
According to Chairman of the City People's Committee Luong Nguyen Minh Triet, the on-site inspection aims to confirm the urgency of the projects for the overall development of Da Nang City. At the same time, it demonstrates political determination in accelerating construction progress, completing projects early, creating new development momentum, and effectively resolving the disbursement of central capital.
The Chairman of the City People's Committee requested the Party Committee, the People's Committee of Dien Ban Bac Ward, and related departments, branches and units to focus on developing a detailed plan for compensation and site clearance, urgently coordinate to soon have a plan on prices and compensation for households, especially prioritizing site clearance at bridge and culvert locations, and curbs to create favorable conditions for contractors to construct.
Along with that, it is proposed to unify the policy of transferring the project in accordance with legal regulations, focusing on implementing resettlement projects in the immediate future. Regarding legal problems related to land and land consolidation, it is necessary to urgently handle them according to the old regulations of the People's Committee of Quang Nam province (old). Problems beyond the authority of the ward must be reported to the City People's Committee for timely direction.

The Chairman of the City People's Committee directed the Department of Construction to support the ward in shortening the preparation time for construction to the maximum, ensuring that the project must start no later than October 2025. At the same time, review related resettlement projects to solve housing problems for affected people.
In addition, the Chairman of the City People's Committee requested the Management Board, investors, and the Department of Finance to study the plan to transfer part of the capital to other projects, and advise on a plan to extend the project disbursement time until 2026.
The City People's Committee assigned the Department of Home Affairs and the Department of Agriculture and Environment to urgently complete legal procedures related to the City Land Fund Development Center; review construction material mines (soil, sand, gravel), and promptly resolve investor proposals to ensure materials for construction.
The city leaders noted that the Construction Investment Project Management Board should coordinate with contractors and relevant agencies to work with the Central Government to resolve legal procedures related to railway overpasses and highway overpasses, promptly removing legal bottlenecks.
In particular, the Chairman of the City People's Committee emphasized the spirit of "construction as soon as the site is available", absolutely not waiting for the entire site to be completed before starting construction, to avoid prolonging the progress. The contractor must make a detailed weekly construction plan, a detailed monthly disbursement plan, and closely coordinate with the supervising consultants and investors to check and evaluate specific responsibilities.
Contractors need to proactively remove difficulties in materials, vehicles, and human resources to speed up progress, especially the bridge project, to increase the capital disbursement rate.

According to the report at the meeting, the Quang Da Bridge and approach road project started on December 21, 2023 and is expected to be completed on May 14, 2025. However, due to the incomplete clearance of the households on the frontage of National Highway 14B, the City People's Committee has issued an official dispatch extending the construction period to December 31, 2025. Currently, there are two households on the frontage of National Highway 14B who have not agreed to hand over the land and 12 other households have signed the handover but have not started construction because they are requesting support.
According to Document No. 2034/UBND-BGPMB of the People's Committee of Hoa Vang District (old), the deadline for completing the site clearance work is before July 31, 2025. The contract value is more than 219.72 billion VND. The construction volume has reached 97% of the contract value, of which the bridge part is 100% completed, while the access road, drainage, cross-roads for people, and irrigation ditches on the main route have been completed. The area connecting to the National Highway 14B intersection is waiting for the site, some items need to be coordinated with the National Highway 14B renovation and upgrading project for synchronous implementation.
For the Northern Ring Road project, previously invested by the People's Committee of Dien Ban Town (old), the total investment is 498 billion VND, using an area of 18.43 hectares, the route length is 4.62 km, implemented from 2022 to 2025. Compensation and site clearance work in Dien Hoa Commune (old) has completed the first payment with a value of more than 2.83 billion VND for 25 households, an area of 8,817.6 m²; the second payment is nearly 4.18 billion VND for 37/56 households, an area of 16,244.8 m²; the residential land of 4 households affected is about 0.3 ha.
Compensation and site clearance work in Dien Tien commune (old), the first compensation plan has paid more than 873.86 million VND to 12 households, area 7,320.9 m²; the second plan paid more than 16.4 billion VND to 142/143 households, area 52,515.4 m²; the third plan paid more than 3.91 billion VND to 82/85 households, area 25,446.6 m². However, there are still about 2.46 hectares of land whose origin has not been determined because Dien Tien commune previously carried out field renovation, land consolidation and plot exchange but has not completed the procedures for adjusting land records and land use right certificates. In addition, the residential land affected 84 plots of land, inventory has been done for households affected by part of the area, but about 40 households are subject to temporary clearance and have not yet made a plan because there is no resettlement land fund.
