Ms. Nguyen Thi Thanh Nhung - Vice Chairman of Lam Ha District People's Committee said: "In recent years, the District Party Committee, People's Council, and People's Committee have created favorable conditions for the development of infrastructure to achieve the goals ofeducation , culture, recreation, and entertainment for children to help children develop comprehensively in terms of physical, intellectual, and spiritual aspects. In particular, diversifying and organizing healthy, beneficial recreational activities that are suitable for children's ages and interests".
Implementing the goal of comprehensive child development, health care and nutrition for children by 2022, 7/16 communes and towns will meet child-friendly standards. By 2025, it is expected that 12/16 communes and towns will meet child-friendly standards.
In particular, children up to 8 years old have access to comprehensive care support services for physical, intellectual and mental development and have equal access to these services, meeting their needs and appropriate to their age. Thereby, nutritional counseling has been provided to 2,874 caregivers at health stations and in the community.
Up to now, the rate of children under 1 year old fully vaccinated with all types of vaccines is 95%; the rate of children under 5 years old with malnutrition in terms of weight for age is 10.4%; and in terms of height for age is 15.8%.
Currently, the district has 71 schools including: 23 kindergartens, 26 primary schools, 1 ethnic boarding school, junior high school, 17 junior high schools and 4 primary and secondary schools. Up to now, Lam Ha district has maintained the standards of universal preschool education for 5-year-old children, universal primary education level 3, universal secondary education standards, and illiteracy eradication level 2. School facilities continue to be invested in a solid direction, focusing on investing in building school facilities for communes in the New Rural Development Program, schools built to national standards; the number of solid classrooms in Lam Ha district, including high schools, reaches 93.2%; 100% of schools for children have sanitary facilities.
The issuance of health insurance cards for children under 6 years old is in accordance with regulations. As of May 2025, cards have been issued to 15,678 children. To date, the rate of children in special circumstances and at risk of falling into special circumstances has decreased from 6,643 children to 3,524 children; children in special circumstances are cared for, nurtured, provided with social assistance and raised in the community in full compliance with the Law on Children. The number of abused children has decreased from 2 children in 2021 to 0 children in May 2025. There are no businesses or business households employing children and minors.
In the period of 2021 - 2030, the number of children injured and children dying from injuries will decrease from 10 children (in 2021) to 2 children (in 2025), there will be no more child marriage, especially in ethnic minority areas; 100% of children under 5 years old will have their births registered according to regulations. By the 2024-2025 school year, the quality and effectiveness of education at all levels will have improved compared to the 2020-2021 school year; 16/16 communes and towns will have cultural and entertainment spots for children...
However, in Lam Ha district, in implementing the National Action Program for Children, the locality still has some limitations such as: the number of children in difficult circumstances, children from poor and near-poor households at risk of falling into the situation of children in special circumstances is still high. The staff working in child protection and care at the grassroots level is unstable, still holding multiple positions, and their knowledge and capacity in child protection and care is limited. The child protection service system is not enough to meet the needs of supporting children in especially difficult circumstances...
To successfully implement the above program, Lam Ha district continues to strengthen the leadership of Party committees at all levels, the direction of the government and the participation of organizations, unions and social organizations, especially in areas with large populations, remote areas and ethnic minority areas. At the same time, it conducts extensive and quality social mobilization propaganda in a variety of practical forms suitable to the conditions of each locality, combining traditional and non-traditional communication methods.
Along with that, promote prevention, early detection and intervention and community-based care for children in especially difficult circumstances. Strengthen cooperation with organizations and individuals in providing technical support, experience and resources for community-based care for children in especially difficult circumstances.
In addition, organize a preliminary and final review of the implementation results, commend and reward groups and individuals who have done a good job of caring for children in especially difficult circumstances in the community, thereby spreading the examples of good people and good deeds to help children in special circumstances. In addition, supplement funds for communication work, social mobilization and funds for inspection and supervision of the implementation of basic rights of children. Implement practical policies to support children in special circumstances, children of poor and near-poor households, ethnic minority children and children in remote areas.
