
The National Assembly further assessed the results of the implementation of the socio -economic development plan and the state budget in 2024; the implementation of the socio-economic development plan and the state budget in the first months of 2025; approved the final settlement of the state budget in 2023; the transition to applying a number of specific mechanisms and policies that have been allowed by the National Assembly to be implemented in a number of localities after restructuring the apparatus and expanding administrative boundaries according to the policies of the Party and the State; the practice of thrift and anti-waste in 2024; the results of implementing the national goal of gender equality in 2024.
From the reality and aspirations of voters in the province, delegate Ha Sy Huan, member of the Provincial Party Committee, Deputy Head of the National Assembly Delegation of Bac Kan province, proposed to the National Assembly and the Government many practical solutions related to the arrangement of administrative units, organization of the state apparatus and socio-economic development policies, especially in mountainous areas and ethnic minority areas.
According to delegate Ha Sy Huan, after merging provincial and commune-level administrative units, the Government needs to soon issue policies to adjust regional planning, provincial planning, urban and rural planning to ensure the development of synchronous infrastructure, high connectivity and harmonious development space between regions, in which it is necessary to give special priority to allocating investment resources for connecting traffic infrastructure for administrative units in difficult areas, mountainous areas, and areas far from the new provincial administrative center.
In addition, delegates commented that after the organizational arrangement, many jobs do not require direct contact with people, so information technology can be applied to process online. Therefore, it is necessary to build a flexible working model, increase the application of information technology to save operating costs of the apparatus after the merger, and at the same time contribute to stabilizing the work and life of civil servants.
Paying special attention to the implementation of national target programs, delegate Ha Sy Huan proposed that the Government review and supplement public investment capital in 2025 for localities that are lacking so as not to slow down the progress of the sustainable poverty reduction program. Regarding the Cultural Development Program for the period 2025 - 2035, it is recommended that the Government issue a set of national criteria for comprehensive cultural development, suitable to the actual conditions of each region, as well as develop principles, criteria, and norms for allocating central budget capital, and stipulating the appropriate proportion of counterpart capital from local budgets to implement the Program.
Emphasizing the implementation of the policy of eliminating temporary and dilapidated houses, delegate Ha Sy Huan proposed that the Government continue to direct and regulate capital sources, including from the business sector, to support and help localities lacking funds to soon complete the goal of eliminating temporary and dilapidated houses on schedule in 2025.
Continuing to pursue recommendations related to the forestry sector, delegate Ha Sy Huan said: “In our country, over 70% of natural forest areas are located in mountainous provinces, where many ethnic minorities live. They are the ones who directly protect the forests, but their income is among the lowest in the country”. In order for people to truly feel secure in their long-term commitment to forestry and to do better in forest management, protection and development, the Government needs to continue to have better policies to attract businesses operating in the pharmaceutical industry to participate in planting and building medicinal plant processing plants under the forest canopy in localities with forests; Adjust and increase the level of support for forest protection and regeneration contracts, helping people increase their income and living standards from forestry without causing negative impacts on forest resources.
In addition, there should be solutions to regulate and reasonably allocate resources to support localities to carry out the task of ensuring sustainable forest cover and creating favorable conditions for economic development. This will ensure a balance between the responsibilities and obligations of localities nationwide in ensuring sustainable development and socio-economic development.
At the same time, it is necessary to promote the policy of payment for forest environmental services. in the direction of expanding the implementation area, in which priority is given to communities directly participating in protecting upstream forests, protective forests and soon implementing the Carbon credit program".
Delegate Ha Sy Huan emphasized: “Protecting and developing forests is not only an environmental task, but also a social security policy, national defense stability and sustainable development”. Therefore, the delegate earnestly requested the National Assembly and the Government to continue to perfect investment policies for forestry, in which people are the center so that the forest protection strategy is sustainable./.
