Speeding up the progress of the Ho Chi Minh City Ring Road 3 Project through the province

The Ho Chi Minh City Ring Road 3 project, section through Tay Ninh province (component project 7), is focusing resources to speed up construction progress, ensuring the basic completion of the expressway section in October 2025, and the entire project in 2026 in accordance with the Government's direction.

The province strives to complete the expressway section in October 2025 and complete the entire Ho Chi Minh City Ring Road 3 project, the section passing through the province, in 2026.

The entire Ho Chi Minh City Ring Road 3 is about 76.34km long, passing through Ho Chi Minh City, Dong Nai and Tay Ninh provinces, divided into 8 component projects, of which the section passing through Tay Ninh province belongs to component project 7, about 6.84km long.

Component 7 project has a total investment of VND 3,040 billion, expected to be basically completed in 2025, put into operation from 2026. According to Mr. Tran Thien Truc - Deputy Director of Long An Construction Investment Project Management Board, by the end of July 2025, the project will be deployed simultaneously in many packages. Of which, 3 main packages (XL1, XL2, XL3) have positive progress, with construction volume reaching about 79.3% of contract value.

Package XL1 (expressway construction) has completed the treatment of weak soil, basically constructed the crushed stone layer, is paving the road surface and constructing Rach Rich bridge. It is expected to be fully completed and technically open to traffic by October 31, 2025.

Package XL2 (construction of viaduct, river crossing and parallel road) also recorded positive progress with more than 78% of the contract value. The main bridge items have completed most of the girders and piers and are currently paving the bridge deck. The parallel road on both sides has been paved with crushed stone, filled with sand and installed with drainage system.

Package XL3 (construction of the final intersection connecting Ben Luc - Long Thanh Expressway) has reached 79.64% of the contract construction value and will be completed in October 2025. In addition, additional packages such as XL3A (completion of intersection), XL5 (traffic safety, fences, lighting) and XL4A, XL4B (connecting people's lives) are being actively implemented. The Intelligent Transport System (ITS) package is being prepared and is expected to be constructed in the third quarter of 2025.

Workers are working hard to construct Ring Road 3 in Ho Chi Minh City.

The relocation of technical infrastructure has also achieved many positive results, completing 8/11 locations for medium and low voltage power relocation, continuing construction on Tan Long route, Provincial Road 830C, branch L. The work of raising the clearance of 500kV high voltage power lines is under construction and will be completed in December 2025.

“The total capital allocated to implement component project 7 to date has reached VND2,252 billion, including central and local capital. Of which, 100% of the capital plan for 2023 and 2024 has been disbursed; in 2025, VND238.6 billion has been disbursed, reaching 27.22% of the plan,” Mr. Tran Thien Truc informed.

In particular, the section connecting to Ben Luc – Long Thanh Expressway was completed and handed over to VEC on May 15, 2025. Ben Luc – Long Thanh Expressway organized a site inspection on July 31, 2025 to prepare for traffic opening.

With the close direction of the Government , the close coordination between the Central and local levels, and the efforts of investors and construction units, the Ho Chi Minh City Ring Road 3 project through the province is being implemented urgently and drastically.

The main packages are all on schedule, with some items expected to shorten construction time by 1 to 3 months. Capital disbursement is well controlled, ensuring continuous capital flow for construction.

The province has identified this as not only an infrastructure investment task but also a regional development goal, creating a boost for the local socio-economy. With high determination, the project will basically complete the expressway section by October 2025, the entire project will be completed in 2026, contributing to realizing the strategic vision of urban, industrial and logistics development in the Southern region./.
