Speaking at the ceremony, Prime Minister Pham Minh Chinh said that this is a very important and meaningful 2-in-1 event, concretizing the Party and State's guidelines and policies on promoting the development of science and technology and innovation; marking a new step of maturity of the National Innovation Center to meet the requirements and expectations of the Government in promoting science and technology and the national innovation ecosystem.
Need to advance in science and technology, innovation
The Prime Minister emphasized that the world has been increasingly developing thanks to advances in science and technology and innovation. Innovation is an inevitable trend, a strategic choice, an objective requirement and a top priority for our country to realize the aspiration of building a strong and prosperous country, with people increasingly well-off and happy.
The Prime Minister affirmed that, being independent and self-reliant, but proactive and actively integrating deeply, substantially and effectively into the international community and advancing in science and technology and innovation, Vietnam can catch up, go along and advance with the world on the path of rapid and sustainable development, best absorbing the scientific advances of humanity.
Our Party and State have paid early attention and had many policies and guidelines for leadership and direction throughout the periods on the development of science and technology and innovation, with the view that science and technology is the top national policy.
The Platform for National Construction in the Transitional Period to Socialism (supplemented and developed in 2011) affirmed: "Science and technology play a key role in developing modern productive forces, protecting resources and the environment, improving productivity, quality, efficiency, growth rate and competitiveness of the economy. Developing science and technology aims to promote industrialization and modernization of the country, develop a knowledge-based economy, and reach the advanced level of the world."

The Prime Minister stated that, looking back over 35 years of innovation, openness and integration, Vietnam has achieved great and historic achievements; "our country has never had such a foundation, potential, position and international prestige as it does today" as General Secretary Nguyen Phu Trong assessed.
Accordingly, the annual GDP growth reached an average of about 6.5% (GDP per capita increased from under 100 USD to about 4,400 USD); bringing Vietnam into the top 40 economies with the largest GDP in the world, 20 economies with the largest import-export turnover in the world. Politics and society were stable, national defense and security, social order and safety were maintained, culture and society developed, foreign affairs and international integration were comprehensively promoted...
The Prime Minister said that the above achievements have important contributions from science, technology and innovation. However, Vietnam is still facing many difficulties and challenges. Although the development of science, technology and innovation has made progress, it has not met the requirements of development nor is it commensurate with the potential and advantages, especially the intellectual potential and creativity of the Vietnamese people.
"We cannot help but worry, be concerned and feel responsible when the labor productivity growth rate is still low," the Prime Minister shared.
According to the Prime Minister, the solution to the problem of rapid, comprehensive and sustainable development has been clearly stated by the 13th National Party Congress: Rapid and sustainable development on the basis of science, technology, innovation and digital transformation, striving to become a developing country with modern industry and high middle income by 2030 and a developed country with high income by 2045.
To realize this goal, the Government has been implementing specific action programs to promote the comprehensive development of the innovation ecosystem, creating an environment to promote research and development, application of science and technology and technology transfer.

The beginning of a new phase of development
In recent times, all levels, sectors and the whole society have paid great attention to promoting startups, developing science and technology, and innovation with specific and practical actions and work.
The Prime Minister welcomed and highly appreciated the Ministry of Planning and Investment and the efforts of Minister Nguyen Chi Dung and the leaders of the Ministry over the years, who have inspired, motivated and determined to innovate strongly for relevant entities; the active coordination of the Ministries and agencies: Science and Technology, Information and Communications, Education and Training, Industry and Trade, Hanoi People's Committee and relevant agencies, as well as the coordination and support of domestic and foreign enterprises to jointly build and develop the National Innovation Center, connecting entities of the Vietnamese innovation ecosystem to organize meaningful programs such as the Exhibition, in accordance with the spirit of Resolution No. 52-NQ/TW of the Politburo on a number of guidelines and policies to proactively participate in the 4th industrial revolution.
The Prime Minister emphasized: The completion and operation of the National Innovation Center in Hoa Lac plays a great role and significance in developing the startup ecosystem; it is the beginning of a new development phase in providing synchronous infrastructure to accelerate and further strengthen the Vietnamese innovation ecosystem.
"Thinking must be innovative, vision must be strategic but must be realized with concrete, practical and effective actions and steps. The 2023 Vietnam International Innovation Exhibition opened today at the same time as the inauguration of the National Innovation Center facility at Hoa Lac High-Tech Park, which also contributes to promoting and realizing the innovation process into a new phase.
We believe that the inauguration of the National Innovation Center at Hoa Lac Hi-Tech Park will create a new innovation space for our country; clearly demonstrate the spirit of daring to think, daring to do, daring to innovate for development, becoming a model of innovation for the country; and at the same time contribute to creating a new symbol for Vietnam as a destination for innovation," the Prime Minister shared.

