Pham Minh Chinh chaired a national online conference to review the National Target Program on New Rural Development (NRD), the Sustainable Poverty Reduction Program and two major movements: "The whole country joins hands to build new rural areas" and "For the poor - No one is left behind" for the 2021-2025 period.

Attending and co-chairing at the Hanoi bridge point were Politburo member, Chairman of the Central Committee of the Vietnam Fatherland Front Do Van Chien; Deputy Prime Ministers Tran Hong Ha, Mai Van Chinh; Vice Chairman of the National Assembly Le Minh Hoan. At the Dong Nai bridge point, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee Vo Tan Duc chaired.

According to the summary report, the New Rural Development Program has basically completed all the goals assigned by the National Assembly and the Government. Of which, 5/8 main targets have exceeded the plan. Up to now, 79.3% of communes nationwide have met the New Rural Development standards; more than 42% have met the advanced standards and more than 12% have met the model standards. At the district level, 329/646 units (equivalent to 51%) have been recognized as meeting the standards, of which 48 districts have met the advanced standards and 12 provinces have completed the task of building the New Rural Development.

In particular, in 2024, the average income per capita in rural areas will reach 54 million VND/person, expected to increase to 58 million VND in 2025, 1.4 times higher than in 2020.


Regarding the Sustainable Poverty Reduction Program, the country has exceeded 3/5 of the set targets: the average poverty rate has decreased by more than 1%/year; in poor districts it is 6.7%/year and in ethnic minority areas it is 4.45%/year. It is expected that by the end of 2025, Vietnam will have nearly 1.26 million poor households, exceeding the set target.

At the conference, Dong Nai was recognized as a typical locality, always maintaining the top position in the country in building new rural areas. Up to now, the whole province has 114/116 communes meeting advanced new rural standards (98.2% of the target by 2025); 43 communes meeting model new rural standards (exceeding 148% of the target); 5/9 districts were recognized as advanced new rural districts. The province has 100 model residential areas recognized.

In terms of income, in 2024, the province's per capita income will reach 91.5 million VND. In the agricultural sector, in the 2021-2025 period, the province's agricultural, forestry and fishery production value will grow by an average of 3.8% per year, ranking first in the Southeast region.


Regarding poverty reduction, the poverty rate in Dong Nai has decreased sharply, with no more poor districts. In the 2021-2024 period, the province disbursed more than VND 462 billion to more than 9,500 poor, near-poor and newly escaped poverty households. In 2025, it is expected to allocate an additional VND 175 billion to continue supporting nearly 3,200 households to develop livelihoods, services and house repairs.

Minister of Agriculture and Rural Development Do Duc Duy said that the 2026-2035 period will focus on building a modern, comprehensive, sustainable, climate-resilient new rural area. The programs will promote high-tech agriculture, innovation and digital transformation. The goal by 2030 is that rural income will increase at least 2.5 times compared to 2020, 80% of communes will meet new rural standards, 35% will meet advanced standards and at least 10% will meet modern standards.

Concluding the conference, Prime Minister Pham Minh Chinh emphasized that the movements for building new rural areas and reducing poverty are not separate but closely linked, making an important contribution to restructuring the economy in a fast and sustainable manner. He especially acknowledged the role of Resolution 26 on agriculture, farmers and rural areas which has truly come into life.

The Prime Minister requested that in the coming time, it is necessary to continue to maintain and improve the quality of the program. “Farmers are the center, the subject, agriculture is the driving force and rural areas are the foundation for development”. To do this, the entire political system must participate, perfect institutions, strengthen strategic infrastructure in transportation, energy, health care, education, culture, etc. in a green and sustainable direction.


Regarding agriculture, it is necessary to diversify products, supply chains and export markets, develop green production, digital transformation and promote "digital literacy". The Prime Minister also requested ministries and local sectors to implement social security policies well, not to sacrifice the rural environment for growth, and to resolutely not leave anyone behind.