On this occasion, the Prime Minister also acknowledged and commended the very encouraging, valuable and meaningful results that the National Innovation Center has achieved after a short period of only 3 years of establishment and development, demonstrating the aspiration for prosperity for the country and the belief in a new stage of development of the country based mainly on science, technology and innovation.
Meanwhile, the Vietnam Innovation International Exhibition 2023 introduced and spread the image of "Innovative Nation" to the public and the innovation community around the world; showing Vietnam's potential, advantages and progress in innovation and accessing and applying achievements of the Fourth Industrial Revolution in building and defending the Fatherland.
The exhibition has the participation of many and quality units in this year's exhibition, including large enterprises, corporations and small and medium enterprises, innovative start-ups, typical institutes and schools, and focuses on key, breakthrough areas of the economy.
The Prime Minister was pleased to learn that many large US corporations and partners such as Synosyps, Cadence, Arizona, Nvidia... participated in the Exhibition to concretize the agreements signed with NIC during the visit to Vietnam of US President Joe Biden and the recent visit to the United States of Vietnam by the Prime Minister of Vietnam; at the same time, partners and businesses from many countries were also present and actively responded to the event.
The Prime Minister said that through the Exhibition, he felt the determination and desire for innovation of organizations, businesses, and each Vietnamese citizen and believed in the innovation capacity of the elements in the innovation ecosystem.
This is a typical, regular international event on innovation in Vietnam, to promote deep and effective connections between ecosystem actors, while expanding links and cooperation with international partners in the region and around the world.

6 key tasks for Vietnam to truly become a destination for innovation
In the coming time, the Prime Minister requested the Ministry of Planning and Investment, the Ministry of Science and Technology, Hanoi City and other ministries, agencies and enterprises to be bolder, more determined, make more efforts, and make better use of cooperation opportunities with international partners to maximize the effectiveness of the National Innovation Center.
The Prime Minister suggested a number of key tasks, first of all, perfecting institutions and policies for innovation activities in Vietnam, promptly meeting the practical development requirements of the subjects of the innovation ecosystem, especially innovative enterprises and creative startups. In particular, it is necessary to research and boldly deploy experimental mechanisms, specific to the subjects and fields of innovation that have the potential to create breakthroughs and new momentum for the economy to develop rapidly and sustainably.
Second, develop strategies, plans, and action programs to focus on developing areas with high scientific and technological content, innovation, and high added value for Vietnam in the coming period, such as the semiconductor industry, green hydrogen technology, healthcare, education, and artificial intelligence; prepare infrastructure conditions and high-quality human resources to develop industries and fields.
Third, promote the spirit of cooperation, effective, sustainable and comprehensive connection between the subjects of the innovation ecosystem, including large enterprises and corporations; small and medium enterprises, creative startups; research institutes, universities; innovation support organizations, innovation centers, innovation incubators, etc.
Fourth, promote international cooperation in the fields of innovation and science and technology, especially cooperation between domestic innovation enterprises and organizations with large technology enterprises and corporations in the world.
The Prime Minister respectfully requested embassies, international organizations and especially leaders of large technology corporations participating in this program to further promote investment activities, business investment cooperation and support for enterprises in the Vietnamese innovation ecosystem in the spirit of harmonious benefits and shared risks.
Fifth, continue to perfect the mechanism and policies for developing the National Innovation Center, promptly deploy operations, attract investment partners, build research and development facilities at the new facility of the National Innovation Center in Hoa Lac High-Tech Park; perfect strategic infrastructure connections, especially in terms of transportation and services of Hoa Lac High-Tech Park.
The Prime Minister called on large domestic and foreign enterprises, corporations, and research institutions to study and propose appropriate forms of cooperation with the National Innovation Center to be increasingly effective and bring mutual benefits. The Ministry of Planning and Investment was assigned to direct, promptly report, and propose to the Government appropriate policies to encourage and create the most favorable conditions for international and domestic cooperation.
Sixth, the Prime Minister requested ministries, branches and localities to actively and proactively coordinate to effectively implement tasks and solutions according to the policies of the Party and State in developing the innovation ecosystem, always putting businesses and people at the center of innovation. Focus on building and perfecting national innovation and startup support centers in major cities such as Hanoi, Ho Chi Minh City and Da Nang, Hai Phong, Can Tho and other provinces.
On behalf of the Government, the Prime Minister wished the National Innovation Center to further develop and affirm its important role in promoting innovation activities in Vietnam, and wished the Vietnam International Innovation Exhibition 2023 great success and develop better each year than the previous year, contributing to making Vietnam a true destination for innovation, intellectual convergence, and spreading the benefits of the region and the world in the digital age.
